CITY OF HENDERSON BLUE RIBBON COMMISSION ON EDUCATIONAL EXCELLENCE AND YOUTH OPPORTUNITY REGULAR MEETING MINUTES Wednesday, August 17, 2022 I. CALL TO ORDER Xanie Gann, Recreation Services Manager, called the meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity to order at 4:00 p.m., in the City Hall Annex Conference Room, 280 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Anthony Rossa, Administrative Assistant III, confirmed the meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity had been noticed in compliance with the Open Meeting Law. ACCEPTANCE OF AGENDA (Motion) Mr. Adamo introduced a motion to accept the agenda. The roll call vote favoring passage was: Those voting aye: Luke Adamo, Cresten Britt, Stefanie Coultrap, Carrie Cox, Duane Graham, Renee Kenwood, Dylan Lunday, Daniel Martinez, Garrett Ordonez, Skylar Stephen, and Brooklynn Wolf. Ms. Gann declared the motion carried. V. NEW BUSINESS 1 MINUTES BLUE RIBBON COMMISSION MAY 18, 2022 PARKS AND RECREATION Blue Ribbon Commission Meeting minutes of May 18, 2022. (Motion) Mr. Adamo introduced a motion to adopt the Blue Ribbon Commission Meeting minutes of May 18, 2022, as presented. The roll call vote favoring passage was: Those voting aye: Luke Adamo, Cresten Britt, Stefanie Coultrap, Carrie Cox, Duane Graham, Renee Kenwood, Dylan Lunday, Daniel Martinez, Garrett Ordonez, Skylar Stephen, and Brooklynn Wolf. Ms. Gann declared the motion carried. 2 WELCOME AND INTRODUCTION OF THE BLUE RIBBON COMMISSIONERS PARKS AND RECREATION Welcome and introduce the Blue Ribbon Commissioners. The Blue Ribbon Commissioners introduced themselves, shared which school they represent, and gave a brief overview of their backgrounds. Blue Ribbon Commission Meeting Page 3 of 7 Wednesday, August 17, 2022 – Minutes 3 ETHICS AND OPEN MEETING LAW TRAINING PARKS AND RECREATION Michael Oh, Senior Assistant City Attorney, will provide Ethics and Open Meeting Law Training to the commissioners. Michael Oh, Senior Assistant City Attorney – Civil, gave a presentation, titled Ethics for Blue Ribbon Commission Members, and summarized the following information and slides:  Ethics Rules Applicable to the Blue Ribbon Commission  Purpose of the ethics rules  How to obtain ethics advice  Nevada Open Meeting Law  Safe Harbor Provisions  Conflicts of Interest  Gifts  Lobbying  Ethics Violations  Quorum Adhering to the Agenda  Questions Mr. Oh informed the Commissioners he is available if they have any concerns regarding any potential conflicts or issues that may arise. 4 NOMINATIONS AND ELECTION OF CHAIRPERSON AND VICE CHAIRPERSON FOR THE 2022-2023 SCHOOL YEAR PARKS AND RECREATION Discuss the nominations and elections for the offices of Chairperson and Vice Chairperson of the Henderson Blue Ribbon Commission on Excellence and Youth Opportunity. Xanie Gann, Recreation Services Manager, provided an overview of the nomination and election processes. Ms. Gann stated nominees will be given three minutes to highlight their qualifications for Chair or Vice Chair of the Blue Ribbon Commission on Excellence and Youth Opportunity. To be included in the backup materials for the next meeting, Ms. Gann said the nominees will need to send her, or Anthony Rossa, Administrative Assistant III, their presentations by August 31, 2022. Blue Ribbon Commission Meeting Page 4 of 7 Wednesday, August 17, 2022 – Minutes Mr. Adamo stated the general expectation is for the Chair and Vice Chair to be present at all the meetings and to encourage the other members of the Henderson Blue Ribbon Commission on Excellence and Youth Opportunity to actively participate during the discussions. Ms. Gann stated staff will meet with the Chair and Vice Chair prior to the meetings to review the agenda, answer any questions they may have, and to guide them through the meetings. 5 NOMINATIONS FOR VICE CHAIRPERSON TO THE BLUE RIBBON COMMISSION ON EXCELLENCE AND YOUTH OPPORTUNITY PARKS AND RECREATION Accept nominations for the office of Vice Chairperson to the Blue Ribbon Commission for the 2022-2023 school year. Nominated students will provide presentations of their candidacy prior to the election during the Blue Ribbon Commission’s regular meeting of September 21, 2022, with the vote occurring immediately afterwards. Xanie Gann, Recreation Services Manager, opened the floor for Vice Chair nominations. Miss Martin, Miss Wolf, Miss Stephan, and Miss Kenwood nominated themselves for the Office of Vice Chair of the Henderson Blue Ribbon Commission on Excellence and Youth Opportunity. There being no additional nominations, Ms. Gann declared Vice Chair nominations closed. (Motion) Mr. Adamo introduced a motion to accept the nominations of Rachael Martin, Brooklynn Wolf, Skylar Stephan, and Renee Kenwood for the Office of Vice Chair to the Blue Ribbon Commission for the 2022-2023 school year. The vote favoring approval was unanimous. (Motion) Mr. Martinez introduced a motion to accept the nominations of Brooklynn Wolf, Skylar Stephan, Rachael Martin, and Garett Ordonez for the Office of Chair to the Blue Ribbon Commission for the 2022-2023 school year. The vote favoring approval was unanimous. Ms. Gann declared the motion carried. 7 STAFF REPORT PARKS AND RECREATION Xanie Gann, Recreation Services Manager, will give an update on upcoming events with the Blue Ribbon Commission. Xanie Gann, Recreation Services Manager, thanked Michael Oh, Senior Assistant City Attorney – Civil, for the Ethics and Open Meeting Law presentation and emphasized the importance of attendance and meeting quorum. She said prior to each meeting, Anthony Rossa, Administrative Assistant III, will email each Commissioner to ascertain whether they will attend the next meeting to determine if quorum will be met. Ms. Gann said Commissioners are allowed to miss three meetings, which is a third of the meetings. Ms. Gann stated the Office of Chair and Vice Chair elections will be held on September 21, 2022, and an overview of the Blue Ribbon Commission’s bylaws will be presented as well. Blue Ribbon Commission Meeting Page 6 of 7 Wednesday, August 17, 2022 – Minutes Ms. Gann stated due to a conference, she will not be present for the meeting in September; however, Corey Clark, Parks and Recreations Manager, will be present and is a former Blue Ribbon Commission member. Ms. Gann said the Parks and Recreation Department has opened all 35 Safekey sites and said more part-time student staff members are needed. She said City staff will be visiting local high schools to inform the students of the various opportunities that are available to them. Ms. Gann said guest speakers will be invited to attend the meetings throughout the year and encouraged to Commissioners to let her, or Mr. Rossa, know of any outside guest speakers they would like to invite to the meetings. VI. CHAIRMAN\MEMBER COMMENTS Responding to an inquiry from Xanie Gann, Recreation Services Manager, regarding how the school year is going, post pandemic, so far, Mr. Graham stated his school has various safety protocols in place. Ms. Cox said her school is now a closed campus, and it has conducted active shooters awareness and trainings. Miss Wolf said her school does not have any Covid-19-related protocols other than testing for students that play sports. She also said they have implemented in-house suspensions for the entire class period in response to tardiness. Mr. Ordonez stated the in-house suspensions are especially difficult due to the long distances from one class to the next. A brief discussion ensued regarding the renovations that have taken place at the Southeast Career Technical Academy and the measures school officials have taken to mitigate traffic concerns associated with the College of Southern Nevada and Foothill High School. Mr. Adamo encouraged the Commissioners to be engaged and vocal during the discussions and said the meeting create the opportunities to do many fun things throughout the community. Responding to an inquiry from Miss Martin regarding the college conference, Ms. Gann said due to the timing deadlines, the college conference will not be able to take place this year; however, information will be provided to help the students prepare for next school year.
