CITY OF HENDERSON COMPREHENSIVE PLAN IMPLEMENTATION ADVISORY COMMITTEE REGULAR MEETING MINUTES Wednesday, November 20, 2019 I. CALL TO ORDER Vice Chair Trish Nash called the City of Henderson Comprehensive Plan Implementation Advisory Committee meeting to order at 3:06 p.m., in the Mayor and Council Board Room, Henderson City Hall 4th Floor, 240 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Brittany Markarian, Engagement and Programs Administrator, confirmed the Comprehensive Plan Implementation Advisory Committee meeting had been noticed in compliance with the Nevada Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List and Email List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Mr. Frommer introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Vice Chair Nash declared the motion carried. V. NEW BUSINESS NB-1 MINUTES COMPREHENSIVE PLAN IMPLEMENTATION ADVISORY COMMITTEE SEPTEMBER 16, 2019 Comprehensive Plan Implementation Advisory Committee meeting minutes of September 16, 2019. (Motion) Mr. Jacobson introduced a motion to adopt the Comprehensive Plan Implementation Advisory Committee meeting minutes of September 16, 2019, as presented. The vote favoring approval was unanimous. Vice Chair Nash declared the motion carried. NB-2 PROGRESS TO DATE Staff will provide an overview of the Comprehensive Plan Implementation Advisory Committee Work Plan progress to date. Note: Chairman Rick Smith arrived at this time and presided over the remainder of the meeting. Andy Powell, Principal Planner, recapped the vision, top priorities, and the major themes of Henderson Strong and stated the vibrant resilient economy theme would be the focus of the meeting. He also summarized the content from previous meetings and the progress of the Committee’s Work Plan. Brittany Markarian, Engagement and Programs Administrator, provided an update on the Promotional Plan quarterly milestones. She also briefed the Committee on the upcoming quarter three goals, discussed a potential partnership with the Southern Nevada Complete Count Committee for the upcoming 2020 Census, and how the Committee can assist in those efforts. Comprehensive Plan Implementation Advisory Committee Page 3 of 5 Wednesday, November 20, 2019 – Minutes A lengthy discussion ensued regarding how to ensure large and diverse census participation from the community. Suggestions to increase participation included:  Attending City events  Potentially attending Ms. Frago’s Zumba event at UNLV  Partnering with homeowners associations and local colleges  Seeking additional partnership opportunities to be more visible Mr. Powell invited the Committee to attend the Henderson Executive Airport master plan update on December 4, 2019, from 5:30 p.m. to 7:30 p.m. at the Henderson Executive Airport. NB-3 CAPACITY BUILDING ON HENDERSON STRONG VIBRANT, RESILIENT ECONOMY Staff will provide an overview of Henderson Strong Chapter 3: Vibrant, Resilient Economy and ongoing implementation efforts to-date. Andy Powell, Principal Planner, referred to the booklet titled Henderson Strong Economic Development Strategy, and said the Community Development and Services Department and the Economic Development Department have built a unified plan to address Henderson Strong’s Chapter Three theme of a vibrant, resilient economy. Kenneth Chapa, Economic Development Manager, provided an overview of the Economic Development Department’s ongoing economic development strategies, partnerships, collaborations, goals, and potential opportunities. A discussion ensued regarding how the perceived lack of space and quality-trained and educated workforce has hampered business growth in Henderson, and ways the City can combat that perception. Mr. Newsome recommended regional collaboration efforts should include working with the local chambers of commerce to accomplish similar goals. Responding to Mr. Newsome’s inquiry regarding the City’s entrepreneurship partnerships, Mr. Chapa discussed the Henderson Now Start Tank entrepreneur program and the partnerships involved with the program. Chairman Smith voiced his pleasure with the Start Tank program and stated growing the program’s recognition and Henderson branding would make Henderson standout as an entrepreneurial community. Comprehensive Plan Implementation Advisory Committee Page 4 of 5 Wednesday, November 20, 2019 – Minutes NB-4 BREAKOUT ACTIVITY ON HENDERSON STRONG VIBRANT, RESILIENT ECONOMY Staff will facilitate breakout discussions on implementation opportunities related to Henderson Strong Chapter 3: Vibrant, Resilient Economy. The groups will provide their input on implementation items from Chapter 3. Andy Powell, Principal Planner, requested the Committee’s input to guide staff’s strategy for Henderson Strong’s Chapter 3 implementation items. Following a discussion regarding what types of businesses the Committee believes are missing in Henderson, the members suggested the following:  Career ladder companies that partner and build within the community  IT/Tech companies  Division or regional headquarters  Medical campus with research capabilities  Performing arts center or industries supporting the arts Following a discussion regarding what other opportunities/incentives at the state level should the City advocate on behalf of to attract targeted businesses/industries, it was the consensus of the Committee to include the following:  A greater mix of housing opportunities at a variety of price ranges  Walkability and neighborhood-scale development  Revitalization of existing empty plazas using adaptive reuse policies  Promotion of trade schools and apprenticeship programs (Motion) Mr. Jacobson introduced a motion to accept the Committee’s recommendations for Henderson Strong’s Chapter 3 implementation items. The vote favoring approval was unanimous. Chairman Smith declared the motion carried. NB-5 STAFF UPDATES Staff will summarize research requests and follow-up items that staff will be working on for future meetings, as well as anticipated content for the next meeting. Andy Powell, Principal Planner, summarized the ideas brought forth by the Committee members during this meeting, which included: recommendations for events to advocate for Henderson Strong and census efforts; engaging the local chambers of commerce as allies for economic development; suggestions for businesses/industries to target for Henderson, and how to incentivize those businesses/industries to come to Henderson. Comprehensive Plan Implementation Advisory Committee Page 5 of 5 Wednesday, November 20, 2019 – Minutes VI. CHAIRMAN\MEMBER COMMENTS A discussion ensued regarding making sure the message of Henderson Strong permeates throughout Nevada to help change negative preconceptions of Henderson. VII. SET NEXT MEETING The next meeting was set for February 26, 2020. VIII. PUBLIC COMMENT There were no public comments presented. IX.
