CITY OF HENDERSON BICYCLE ADVISORY COMMITTEE MINUTES October 16, 2014 I. CALL TO ORDER Although a quorum was not yet present, Acting Chairman Ron Floth called the meeting to order at 4:13 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Mr. Scott Jarvis, Project Engineer III, confirmed the meeting had been posted in accordance with the Open Meeting Law by posting the agenda three working days prior to the meeting at City Hall, Multigenerational Center, Whitney Ranch Recreational Center, and Fire Station No. 86. PUBLIC COMMENT Alexander Bonebrake introduced himself and noted that he is attending this meeting for a Citizenship in the Community Badge. ACCEPTANCE OF AGENDA (Motion) Mr. Seegmiller introduced a motion to accept the agenda as presented, seconded by Mr. Raucher. The vote favoring approval was unanimous. Acting Chairman Floth declared the motion carried. V. NEW BUSINESS 1 MINUTES PUBLIC WORKS, PARKS AND RECREATION Approve minutes from September 18, 2014 meeting. (Motion) Mr. Seegmiller introduced a motion to approve the minutes of September 18, 2014, as presented, seconded by Ms. Nielsen. The vote favoring approval was unanimous. Acting Chairman Floth declared the motion carried. 2 SHERIE MOORE WITH SAFE ROUTES TO SCHOOL PROGRAM AND TIM ROWE WITH NEVADA DEPARTMENT OF TRANSPORTATION PUBLIC WORKS, PARKS AND RECREATION 3 YIELD SIGNS AT TRAIL CROSSINGS WITH ROADWAYS PUBLIC WORKS, PARKS AND RECREATION Discussion on the use of Stop versus Yield Signs at Trail Crossings with Roadways. Scott Jarvis, Project Engineer III, showed the UPRR trail at various crossings. He noted there was an issue of cyclists not activating flashers, not yielding to traffic, and not stopping at stop signs. Possible solutions are to add striping to the trail and moving the stop sign to allow better visibility. Suggestions from the Committee members included installing a yield sign and yield marks on the trail near the intersection; or installing a gate to make cyclists stop. It was noted that a yield is more closely related to cyclists behavior. A discussion ensued regarding sight visibility concerns. Staff feels comfortable that the existing signage and striping is adequate; however, it would be beneficial to focus on educating cyclists to yield to traffic. Mr. Jarvis showed an aerial map of the Boulder Highway Trail, which has the Bicycle Advisory Committee Page 3 of 5 October 16, 2014 – Minutes same problems. This item was continued to the next meeting for further discussion. 4 COMMITTEE MEMBER AND PUBLIC DISCUSSION PUBLIC WORKS, PARKS AND RECREATION Committee Member and Public discussion of ideas or questions on Items that might improve the City's Bicycling Culture. This item was continued to the next meeting. 5 STAFF REPORT PUBLIC WORKS, PARKS AND RECREATION Staff update on City Sponsored initiatives and requests from the Bicycle Advisory Committee along with reviewing the League of American Bicyclists Recommendations and assigning tasks to members to perform. Scott Jarvis, Project Engineer III, reported on the following projects:  Stroll and Roll event is scheduled for November 15, 2014, from 10:00 a.m. to 2:00 p.m., on Paseo Verde Parkway  Memorial Ride is also on November 15, 2014, hosted by Aspen Creek Cycling  NDOT putting up billboards of Three-Foot Law  City of Henderson thinking of creating our own video regarding the Three-Foot Law  City of Henderson looking for partnerships to create educational outreach efforts on Three-Foot Law  River Mountain Loop trail is almost complete  Staff has started internal discussions regarding the Bicycle Friendly Community Application resubmittal process in an effort to advance from a bronze level to at least a gold level  Henderson Expo is scheduled for Saturday, October 18, 2014, at the Galleria Mall. The Three-Foot Law will be discussed and exhibited at this event  Galleria Road project from Boulder Highway to Lake Las Vegas had its grand opening today at 10:00 a.m. The road provides for a traditional bike lane in both directions 6 DISCUSSION ON COMMITTEE GOALS AND ASSIGNMENTS PUBLIC WORKS, PARKS AND RECREATION Discussion on Committee Goals and Assignments. Bicycle Advisory Committee Page 4 of 5 October 16, 2014 – Minutes Acting Chairman Floth reviewed tasks that were assigned at the last meeting. He reported that the manager of Wholefoods on Green Valley Parkway is willing to discuss providing for more bike parking. Mr. Floth will continue working with the manager and present ideas. Committee members were asked to continue with assignments to enlist more bicycle friendly businesses, colleges, and universities. 7 DISCUSSION REGARDING BICYCLE ADVOCACY GROUPS PUBLIC WORKS, PARKS AND RECREATION Discussion of existing advocacy groups and discussion on partnering with and/or stimulating the creation of a new one. This item was continued to the next meeting. 8 SECURE PARK PARKING PUBLIC WORKS, PARKS AND RECREATION Secure Park Parking – end of trip bike parking was identified as an needed improvement area for the City of Henderson by the League of American Bicyclists. Discussion on existing facilities and ways to promote additional facilities. This item was continued to next meeting. VI. CHAIRMAN\MEMBER COMMENTS Acting Chairman Floth said he will be working the Century Ride event this weekend. VII. SET NEXT MEETING The next meeting was scheduled for November 20, 2014. VIII. PUBLIC COMMENT No comments were presented by the public. IX.
