CITY OF HENDERSON SENIOR CITIZENS ADVISORY COMMISSION REGULAR MEETING MINUTES Wednesday, October 9, 2019 I. CALL TO ORDER Chairman Steve Boyce called the meeting to order at 4:01 p.m., at the City of Henderson City Hall, Council Chambers Conference Room, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Karie Teruya, Executive Administrative Assistant, confirmed the Senior Citizens Advisory Commission meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List and Email List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Ms. Belanger introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Boyce declared the motion carried. V. NEW BUSINESS NB-1 MINUTES SENIOR CITIZENS ADVISORY COMMISSION MEETING SEPTEMBER 11, 2019 PARKS AND RECREATION Senior Citizens Advisory Commission Meeting minutes of September 11, 2019. Referring to UB-1, Chairman Boyce requested his question regarding the scope of the Commission in relation to the Can Do Award be reflected in the minutes. (Motion) Mr. Potter introduced a motion to adopt the Senior Citizens Advisory Commission Meeting minutes of September 11, 2019, as amended. The vote favoring approval was unanimous. Chairman Boyce declared the motion carried. NB-2 PATRIOT EMPLOYER PROGRAM OVERVIEW PARKS AND RECREATION Fred Wagar, Deputy Director for Programs and Services for the Nevada Department of Veterans Services (NDVS), will share information about the benefits of the Patriot Employer program. He will also provide a brief overview of NDVS. Fred Wagar, Deputy Director for Programs and Services for the Nevada Department of Veterans Services, gave a presentation on the NDVS services. He invited the Commissioners to place wreaths on the headstones at the Boulder City Veteran Affairs Cemetery on December 14, 2019, at 7:00 a.m. Senior Citizens Advisory Commission Page 3 of 8 Wednesday, October 9, 2019 – Minutes Mr. Wagar stated there will be a Nevada Veterans Advocate (NVA) program hosted at the Fiesta Henderson on November 2nd and 3rd for individuals to become certified advocates. He said there is a need for additional NVAs in Henderson and noted there will soon be a Veterans Services Officer available at the Heritage Park Senior Facility two days a week. Responding to an inquiry by Chairman Boyce regarding what the Commission can do to assist the NDVS, Mr. Wagar stated the best way to inform people about their services is by word of mouth. He said the NDVS office phone number is 702-224-6025. NB-3 PRESENTATION REVIEW Parks and Recreation Commission members will discuss presentations conducted at the regularly scheduled Commission meetings. Chairman Boyce invited the Commissioners to comment on any past presentations which they considered to be of great value to the senior population. Ms. Belanger recommended the Nevada Department of Veterans Services (NDVS) be invited to the Senior Summit 2020 event. Corey Clark, Recreation Services Manager, stated he can contact NDVS to inquire if their organization has any transportation material to align with the Senior Summit 2020 theme. He also noted that NDVS has committed to a Veterans Day event at the Heritage Park Senior Facility in November. Chairman Boyce inquired if the City has informational material for Nevada 2-1-1 available at the recreational centers. Mr. Clark stated the City has provided a link to the Nevada 2-1-1 website on the City of Henderson website, and he will contact Nevada 2-1-1 to have brochures offered at Henderson recreational centers. He noted that he emailed all recreation center staff informing the employees of the resources available through the Nevada 2-1-1 program. Mr. Clark stated staff will contact Nevada 2-1-1 if the Commission wishes to have them conduct an annual presentation of their services. Responding to an inquiry by Chairman Boyce regarding brochures for Nevada Senior Services, Mr. Clark said there are brochures available at both senior centers. He said he will check and see if the Nevada Senior Services webpage link is attached to the City of Henderson website. Senior Citizens Advisory Commission Page 4 of 8 Wednesday, October 9, 2019 – Minutes A discussion ensued regarding the past presentations given by Nevada Senior Services, Dementia Friendly of Southern Nevada, American Association of Retired Persons (AARP), and the Clark County School District Mentorship Program. NB-4 SENIOR SUMMIT 2020 Parks and Recreation Commission members and City staff will provide updates about the Senior Summit 2020. Corey Clark, Recreation Services Manager, said the Senior Summit 2020 event will be held at the Heritage Park Senior Facility on Tuesday, January 28, 2020, at 9:00 a.m. He stated the Regional Transportation Commission (RTC) and Dignity Health will be speaking at the event, and he will be contacting Uber and Lyft to be additional speakers. Mr. Clark noted he will be sending invitation emails to various senior transportation businesses. Chairman Boyce inquired how the Commission could assist with transportation for those potential attendees who cannot drive and recommended reserving 50 spots for those individuals. Mr. Clark stated the venue holds approximately 150 people and staff anticipates most of the audience will be from the senior center’s everyday visitors. He further explained that seniors currently arrive and leave the senior center by various modes of transportation, such as RTC Paratransit, Uber, and Lyft. Mr. Clark noted there will be shuttle pick-ups for the event at the Downtown Senior Center and Multigenerational Recreation Center. Chairman Boyce encouraged the Commissioners to attend the event. Mr. Clark requested the Commissioners act as docents if they attend the event. He also noted this item will be heard again at the January meeting to review the event details. NB-5 CAN DO AWARD Parks and Recreation Commission members will discuss whether to pursue a community service award or support the Be Kind and Heart of the City initiatives. Chairman Boyce briefed those present on the idea of the Can Do Award and opened the floor for feedback. Senior Citizens Advisory Commission Page 5 of 8 Wednesday, October 9, 2019 – Minutes Bethany Sanchez, Assistant City Attorney III, read from the Henderson Municipal Code and said the purpose of the Senior Citizens Advisory Commission shall be to advise, make recommendations, or report to the City Council on subjects of particular interests to senior citizens. Such subjects may include, but not be limited to, transportation, housing, utility rates, recreation and cultural arts, employment, and other matters concerning the health, safety, and welfare of senior citizens, encouraging a physically active and healthy lifestyle. Ms. Sanchez recommended the Commission consider the amount of time the creation of the award will require. Corey Clark, Recreation Services Manager, said the Commission could potentially assist staff with the Heart of the City Award or the Be Kind Award. Following a discussion regarding the Heart of the City and the Be Kind awards, Mr. Clark stated he will talk to the staff representative in charge of the awards to see if the Commissioners can assist with those processes. NB-6 AUTHORIZE ATTENDANCE OR PARTICIPATION IN UPCOMING EVENTS PARKS AND RECREATION Commission members will review highlights from attendance at previous events and discuss and approve whether Commissioners may officially attend or participate in upcoming community programs or events as a representative of the Commission. Stewart, November 20, 2019, at 6:00 p.m. at the Paseo Verde Library  Senior Expo, October 30, 2019  Age Well Expo, November 9, 2019  Senior Summit 2020 event, Tuesday, January 28, 2020, at 9:00 a.m. at the Heritage Park Senior Facility Chairman Boyce stated he will attend the Age Well Expo event. Mr. Berman stated he will attend and provide assistance at the Senior Summit 2020 event. Senior Citizens Advisory Commission Page 6 of 8 Wednesday, October 9, 2019 – Minutes (Motion) Ms. Belanger introduced a motion to approve Chairman Boyce’s participation at the Age Well Expo on November 9, 2019, and Mr. Berman’s participation at the Senior Summit 2020 event on January 28, 2020. The vote favoring approval was unanimous. Chairman Boyce declared the motion carried. NB-7 SENIORS’ AUXILIARY PRESENTATION PARKS AND RECREATION Linda Rauenbuehler, Henderson Seniors’ Auxiliary, will give a report on activities of the organization. Linda Rauenbuehler, Henderson Seniors’ Auxiliary, said the Auxiliary made over $1,000.00 in ice cream sales throughout the summer, which included a $700.00 donation from the Henderson Hospital. Ms. Rauenbuehler said the Auxiliary is currently seeking volunteers to fill three board vacancies. Ms. Rauenbuehler stated there will be a Halloween bake sale on Thursday, October 31, 2019, and a Christmas bake sale on Thursday, December 12, 2019. NB-8 STAFF REPORT PARKS AND RECREATION Corey Clark, Recreation Services Manager, will give an update on the Meals on Wheels program. He will also share valuable information available on the City of Henderson (COH) website. Corey Clark, Recreation Services Manager, said the State Gaming Board intends to have an exemption in place for the $25.00 fee at the Seniors’ Auxiliary bingo and raffle activities. He stated he will inform the Commission on any updates regarding this matter if he receives additional information. Dylan Garcovino, Lead Recreation Assistant, introduced himself and said he will soon be responsible for coordinating the senior excursions. He said he is working at the Downtown Senior Center and invited those present to visit the center. Mr. Clark stated there were over 2,100 guests who attended the Harvest Festival at the Heritage Park Senior Facility and over 9,000 guests at the Hot Rod Days car show. Senior Citizens Advisory Commission Page 7 of 8 Wednesday, October 9, 2019 – Minutes Mr. Clark reported that the Meals on Wheels program numbers are consistent with previous months. Responding to a request by Chairman Boyce to include a report of the monthly trend for the Meals on Wheels waitlist, Mr. Clark stated he will provide that data at the next meeting. VI. CHAIRMAN\MEMBER COMMENTS Chairman Boyce requested a discussion item regarding civic participation and employment be added to a future agenda. Corey Clark, Recreation Services Manager, stated it would be beneficial to decide if the Commission would like to have future agendas be created to engage more in Henderson’s Age-Friendly Plan versus other matters that are related to the senior population. Chairman Boyce played a YouTube video posted by the Public Broadcasting Service (PBS), which highlighted one city’s efforts to enhance cognitive and physical exercises in the senior population by installing memory challenges and workout equipment at public parks. Chairman Boyce commented that Henderson ranked in the mid-range for American Association of Retired Persons’ (AARP) age-friendly network. He said Henderson ranked high in transportation and ranked low in engagement. Chairman Boyce noted that AARP’s seven domains of focus are different than Henderson’s eight domains of focus for their respective age-friendly plans. VII. SET NEXT MEETING The next meeting was set for November 13, 2019, at 4:00 p.m. VIII.
