CITIZENS’ ADVISORY COMMITTEE MINUTES November 12, 2014 I. CALL TO ORDER Chairman Piechota called the meeting to order at 5:34 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Daniel Fazekas, Planner II, confirmed the meeting had been posted in accordance with the Open Meeting Law by posting the agenda three working days prior to the meeting at City Hall, Emergency Services Facility, Green Valley Police Substation, and Fire Station No. 96. PUBLIC COMMENT Chairman Piechota welcomed new committee member Ron Leavitt. Mr. Leavitt introduced himself and all members introduced themselves. IV. ACCEPTANCE OF AGENDA (Motion) Mr. Frommer introduced a motion to accept the agenda as presented, seconded by Ms. Cox. The vote favoring approval was unanimous. Chairman Piechota declared the motion carried. V. NEW BUSINESS 1 CITIZENS' ADVISORY COMMITTEE MEETING MINUTES FOR OCTOBER 08, 2014 COMMUNITY DEVELOPMENT AND SERVICES Adoption of the minutes for the October 08, 2014, Citizens' Advisory Committee meeting. A correction was noted on page 2, under Acceptance of Agenda, change Mr. Cox to Ms. Cox. (Motion) Ms. Petruso introduced a motion to adopt the October 8, 2014, minutes as amended, seconded by Mr. Frommer. The vote favoring approval was unanimous. Chairman Piechota declared the motion carried. 2 GREEN CHIPS: REGIONAL NONPROFIT SUSTAINABILITY ORGANIZATION Introduction to Green Chips, a regional nonprofit that works to promote the sustainability of Southern Nevada to residents and visitors through innovative Public/Private partnerships. Shane Ammerman, Board President of Green Chips, explained that Energy Fit recently merged with Green Chips. He reported that their mission is to help strengthen and move forward sustainability efforts. Lauren Boitel, Executive Director of Green Chips and Energy Fit, reviewed a PowerPoint presentation and highlighted the following slides: What is Green Chips, History and partnerships of Green Chips, Green Chips Programs, Green Chips Portal, and Small Business Sustainability Tool. Ms. Boitel also displayed and reviewed the Green Chips website. Citizens Advisory Committee Meeting Page 3 of 4 November 12, 2014 – Minutes Responding to questions pertaining to funding and the budget, Ms. Boitel said they get funding from the CES Convention, Caesars Foundation, sponsors, and individual and small business donations. Regarding youth leadership focus on sustainability, Ms. Boitel mentioned that they hope for graduates of the leadership academy to become mentors or develop an internship program for youths. In response to a question as to what role committees can play in the Green Chips organization, Ms. Boitel said they hope to be a resource for committees to help communicate sustainability, promote more projects to the community, and develop sustainability tools at the municipal level. She also noted the importance of public/private partnerships. 3 CITIZENS’ ADVISORY COMMITTEE WORK GROUP UPDATE - ENERGY EFFICIENCY OUTREACH Update from the Energy Efficiency Work Group and gather feedback. Mr. Nielsen reported they have been working with NV Energy on Sure Bet Program; Boys and Girls Club (Drake Street site); and St. Thomas More Catholic Church. He noted that they hope to identify a couple small businesses on Water Street to do an assessment. Daniel Fazekas, Planner II, reported due to timing, NV Energy plans to do assessments for the Boys and Girls Club and St. Thomas More Catholic Church in January or February. He noted that members will be able to shadow the assessment process if they are interested. 4 CITIZENS’ ADVISORY COMMITTEE WORK GROUP UPDATE - SOUTHERN NEVADA STRONG Update from the Southern Nevada Strong Work Group and gather feedback. Daniel Fazekas, Planner II, stated that staff is waiting for the Regional Transportation Commission (RTC) to approve the plan before moving forward. He also reported on a Sustainable Communities Grantee Workshop and Peer Exchange that was held in Salt Lake City, Utah. Discussion included how to implement transit oriented development in specific corridors, which is needed within the Las Vegas Valley. A discussion ensued regarding light rail, BRT, and rights-of-way. Citizens Advisory Committee Meeting Page 4 of 4 November 12, 2014 – Minutes 5 CITIZENS’ ADVISORY COMMITTEE WORK GROUP UPDATE - RECYCLING OUTREACH AND EDUCATION Update from the Recycling Outreach and Education Work Group and gather feedback. Stacie Sorenson, Projects Coordinator, reported that staff is going through a revamp of the website. Bob Coyle, representing Republic Services, will speak at NAIOP event to talk about recycling. She noted that CAC members will be reimbursed if they wish to attend this event on November 20, 2014, from 7:00 a.m. to 9:00 a.m., at the Orleans Hotel. Ms. Sorenson also stated that staff will make CAC badges for members when they go to other agencies. 6 CITIZENS’ ADVISORY COMMITTEE CANCELLATION OF THE DECEMBER 10, 2014 MEETING Approval of the cancellation of the December 10, 2014, Citizens' Advisory Committee meeting. (Motion) Mr. Ishman introduced a motion to approve cancellation of the December 10, 2014, CAC meeting, seconded by Mr. Bassing. The vote favoring approval was unanimous. Chairman Piechota declared the motion carried. VI. CHAIRMAN\MEMBER COMMENTS There were no Chairman or member comments presented. VII. PUBLIC COMMENT There were no public comments presented. VIII.
