REGULAR MEETING
Tuesday, October 15, 2019
I. CALL TO ORDER
Chairman March called the Redevelopment Agency Meeting to order at
5:30 p.m., in the City Council Chambers, City Hall, 240 Water Street,
Henderson, Nevada 89015.
Chairman March announced the meeting is being video recorded and streamed
live over the Internet.
II. CONFIRMATION OF POSTING AND ROLL CALL
The Secretary confirmed the Redevelopment Meeting had been noticed in
compliance with the Open Meeting Law by posting the Agenda three working
days prior to the meeting at City Hall, the Multigenerational Center, the Whitney
Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice
Website, the City of Henderson Website, and by mailing and emailing a copy of
the Agenda to everyone appearing thereon on the Agenda Master Mailing List
and Email List.

Member Dan H. Stewart moved to accept the agenda as presented.
The roll call vote favoring passage was: Those voting aye: Debra March,

September 18, 2019.

Member John F. Marz moved to adopt the minutes of the September 18, 2019,
City of Henderson Redevelopment Agency Meeting.
The roll call vote favoring passage was: Those voting aye: Debra March,
John F. Marz, Michelle Romero, and Dan H. Stewart. Those voting nay: None.
Those absent: Dan K. Shaw. Those abstaining: None. Chairman March
declared the motion carried.
RDA-2 RESOLUTION
CORNERSTONE PARK BRIDGE
REDEVELOPMENT
A RESOLUTION OF THE CITY OF HENDERSON REDEVELOPMENT
AGENCY, CLARK COUNTY, NEVADA, APPROVING A FUNDING
AGREEMENT BETWEEN THE CITY OF HENDERSON AND THE
REDEVELOPMENT AGENCY TO FUND CONSTRUCTION AND DESIGN
COSTS FOR THE REPLACEMENT OF A PEDESTRIAN BRIDGE AT
CORNERSTONE PARK, LOCATED GENERALLY AT 1600 WIGWAM
PARKWAY AND IDENTIFIED AS CLARK COUNTY ASSESSOR’S PARCEL
NUMBERS 178-16-601-005, 178-16-501-001, AND 178-16-510-002 WITHIN
THE CORNERSTONE REDEVELOPMENT AREA, IN AN AMOUNT NOT TO
EXCEED $500,000.00.

David Vorce, Principal Redevelopment Fiscal Administrator, presented a
summary of this item, and stated staff recommends approval. He noted this
park is within the Cornerstone Redevelopment area and there are sufficient
funds to support the project.

Member Michelle Romero moved to adopt Resolution No. 135.
The roll call vote favoring passage was: Those voting aye: Debra March,
John F. Marz, Michelle Romero, and Dan H. Stewart. Those voting nay: None.

RDA-3 RESOLUTION
RATIFY DONATION OF $250,000.00 TO THE COLLEGE OF SOUTHERN
NEVADA
REDEVELOPMENT
A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF
HENDERSON, NEVADA, RATIFYING THE DONATION OF TWO HUNDRED
FIFTY THOUSAND DOLLARS ($250,000.00) TO THE COLLEGE OF
SOUTHERN NEVADA FOUNDATION FOR THE CONSTRUCTION OF THE
COLLEGE OF SOUTHERN NEVADA/NEVADA STATE COLLEGE HEALTH
AND SCIENCE BUILDING LOCATED AT THE COLLEGE OF SOUTHERN
NEVADA HENDERSON CAMPUS AS A PORTION OF THE PRIVATE
CONTRIBUTIONS IN THE APPROXIMATE AMOUNT OF SIX MILLION
DOLLARS ($6,000,000.00) REQUIRED BY THE STATE LEGISLATURE TO
PROVIDE THE REMAINING FUNDING FOR THE PROJECT IN THE
APPROXIMATE AMOUNT OF SEVENTY MILLION, SEVEN HUNDRED
SIXTY-THREE THOUSAND, SEVEN HUNDRED AND FORTY-ONE DOLLARS
($70,763,741.00).
David Vorce, Principal Redevelopment Fiscal Administrator, presented a
summary of this item, and stated this educational facility does not fall within a
Redevelopment area; however, the facility will serve the community in the
Eastside Redevelopment area. He noted that healthcare and education have
been cited as top priorities by both residents and City management. Mr. Vorce
stated staff recommends approval.

Member Dan H. Stewart made the following disclosure statement:
“I need to disclose that I currently serve as a member of the Board of Trustees
of the Nevada State College Foundation. The Foundation is a non-profit entity
created to support the educational mission of the Nevada State College (NSC);
specifically, to receive and administer private gifts that support the College. The
Foundation and Nevada State College are separate legal entities. This item,
RDA-3, is a resolution to donate $250,000.00 to the College of Southern
Nevada (CSN) for the construction of a Health and Sciences building on the
CSN Henderson campus that will also be used by Nevada State College. So,
even though it’s on CSN’s campus, NSC is part of it. And so, on advice of
counsel, which was very good advice, I need to disclose that I am part of the
Foundation of Nevada State. This item does not involve the Nevada State
College Foundation, and as a member of the Foundation, I have no involvement
or role in the administration of the Nevada State College or CSN, the College of
Southern Nevada. Therefore, I do not believe that the independence of the
judgment of a reasonable person in my situation would be materially affected
and I intend to vote on this matter. Nonetheless, I have been advised by
counsel to make this disclosure pursuant to the Nevada Ethics in Government
Act and to promote transparency.”

NOTICE

The Chairman reserves the right to hear agenda items out of order, combine two or more

Public comment will be taken on each agenda item as it is heard. If you desire to provide
public comment on an agenda item, please complete a green speaker card and submit it to
the RDA Secretary prior to the item being heard. Individuals speaking on an item will be
limited to three (3) minutes and spokespersons for a group will be limited to ten (10) minutes.
The Chairman reserves the right to curtail abusive, offensive, inflammatory or repetitive
comments that disrupt, disturb or otherwise impede the orderly conduct of the
Redevelopment Agency meeting. In addition, any person willfully disrupting the meeting may
be removed from the room by the presiding officer. See, NRS 241.030(4)(a). Examples of
disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause,
heckling, name calling, use of profanity, personal attacks, physical intimidation, threatening
use of physical force, assault, battery, or any other acts intended to impede the meeting or
infringe on the rights of the Henderson Redevelopment Agency, City staff, or meeting
participants.
