HENDERSON BLUE RIBBON COMMISSION ON EDUCATIONAL EXCELLENCE AND YOUTH OPPORTUNITY REGULAR MEETING SEPTEMBER 16, 2015 MINUTES I. CALL TO ORDER The meeting of the Blue Ribbon Commission on Educational Excellence and Youth Opportunity was called to order by Chairman Ragan at 4:00 p.m. in the City Hall Annex Conference Room, 280 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL The Recording Secretary, Karie Teruya, confirmed the Blue Ribbon Commission on Educational Excellence and Youth Opportunity had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the Agenda to everyone appearing thereon the Agenda Master Mailing List. ACCEPTANCE OF AGENDA (Motion) Mr. Moxley introduced a motion to accept the agenda as presented, seconded by Mr. Duke. The vote favoring approval was unanimous. Chairperson Ragan declared the motion carried. V. UNFINISHED BUSINESS 1 BLUE RIBBON COMMISSION VOLUNTEER OPPORTUNITIES PUBLIC WORKS, PARKS AND RECREATION Discuss and approve possible volunteer opportunities as a commission. Mr. Williams provided a brief history of volunteer opportunities that the Commission has volunteered for in the past such as tree planting, Trunk or Treat, serving meals at the senior center, and Giving Day, and asked the Commission if they had any events in which to volunteer for as a commission. Ms. Darmody mentioned that Green Valley High School’s Interact Club (similar to the Rotary Club) will be having a gala at Anthem Center and are looking for volunteers. She will find out more details. Mr. Johnson mentioned that on October 22, 2015, Cartwright Elementary will be having an October Festival and needs volunteers. Ms. Darmody noted that it’s the same date as College Night at Green Valley High School. Ms. Osantowski stated the Commission has already committed to College Night at Green Valley High School. Mr. Moxley noted that some CCSD students may be out of town during October 30 – November 4, 2015 as schools are on break. Mr. Williams stated the date for Trunk or Treat is October 29, 2015 from 6:00 p.m. to 8:00 p.m. and asked if anyone was interested. Chairperson Ragan offered to be the contact. Mr. Williams will find out details for Giving Day at the next meeting. Ms. Teruya informed the Commission they can volunteer to dress up as a zombie and scare participants at the Zombie 5K Run which will be held on October 24, 2015 at Cornerstone Park. 2 MEMENTOS FOR BLUE RIBBON COMMISSION MEMBERS PUBLIC WORKS, PARKS AND RECREATION Blue Ribbon Commission Page 3 of 5 Wednesday, September 16, 2015 - Agenda Discuss service mementos for the Blue Ribbon Commission Members. A discussion ensued regarding possible mementos for departing Commission members such as a personalized mug or pin, however, Mr. Williams stated that per the Bylaws, the Commission cannot give monetary gifts upon leaving the Commission. He did note that individuals could donate/sponsor gifts for the Commission. 3 BLUE RIBBON COMMISSION COLLEGE NIGHT OCTOBER 6, 2015 PUBLIC WORKS, PARKS AND RECREATION Discussion of final details for College Night on October 6, 2015 which will be held at Henderson Multigenerational Center, 250 S. Green Valley Parkway, Henderson, NV 89012. Ms. Osantowski informed the Commission to wear their Blue Ribbon Commission shirts, set up the welcome table, put up the banner, be a greeter, provide handouts, keep track of the sign-in sheets and evaluation sheets and help clean up. Mr. Williams distributed rack cards and palm cards for the Commission members to distribute to their schools. 4 COLLEGE NIGHT AT GREEN VALLEY HIGH SCHOOL OCTOBER 22, 2015 PUBLIC WORKS, PARKS AND RECREATION Discussion of final details for College Night at Green Valley High School, 460 Arroyo Grande Blvd., Henderson NV 89014. Chairperson Ragan stated this is voluntary but strongly encouraged as we support Ms. Driscoll. Chairperson Ragan, Ms. Senegal, and Ms. Darmody responded that they would attend the event. Ms. Teruya reiterated from the last meeting that they should arrive at 5:30 p.m. to help set up, and man the Blue Ribbon Commission table. Chairperson Ragan stated he will take the banner to the event. Blue Ribbon Commission Page 4 of 5 Wednesday, September 16, 2015 - Agenda VI. NEW BUSINESS 5 BLUE RIBBON COMMISSION MEETING PROTOCOL PUBLIC WORKS, PARKS AND RECREATION Inform Blue Ribbon Commission on meeting protocol. Mr. Williams reviewed expectations of the Commission such as having a quorum, waiting 15 minute prior to cancelling a meeting or if you are running late, to let staff know. Let staff know if you have something to discuss at the meeting or if you have paperwork to hand out as whatever is done at these meeting are public and has to be posted for the public which is part of protocol. 6 BYLAWS PUBLIC WORKS, PARKS AND RECREATION Introduce modification to Blue Ribbon Commission Bylaws. Mr. Williams referenced the redlined Bylaws and explained the modification to match the NRS Statute 2.50.315 and referred to item C under the Purpose Statement for consideration, “Submit a report to the City Council for consideration at the second City Council meeting in May, setting forth the Commission’s efforts, results and future plans,” and to delete, “Hold such public discussions, meetings, and forums as it deems necessary for the purpose of promoting the exchange of information concerning education and opportunities for the development of youth and to promote those efforts in the community. Mr. Williams explained that the Commission would brief City Council by reporting what was completed, results and future plans for the Commission and asked the Commission to review for possible adoption at the next meeting. A discussion ensued and the Commission referenced NRS Statute 2.50.315 which was distributed. 7 LEADERSHIP DAY 2016 PUBLIC WORKS, PARKS AND RECREATION Discuss and approve date for Leadership Day 2016. Mr. Williams stated since spring break is scheduled for March 21-25, 2016 and testing on April 11-15, 2016 he asked for possible dates for Leadership Day. A discussion ensued. Chairperson Ragan suggested March 29-31 as possible dates for Leadership Day. Blue Ribbon Commission Page 5 of 5 Wednesday, September 16, 2015 - Agenda 8 LEADERSHIP DAY 2016 PUBLIC WORKS, PARKS AND RECREATION Discuss and approve theme for Leadership Day 2016. Mr. Williams asked for the theme for Leadership Day; which could be leadership styles, organizational skills, what makes a good leader. He asked what Leadership Day means to them and to come up with topics around that theme. Mr. Johnson gave an example from last year’s theme, “#IAmALeader” centered on aspects of social media. Ms. Darmody stated she enjoyed last year’s Leadership Day and thinks next year’s Leadership Day should focus on different ways to be a leader. Chairperson Ragan asked the Commission to think about this and come up with a theme at the next meeting. VII. CHAIRMAN\MEMBER COMMENTS Mr. Johnson asked if the Commission would decide on the theme at the next meeting. Mr. Williams replied that Leadership Day will be on every agenda until it’s complete and to brainstorm and come up with ideas for future meetings. Ms. Teruya stated at the last meeting, Ms. Brittany Markarian from Community Development, asked the Commission if they had any events she could attend in which she could conduct Henderson Strong surveys. If so, to let Ms. Teruya know. Chairperson Ragan commented schools are having homecoming carnivals and she could check with the schools if she could attend. VIII. SET NEXT MEETING The next meeting was set for October 21, 2015, at 4:00 p.m. in the City Hall Annex Conference Room. IX. PUBLIC COMMENT There were no comments presented by the public. X.
