CITY OF HENDERSON SENIOR CITIZENS ADVISORY COMMISSION MINUTES September 16, 2015 I. CALL TO ORDER Chairman Dan Hyde called the Senior Citizens Advisory Commission Meeting to order at 5:36 p.m., at 240 Water Street, Henderson City Hall, in the Council Chambers Conference Room. II. CONFIRMATION OF POSTING AND ROLL CALL Monica Rivera, Administrative Assistant III, confirmed the meeting had been posted in accordance with the Open Meeting Law by posting the agenda three working days prior to the meeting at City Hall, Multigenerational Center, Whitney Ranch Recreation Center, and Fire Station No. 86. PUBLIC COMMENT Chairman Hyde urged members to show up on time to Commission meetings and to be considerate of everyone’s time. Chairman Hyde welcomed Monica Rivera as the new commission secretary. IV. ACCEPTANCE OF THE AGENDA Chairman Hyde announced the following changes to the agenda: Item 5 will be heard immediately following adoption of the minutes. Item 4 will be heard immediately following Item 5, with the remainder of the agenda heard in order. (Motion) Ms. McEvers introduced a motion to accept the agenda as amended. The vote favoring approval was unanimous. Chairman Hyde declared the motion carried. V. NEW BUSINESS 1 MINUTES AUGUST 19, 2015 PUBLIC WORKS, PARKS AND RECREATION Adopt August 19, 2015 Senior Citizens Advisory Commission minutes. (Motion) Ms. Baldizan introduced a motion to accept the August 19, 2015, Senior Citizens Advisory Commission minutes as amended. The vote favoring approval was unanimous. Chairman Hyde declared the motion carried. 2 DISCUSS FREE SENIOR SERVICES PUBLIC WORKS, PARKS AND RECREATION Don Miller, Senior Services Specialist with HopeLink of Southern Nevada, to discuss free services available to seniors. Don Miller and Karen Kyger, Ex. Director, gave a brief history of HopeLink and its role in the senior community in Henderson. They noted that they are serving more seniors than ever before; however, the need has increased 35 percent in the last few years. Mr. Miller gave a presentation on the services HopeLink provides to the senior community. Areas of discussion: Free income tax preparation, mobile grocery Senior Citizens Advisory Commission Page 3 September 16, 2015 – Minutes store, free services, expansion goals, and upcoming events. Responding to a question by Chairman Hyde regarding funding, Mr. Miller said HopeLink obtains funding primarily from the City of Henderson, Clark County, grants, fundraisers, and donations. He noted that the senior program is also being funded by the Englstadt Family Foundation. Ms. McEvers detailed the assistance that was given to an individual who was displaced due to a fire. Chairman Hyde thanked Mr. Miller and Ms. Kyger for their presentation. 3 DAVID KAREL, DAVID KAREL GROUP, TO PRESENT INFORMATION ABOUT CHANGES IN MEDICARE PART B. PUBLIC WORKS, PARKS AND RECREATION David Karel, will discuss and clear up possible confusion for seniors involving the increase to Medicare Part B premiums. David Karel, David Karel Group, gave a presentation on changes to the Medicare Part B premiums. He distributed two handouts entitled “Medicare Part B Premium in 2016” and “Retirement Blog.” Jamie Blake, Optum, gave some additional clarification regarding Medicare Part B premiums. Chairman Hyde noted that Mr. Karel will be speaking at SunCity McDonald Ranch on October 12, 2015. Mr. Karel said he would appreciate the Commission’s support at SunCity McDonald Ranch in October 12, 2015. Chairman Hyde said he will be there for the discussion. 4 HENDERSON SENIORS' AUXILIARY PUBLIC WORKS, PARKS AND RECREATION A member of the Henderson Seniors' Auxiliary will give a report for July. This item was heard immediately following item 5. MaryAnn Stanger, Henderson Seniors’ Auxiliary gave a summary for the month of July.  Last ice cream social this week. Senior Citizens Advisory Commission Page 4 September 16, 2015 – Minutes  Yard sales were held in August and September. Another one may be held in November or in March. Donations are welcomed and can include anything.  Next boutique will be held in November. Items needed include men’s clothing.  Book Sale is scheduled for September 21 and 22, 2015.  Harvest Fest is scheduled for September 26, 2015. 5 SENIOR CITIZENS ADVISORY COMMISSION MEMBERS TO GIVE PUBLIC SUPPORT FOR THE FOUNDATION ASSISTING SENIORS. PUBLIC WORKS, PARKS AND RECREATION Members of the Senior Citizens Advisory Commission will discuss the possibility of assisting with outreach efforts in support of the FOUNDATION ASSISTING SENIORS. This item was heard immediately following the adoption of the minutes. Corey Clark, Recreation Services Manager, gave a summary of the discussion regarding this item at the last meeting. He said the Foundation and the City are in discussions of what support the foundation needs from the City and what support will be requested from the Senior Citizens Advisory Commission. Chairman Hyde brought up the idea of a public service announcement (PSA) and working with PBS to promote how the City of Henderson serves its senior citizens. Keith Paul, Public Information Officer, said the City has done PSAs in the past and briefly summarized what the City has done in regards to PSAs. Chairman Hyde said this is another opportunity the City, the Commission, and the Foundation to work together and get information out to the public of what is available in Henderson for the senior community. Corey said that individual members can always network on their own to help spread the word about what is happing on the Commission, with the Foundation, and with the City. A brief discussion ensued regarding the production of PSAs and the use of social media to distribute information. 6 STAFF REPORT PUBLIC WORKS, PARKS AND RECREATION Recreation Services Manager, Corey Clark, will give a staff report and an Senior Citizens Advisory Commission Page 5 September 16, 2015 – Minutes update on the City's Senior Services. Mr. Clark reviewed the Senior Facility Report. Areas of discussion included:  Regarding the drop in August on Meals on Wheels, Corey reminded everyone that they were shut down for a week in August.  On September 11, 2015, a 911 Tribute Video was shown at the Heritage Park Senior Facility. Additional information will be included in next month’s report.  A group dance to Uptown Funk was choreographed during Senior Month.  The Harvest Festival will be held on Sept. 26th and large numbers are expected.  The Las Vegas Review Journal’s Successful Aging Expo will take place on October 3, 2015. The City has been approved for another booth. VI. CHAIRMAN/MEMBER COMMENTS There were no comments presented. VII. SET NEXT MEETING The next regularly scheduled meeting will be held on October 21, 2015, at 5:30 p.m. in the Council Chambers Conference Room of City Hall. VIII. PUBLIC COMMENT There were no comments presented by the public. IX.
