CITY OF HENDERSON SENIOR CITIZENS ADVISORY COMMISSION MEETING MINUTES Wednesday, August 10, 2022 I. CALL TO ORDER Chair Steve Boyce called the Senior Citizens Advisory Commission meeting to order at 4:00 p.m., at the Heritage Park Senior Facility, 300 South Racetrack Road, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Anthony Rossa, Administrative Assistant III, confirmed the Senior Citizens Advisory Commission meeting had been noticed in compliance with the Open Meeting Law. ACCEPTANCE OF AGENDA (Motion) Ms. Smith introduced a motion to accept the agenda, as presented. The roll call vote favoring passage was: Those voting aye: Chair Boyce, Judy Belanger, Jordan Flake, Joanna Gerali, Patricia Landaker, Ed O’Neil, Delwin Potter, Fran Smith, and Audrey Woods. Those voting nay: None. Those absent: None. Those abstaining: None. Chair Boyce declared the motion carried. V. NEW BUSINESS 1 MINUTES SENIOR CITIZENS ADVISORY COMMISSION MEETING JULY 13, 2022 PARKS AND RECREATION Senior Citizens Advisory Commission Meeting minutes of July 13, 2022. (Motion) Ms. Smith introduced a motion to adopt the Senior Citizens Advisory Commission Meeting minutes of July 13, 2022, as presented. The roll call vote favoring passage was: Those voting aye: Chair Boyce, Judy Belanger, Jordan Flake, Joanna Gerali, Patricia Landaker, Ed O’Neil, Delwin Potter, Fran Smith, and Audrey Woods. Those voting nay: None. Those absent: None. Those abstaining: None. Chair Boyce declared the motion carried. 2 AUTHORIZE PARTICIPATION BY SENIOR CITIZENS ADVISORY COMMISSION MEMBERS AT UPCOMING EVENTS FROM AUGUST 11, 2022, TO SEPTEMBER 13, 2022. PARKS AND RECREATION Commission members will discuss and approve whether Commissioners may officially attend or participate in upcoming community programs or events as a representative of the Commission for August 11, 2022, to September 13, 2022. (Motion) Ms. Gerali introduced a motion to accept the calendar of events, as presented, supporting the interest of any Commissioners to attend any of the upcoming events from August 11, 2022, to September 13, 2022. The vote favoring approval was unanimous. Chair Boyce declared the motion carried. Senior Citizens Advisory Commission Meeting Page 3 of 6 Wednesday, August 10, 2022 – Minutes 3 SENIOR AUXILIARY PRESENTATION PARKS AND RECREATION Linda Rauenbeulher, Henderson Seniors' Auxiliary, will give a report on the activities of the organization. Linda Rauenbeulher, Henderson Seniors’ Auxiliary, presented the Senior Auxiliary newsletter and highlighted the upcoming events. 4 STAFF REPORT PARKS AND RECREATION Corey Clark, Recreation Services Manager, will give an update on recent events at the Heritage Park Senior Facility and the Downtown Senior Center. Corey Clark, Recreation Services Manager, reminded the Commissioners that Chair and Vice Chair elections will be held at the meeting in September, explained the election process, and encouraged the Commissioners to consider whether they would be interested in either position. Additionally, Mr. Clark stated he has contacted some of the Commissioners with terms that are due to expire soon. He said staff will follow-up with them to keep them abreast regarding the next steps in the process. Mr. Clark introduced Roop Raich, who was present to observe the meeting as a member of the public. He said Mr. Raich has applied to fill one of the Senior Citizens Advisory Commission vacancies. Senior Citizens Advisory Commission Meeting Page 4 of 6 Wednesday, August 10, 2022 – Minutes 5 HENDERSON AGE FRIENDLY ACTION PLAN UPDATE PARKS AND RECREATION Jonathan Rodriguez, Planner II from the City of Henderson Community Development Department, will present on the Henderson Age Friendly Action Plan Update. Discussion will revolve around the following AARP Domains of Livability: Social Participation and Respect and Social Inclusion. Commissioners will review the goals of the current Plan to determine which ones should be closed out, which ones should continue, and if any new goals should be added as part of the Henderson Age Friendly Plan Update. Jonathan Rodriguez, Planner II, presented a summary of this item and provided a brief background regarding the plan, and led the discussion to assist the Commissioners to determine if any goals of the current Plan should be closed out, continued, and/or added as part of the Henderson Age Friendly Plan Update. Following a lengthy discussion regarding the following AARP Domains of Livability: Social Participation and Respect and Social Inclusion, it was a consensus of the Commissioners to make the following suggested modifications to the Henderson Age Friendly Plan Update: Section 4  Combine Sections 4.1 and 4.2  Move 4.1 Accomplishment No. 1 to Section 4.2; Move Accomplishment 14 to Section 8; and update the metrics to measure the number of senior participants without decreasing the number of events  Combine Sections 4.3, 4.4. and 5.4  4.1 Add The Osher Lifelong Learning Institute (OLLI) at UNLV  4.3 Measure attendance and establish a baseline measurement to track improvement; Include a neighborhood option for access and ensure affordability  New Goals – to increase awareness of the social interaction opportunities, focus on individuals that may be isolated and add new centers to Central and West Henderson areas; and increase the Henderson Multigenerational Center; add socialization opportunities to  Section 4.3; add/increase transportation to the programs and art centers Senior Citizens Advisory Commission Meeting Page 5 of 6 Wednesday, August 10, 2022 – Minutes Section 5  Combine Sections 5.1 and 5.2 into Volunteering  Add University of Nevada Las Vegas (UNLV) to Section 5.2  Look for more intergenerational opportunities at programs at all ages centers  Emphasize “all ages” programs and number of seniors participating  Implement mentoring opportunities and reverse mentoring (youth mentoring seniors regarding games)  Add sports and activities (e-bikes) Mr. Rodriguez stated he will provide the Henderson Age Friendly Action Plan to the next meeting and will highlight pertinent sections. He also said he will provide draft language related to the above-mentioned suggested modifications for the Commissioners to review. Ms. Landaker and Mr. Clark thanked Mr. Rodriguez for his diligence and the level of attention he has dedicated to the Henderson Age Friendly Action Plan Update. VI. CHAIRMAN\MEMBER COMMENTS Ms. Smith stated The Osher Lifelong Learning Institute (OLLI) will be hosting their fall open house event on Sunday at the Student Union from 2:00 p.m. to 4:00 p.m. Ms. Woods stated she recently attended The First Six Community Lifesaver Training that is hosted by the Henderson Fire Department and emphasizes you are the responder in the first six minutes before the first responders arrive. Ms. Woods said the training was beneficial and recommended staff to schedule it at the senior centers for others to learn the lifesaving skills. VII. SET NEXT MEETING The next meeting was set for Wednesday, September 14, 2022, at 4:00 p.m. VIII. PUBLIC COMMENT Mr. Drew Hirsty introduced Margaret White and Linda Wilner and stated they are in the process of forming a non-profit grassroots conversative institute that will focus primarily on education. He asked whether the City offers any free tutoring programs or education initiatives that bring students and seniors together. He said the youth could gain knowledge from the talented seniors and said such a program could elevate the results of the school system in Henderson and could also be the shining example to the County. Senior Citizens Advisory Commission Meeting Page 6 of 6 Wednesday, August 10, 2022 – Minutes IX.
