CITY OF HENDERSON BLUE RIBBON COMMISSION ON EDUCATIONAL EXCELLENCE AND YOUTH OPPORTUNITY REGULAR MEETING MINUTES Wednesday, November 20, 2019 I. CALL TO ORDER Chairperson Zayli Jackson called the meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity to order at 4:05 p.m., in the City Hall Annex Conference Room, 280 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Rayna Booker, Administrative Assistant III, confirmed the meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, City Hall Annex, the Multigenerational Recreation Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List and Emailing List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Mr. Vidal introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairperson Jackson declared the motion carried. Chairperson Jackson introduced two new Commissioners, Megan Larocque from SLAM Academy, and Nathaniel Allison from Henderson International School. V. NEW BUSINESS NB-1 MINUTES BLUE RIBBON COMMISSION REGULAR MEETING OCTOBER 16, 2019 PARKS AND RECREATION Blue Ribbon Commission Regular Meeting minutes of October 16, 2019. (Motion) Ms. Elliot introduced a motion to adopt the Regular Meeting minutes of October 16, 2019, as presented. The vote favoring approval was unanimous. Chairperson Jackson declared the motion carried. NB-2 GUEST SPEAKER BRISTOL ELLINGTON PARKS AND RECREATION Bristol Ellington is the Chief Operating Officer and Deputy City Manager. He will be discussing his employment history, educational background, and his duties and responsibilities for the City. Bristol Ellington, Chief Operating Officer/Deputy City Manager, introduced himself and provided an overview of his role in the City. He explained that his job is to support the City Manager and to serve as the Chief Operating Officer for the Fire Department, Human Resources, and the Police Department. A question and answer session ensued with Mr. Ellington regarding challenges and successes he has had over the years during his employment and in different roles in the City. Blue Ribbon Commission Page 3 of 6 Wednesday, November 20, 2019 – Minutes NB-3 TRUNK OR TREAT 2019 PARKS AND RECREATION Review the Trunk or Treat event from October 24, 2019. Note: This item was heard following NB-1. Chairperson Zayli Jackson provided an overview of the Trunk or Treat event and noted that it went well. Xanie Gann, Recreation Services Manager, presented a photograph slideshow of the event. Following a brief discussion regarding the event, there was a consensus of the Commission to consider hero versus villain theme as the theme for Trunk or Treat 2020. NB-4 BLUE STAR MOTHERS STOCKING STUFFING EVENT 2019 COMMISSIONER SCHEDULES PARKS AND RECREATION Discuss the days and times for the event. Shift schedules and Commissioner commitments to be discussed and approved. The event will be held at the Henderson Pavilion. Chairperson Jackson provided an overview of the available shifts for the Blue Star Mothers stocking stuffing event. Xanie Gann, Recreation Services Manager, encouraged the Commissioners to sign up for two shifts and said she will send out a reminder before the event. A discussion ensued regarding the Commissioner’s participation for the event. (Motion) Mr. Palmaffy moved to approve the Blue Ribbon Commission’s participation in the Blue Star Mother’s Stocking Stuffing event at the Henderson Pavilion. The vote favoring approval was unanimous. Chairperson Jackson declared the motion carried. Blue Ribbon Commission Page 4 of 6 Wednesday, November 20, 2019 – Minutes NB-5 LEADERSHIP DAY 2020 VENUE PARKS AND RECREATION Discuss venue selection and approve location. Xanie Gann, Recreation Services Manager, confirmed that Nevada State College will be sponsoring the venue for the Leadership Day event at no cost. She noted that Nevada State College will also be catering the event at an affordable rate. (Motion) Mr. Zeller moved to approve the new sponsor and venue for Leadership Day 2020. The vote favoring approval was unanimous. Chairperson Jackson declared the motion carried. NB-6 LEADERSHIP DAY 2020 THEME PARKS AND RECREATION Discuss and select a theme to approve for Leadership Day 2020. Following a brief discussion regarding the theme for Leadership Day 2020, there was a consensus of the Commission to have the theme be “Exceed Your Vision”. Xanie Gann, Recreation Services Manager, stated the City’s Marketing team will be researching theme designs. (Motion) Mr. Zeller moved to approve the Leadership Day 2020 theme of “Exceed Your Vision”. The vote favoring approval was unanimous. Chairperson Jackson declared the motion carried. NB-7 LEADERSHIP DAY 2020 - KEYNOTE SPEAKER CANDIDATES PARKS AND RECREATION Discuss proposed keynote speakers. Xanie Gann, Recreation Services Manager, said she has not heard back from Mike Rowe, a proposed keynote speaker. Following a discussion regarding potential keynote speakers, Mr. Martinez stated he will contact Nicole Cannizero to see if she would be interested. Blue Ribbon Commission Page 5 of 6 Wednesday, November 20, 2019 – Minutes NB-8 LEADERSHIP DAY 2020 WORKSHOP GROUPS PARKS AND RECREATION Discuss and recommend workshop group assignments for Leadership Day 2020. Xanie Gann, Recreation Services Manager, stated there will be two workshop groups with one group focusing on overcoming and exceeding your vision, and the second group focusing on building your first goal. She said the groups must present their workshop outline at the December meeting. NB-9 LEADERSHIP DAY 2020 T-SHIRT PARKS AND RECREATION Discuss options for t-shirt color, logo, and graphics for Leadership Day 2020. Xanie Gann, Recreation Services Manager, recommended the Commissioners to select a single color for the t-shirts. Ms. Gann provided a shirt template to the Commissioners to use for drafting a design. She said the color and design will be selected at the December meeting. NB-10 LEADERSHIP DAY 2020 - GIVEAWAY BAGS PARKS AND RECREATION Discuss options for items to place in giveaway bags for Leadership Day 2020. Chairperson Zayli Jackson stated that her mother has 300 Raiders hats and other items that can be donated as items for the giveaway bags. Xanie Gann, Recreation Services Manager, stated she will research quotes for the giveaway bags and giveaway items. A discussion ensued regarding potential sponsors for the event. VI. CHAIRMAN\MEMBER COMMENTS There were no Chairman\Member comments presented. VII.
