CITIZENS' ADVISORY COMMITTEE MINUTES October 8, 2014 I. CALL TO ORDER Chairman Piechota called the meeting to order at 5:39 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Daniel Fazekas, Planner, confirmed the meeting had been posted in accordance with the Open Meeting Law by posting the agenda three working days prior to the meeting at City Hall, Emergency Services Facility, Green Valley Police Substation, and Fire Station No. 96. PUBLIC COMMENT There were no comments presented by the public. IV. ACCEPTANCE OF AGENDA (Motion) Ms. Cox introduced a motion to accept the agenda as presented, seconded by Ms. Frago. The vote favoring approval was unanimous. Chairman Piechota declared the motion carried. V. NEW BUSINESS 1 CITIZENS' ADVISORY COMMITTEE MEETING MINUTES FOR SEPTEMBER 10, 2014. COMMUNITY DEVELOPMENT AND SERVICES Approval of the minutes for the September 10, 2014, Citizens' Advisory Committee meeting. (Motion) Mr. Eason introduced a motion to approve the September 10, 2014, Citizens’ Advisory Committee, seconded by Mr. Ishman. The vote favoring approval was unanimous. Chairman Piechota declared the motion carried. 2 SOUTHERN NEVADA STRONG BOULDER HIGHWAY OPPORTUNITY SITE STRATEGIES Review Development Strategies of the Boulder Highway Gibson Road & Broadbent Boulevard Intersection Opportunity site. This item was heard immediately following Public Comment. Andy Powell, Senior Planner, gave a PowerPoint presentation on the Development Strategies of the Boulder Highway Gibson Road & Broadbent Boulevard Intersection Opportunity site. Areas of discussion included: Southern Nevada Strong Opportunity Sites; 2009 Boulder Highway Investment Strategy; Why This Site Was Selected, Guiding Principles; The City’s Role: Implementation Opportunities; and The City’s Role: Longer-Term Actions. Responding to a question by Ms. Cox regarding the number of meetings held, Mr. Powell stated that an open house was held as well as an online survey was conducted. He noted that they received feedback from approximately 500 residents. Citizens Advisory Committee Meeting Page 3 of 4 Wednesday, October 8, 2014 - Agenda Responding to questions regarding the lot size and the proximity to Union Village, Mr. Powell stated the lot is approximately 18 acres and is three-quarters of a mile from Union Village. 3 CITIZENS’ ADVISORY COMMITTEE WORK GROUP UPDATE ENERGY EFFICIENCY OUTREACH Work group update from the Energy Efficiency Work Group and gather feedback. This item was heard immediately following Approval of the Minutes. Daniel Fazekas, Planner II, noted that the group has not met this month, and gave a PowerPoint presentation on the Energy Efficiency Outreach work group. Areas of discussion included: NV Energy’s Sure Bet Program; Boys and Girls Club (Drake Street Site); St. Thomas More Catholic Church; and Next Steps. The following discussion ensued: Q: Has there been any discussion about working with the Chamber or interfacing with businesses? A: There has been discussion regarding partnering with different districts such as the Water Street District. It was noted that there are businesses that would like to work with the City of Henderson to create energy efficiencies and energy conservation. Mr. Huston said he would like to meet with staff and the rest of the work group to move this project forward. 4 CITIZENS’ ADVISORY COMMITTEE WORK GROUP UPDATE SOUTHERN NEVADA STRONG Work group update from the Southern Nevada Strong Work Group and gather feedback. Daniel Fazekas, Planner II, noted that the group did not meet this month and gave a PowerPoint presentation on Southern Nevada Strong work group. Areas of discussion included: Boulder Highway, Opportunity Site Strategies Presentation to the City Council and Dr. Manuel Pastor “Taking the Lead: Demographic Change, Social Equity, and the New Economy” presentation at the Three Square Food Bank. It was noted that a video of Dr. Manuel Pastor will be posted on the Southern Nevada Strong website. There were no questions from the Committee. 5 CITIZENS’ ADVISORY COMMITTEE WORK GROUP UPDATE RECYCLING OUTREACH AND EDUCATION Citizens Advisory Committee Meeting Page 4 of 4 Wednesday, October 8, 2014 - Agenda Work group update from the Recycling Outreach and Education Work Group and gather feedback. Stacie Sorenson, Projects Coordinator, gave a PowerPoint presentation on the Recycling Outreach and Education Work Group. Areas of discussion included: Meeting of October 6, 2014; Republic Services Discussion; Best Practices; and Public Engagement Ideas. Ms. Frago said she has been doing some research on recycling programs and noted that New York has a calendar of events that occur every day or every other day. She noted that she is going to New York and will attend some of the events in an effort to learn more about what they are doing. A discussion ensued regarding December being the one-year mark for full city implementation of the single-stream recycling program. Chairman Piechota said it would be a good idea to figure out what the impact has been and report back to the City Council. VI. CHAIRMAN\MEMBER COMMENTS Chairman Piechota commented that he visited the Tesla plant and was very impressed. He noted that they are going to make an impact on the community. Mr. Eason said he attended the Union Village groundbreaking and noted that it is an exciting project that will be a “game changer”. VII. PUBLIC COMMENT There were no comments presented by the public. VIII.
