CITIZENS’ ADVISORY COMMITTEE MINUTES SEPTEMBER 10, 2014 I. CALL TO ORDER Vice-Chairman Frommer called the meeting to order at 5:32 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Danny Fazekas, Planner, confirmed the meeting had been posted in accordance with the Open Meeting Law by posting the agenda three working days prior to the meeting at City Hall, Emergency Services Facility, Green Valley Police Substation, and Fire Station No. 96. ACCEPTANCE OF AGENDA (Motion) Mr. Ishman introduced a motion to accept the agenda as presented, seconded by Mr. Jacobsen. The vote favoring approval was unanimous. Vice-Chairman Frommer declared the motion carried. V. NEW BUSINESS 1 CITIZENS' ADVISORY COMMITTEE MEETING MINUTES FOR AUGUST 13, 2014 COMMUNITY DEVELOPMENT Review of the minutes for the August 13, 2014, Citizens' Advisory Committee meeting. (Motion) Mr. Eason introduced a motion to adopt the August 13, 2014, Citizens’ Advisory Committee, seconded by Mr. Ishman. The vote favoring approval was unanimous. Vice-Chairman Frommer declared the motion carried. 2 CITIZENS’ ADVISORY COMMITTEE WORK GROUP UPDATE - ENERGY EFFICIENCY OUTREACH Work group update from the Energy Efficiency Work Group and gather feedback. Mr. Neilsen reported that the Energy Efficiency Work Group met on August 26, 2014, and discussed potential projects and programs that promote energy efficiency. NV Energy currently offers conservation programs for non-profit organizations and small business. He noted that staff is researching a potential pilot program with St. Thomas More Catholic Church and the Henderson Boys’ and Girls’ Club. A suggestion was made to contact the Henderson Chamber of Commerce to help promote small businesses. Note: Ms. Cox disconnected from the teleconference call at this time due to difficulty hearing the discussion. Daniel Fazekas, Planner, reported that staff will put NV Energy in contact with St. Thomas More Catholic Church and the Henderson Boys’ and Girls’ Club to conduct a free assessment. He suggested that the CAC could be ambassadors to help promote this program and help other small businesses or non-profit organizations save energy through grants and rebates. Mr. Fazekas noted that Husten Pullen has ideas for this work group and extending this program to Citizens Advisory Committee Meeting Page 3 of 4 September 10, 2014 – Minutes specifically target the Water Street District. 3 CITIZENS’ ADVISORY COMMITTEE WORK GROUP UPDATE - SOUTHERN NEVADA STRONG Work group update from the Southern Nevada Strong Work Group and gather feedback. Daniel Fazekas, Planner, reported this work group did not meet last month. He said the Southern Nevada Regional Planning Coalition (SNRPC) recommended that the Regional Transportation Commission be the core administrator for the Southern Nevada Strong regional plan. He noted that the final plan should be submitted to the SNRPC for approval by late fall. Mr. Fazekas stated that the Boulder Highway opportunity site strategies are being designed and final materials are expected later this month. Staff hopes to share the strategies with the City Council on October 7, 2014. Mr. Fazekas invited CAC members to attend a speaking event by Dr. Manuel Pastor on October 8, 2014, at Three Square Food Bank. The topic of the discussion is entitled: “Taking the Lead: Demographic Change, Social Equity, and the new Economy.” 4 CITIZENS’ ADVISORY COMMITTEE WORK GROUP UPDATE – RECYCLING OUTREACH AND EDUCATION Work group update from the Recycling Outreach and Education Work Group and gather feedback. Daniel Fazekas, Planner, reported that this group met August 27, 2014. They recommend Republic Services conduct a survey to check back with residents and get feedback on the single-stream recycling program. The survey should ask if there are any challenges or suggested improvements. He said the work group also recommends formalizing the recycling rate. He noted that staff is evaluating additional low-to-no-cost outreach efforts, including email lists, Henderson events, Utility Bill inserts, and a newsletter published by Republic Services. The next work group meeting is scheduled for October 6, 2014. Responding to a question as when the single-stream cycling program will be rolled out in Clark County, Mr. Fazekas noted that existing recycling center is at capacity, so Clark County has to wait until the new recycling center is built. Ms. Petruso commented on negative information about recycling in the news and suggested the City or CAC counter this information with pictures of clean neighborhoods and positive testaments from residents. She also expressed concern that many people do not know what should be recycled or that recycled materials and containers should be free of food and rinsed clean. It would be beneficial to educate and remind residents through public service Citizens Advisory Committee Meeting Page 4 of 4 September 10, 2014 – Minutes announcements, mailers, et cetera. A suggestion was made to create a U-tube link with recycling educational facts. It was also noted that the Republic Services website is difficult to navigate through and not user-friendly. VI. CHAIRMAN\MEMBER COMMENTS Vice-Chairman Frommer commented that Chairman Tom Piechota is in Washington D.C. serving on a national science foundation grant committee. Ms. Frago and Ms. Petruso reported that they attended board and commission training last Thursday that focused on the Nevada Open Meeting Law and legislative amendments and ethics. They agreed the information was very informative and was a worthwhile training class. Mr. Fazekas distributed copies of the presentations for the following training classes: 2014 Open Meeting Law and Legislative Amendments and Ethics for Board and Commission Members. Vice-Chairman Frommer thanked Mr. Fazekas for supporting and organizing the work group meetings. VII. PUBLIC COMMENT No comments were presented by the public. VIII.
