CITY OF HENDERSON ELDORADO VALLEY REGIONAL PUBLIC SAFETY TRAINING FACILITY EXECUTIVE COMMITTEE REGULAR MEETING MINUTES Thursday, August 11, 2022 I. CALL TO ORDER Chair Thedrick Andres called the Eldorado Valley Regional Public Safety Training Facility Executive Committee meeting to order at 1:00 p.m. in the Westgate Conference Room, 240 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Andre Dixon, Deputy City Clerk, confirmed the Eldorado Valley Regional Public Safety Training Facility Executive Committee meeting had been noticed in compliance with the Nevada Open Meeting Law by posting the Agenda three working days prior to the meeting. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Chief Shea introduced a motion to adopt the agenda, as presented. UNFINISHED BUSINESS 1 RELOCATION OF PORTABLE TRAINING JAIL CELLS TO ELDORADO VALLEY TRAINING FACILITY (CONTINUED ITEM) CITY OF HENDERSON - POLICE DEPARTMENT Proposal to relocate portable jail cells to Eldorado Valley Training Facility to utilize them for training purposes in an amount not to exceed $20,000.00. Matthew Murnane, Henderson Police Lieutenant, stated since this item was originally presented to the Committee for discussion, staff has come across alternative options, which includes the possibility of receiving federal funding assistance for a potential build out; therefore, staff is recommending denial of this item at this time. (Motion) Member Rob Herr introduced a motion to deny relocating portable jail cells to the Eldorado Valley Training Facility to utilize for training purposes in an amount not to exceed $20,000.00. The vote favoring denial was unanimous. Chair Andres declared the motion carried. 2 UPDATE ON THE EXPANSION OF DATA CAPABILITIES TO THE MAIN TRAINING BUILDING BY INSTALLING A CELLULAR ROUTER AND DATA ACCESS POINTS CITY OF HENDERSON - POLICE DEPARTMENT Update on progress of the cradle point router installation. Craig Mancuso, Henderson Police Sergeant, presented a summary of the completed cradle point router installation project and stated the project has allowed for Wi-Fi access across the facility and even out to the range. Following an inquiry by Chair Andres regarding the initial feedback received regarding the added Wi-Fi, Sgt. Mancuso said feedback has been all positive, including a reduction in the download time of training materials for officers training at the facility. Matthew Murnane, Henderson Police Lieutenant, said with the increased Wi-Fi capabilities, staff is considering the possibility of adding security cameras around the facility. Tiffany Driscoll, Boulder City Police Sergeant, said her team is investigating the potential of utilizing wireless cameras at the facility similar to the ones currently being used at the Boulder City Animal Shelter. Eldorado Valley Regional Training Facility Meeting Page 3 of 5 Thursday, August 11, 2022 – Minutes Chair Andres requested to include City of Henderson staff in the discussion for the possibility of adding cameras at the facility since they are currently involved in a camera upgrade project around Henderson City Hall. VI. NEW BUSINESS 3 MINUTES ELDORADO VALLEY REGIONAL TRAINING FACILITY EXECUTIVE COMMITTEE MEETING APRIL 19, 2022 CITY OF HENDERSON - POLICE DEPARTMENT Eldorado Valley Regional Public Safety Training Facility Executive Committee Meeting Minutes of April 19, 2022. (Motion) Chair Andres introduced a motion to adopt the Eldorado Valley Regional Public Safety Training Facility Executive Committee Meeting Minutes of April 19, 2022, as presented. The vote favoring approval was unanimous. Chair Andres declared the motion carried. 4 INSTALLATION OF ELECTRICAL CONDUIT AT EVOC BOULDER CITY POLICE DEPARTMENT Proposal for the installation of electrical conduit at the Emergency Vehicle Operation Course in an amount not to exceed $30,000.00. Tiffany Driscoll, Boulder City Police Sergeant, presented a summary of this item. (Motion) Chief Shea introduced a motion to approve the installation of electrical conduit at the Emergency Vehicle Operation Course in an amount not to exceed $30,000.00. The vote favoring approval was unanimous. Chair Andres declared the motion carried. Eldorado Valley Regional Training Facility Meeting Page 4 of 5 Thursday, August 11, 2022 – Minutes 5 CONCEPTUAL PROPOSAL OF A TRAINING VILLAGE CITY OF HENDERSON - POLICE DEPARTMENT Discuss the potential scope and amenities of training village to include consideration of budgetary constraints and anticipated funding sources. Matthew Murnane, Henderson Police Lieutenant, said he met with a local contractor who builds homes out of CONEX boxes to discuss the possibility of building a training village out of CONEX boxes. He summarized the details and takeaways from that conversation to the Committee. Tiffany Driscoll, Boulder City Police Sergeant, said she has also met with the Boulder City Permitting department to discuss code and permitting requirements for any potential village buildout at the facility. She summarized the details and takeaways from that conversation to the Committee. Lt. Murnane said after speaking with members of the City of Henderson’s Government Affairs department, they are confident the Committee would be able to receive federal funding to help with a village buildout. However, since the federal grant they applied for would require a matching $350,000.00 funding commitment, staff recommends the Committee hold off on committing funds to the village until the status of potential federal funding assistance is more known. Craig Mancuso, Henderson Police Sergeant, discussed air conditioning and cooling considerations for the CONEX boxes used within the village. A discussion ensued regarding conceptual ideas and other considerations in regards to creating a village out of CONEX boxes at the facility both if federal funding assistance is secured and if federal funding assistance is not secured. VII. CHAIRMAN\MEMBER COMMENTS Tina Emrich, Henderson Planning/Analysis Bureau Manager, said there should be an agenda item at the next meeting for the Committee to discuss the budget for the last fiscal year and the current fiscal year.
