MINUTES
September 17, 2015
I. CALL TO ORDER
Acting Chairman Horlacher called the meeting to order at 6:03 p.m., in the
Council Chambers Conference Room, 240 Water Street, Henderson, Nevada.
II. CONFIRMATION OF POSTING AND ROLL CALL
April Parra, Council and Commission Services Reporter, confirmed the meeting
had been posted in accordance with the Open Meeting Law by posting the
agenda three working days prior to the meeting at the Multigenerational Center,
City Hall, Whitney Ranch Recreational Center, and Fire Station No. 86. 6 Via
Antincendio, Henderson, Nevada. In addition, copies of the agenda were
mailed to each person having an item on the agenda and to all those on the
Agenda Master Mailing List.

III. PUBLIC COMMENT
No comments were presented by the public.
IV. ACCEPTANCE OF AGENDA
(Motion) Ms. Fabian introduced a motion to accept the agenda as
presented. The vote favoring approval was unanimous.
Acting Chairman Horlacher declared the motion carried.
V. NEW BUSINESS

Approve minutes of August 20, 2015
Motion) Ms. Matkin introduced a motion to approve the minutes of
August 20, 2015, as presented. The vote favoring approval was
unanimous. Acting Chairman Horlacher declared the motion
carried.
2 PRESENTATION: INTERSECTION TRAFFIC CONTROL
PUBLIC WORKS, PARKS AND RECREATION
Presentation by Horrocks Engineers: Intersection Traffic Control
Lee Cable, Horrocks Engineers gave a presentation entitled Intersection Traffic
Control Options. Areas of discussion included: Safety Overview, Types of
Intersection Control, Intersection Safety Concerns, and Safety Approaches.
A brief discussion ensued regarding the size of traffic circles as well as bike
lanes.
VI. CHAIRMAN\MEMBER COMMENTS
Ms. Lileikis inquired if a crossing guard could be placed at the crosswalk by the
Green Valley Police Substation.
Ms. Kendall responded that there is no funding for crossing guards for middle
school children; however, there is a pending project to install yellow flashing
signal that turns red to allow pedestrians to cross.

The next meeting was set for October 15, 2015, at 6:00 p.m.
VIII. PUBLIC COMMENT
John Demilte, no address given, commented that he is against the installation of
a roundabout at Windmill and Valle Verde. His concerns included traffic, safety
and cut-through traffic.
Sheree Cromire, no address given, state she has concerns about the narrowing
of the intersection of Windmill and Valle Verde as it will cause increased traffic.
IX. ADJOURNMENT
There being no further business to come before the Board,
Acting Chairman Horlacher adjourned the meeting at 7:04 p.m.
