CITY OF HENDERSON CITIZENS TRAFFIC ADVISORY BOARD REGULAR MEETING MINUTES December 21, 2017 I. CALL TO ORDER Chairman Wayne Horlacher called the meeting to order at 6:00 p.m., in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Alainore Stallard, Board Secretary, confirmed the meeting had been posted in accordance with the Nevada Open Meeting Law by posting the agenda three working days prior to the meeting at the Multigenerational Center, City Hall, Whitney Ranch Recreational Center, and Fire Station No. 86, the Nevada Public Notice website, and the City of Henderson website. PUBLIC COMMENT There were no comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Ms. Fabian introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Horlacher declared the motion carried. V. UNFINISHED BUSINESS UB-1 SPEEDING CONCERNS ON GALLERIA DRIVE PUBLIC WORKS, PARKS AND RECREATION Board members will continue discussion of speeding concerns on Galleria Drive from Patrick Lane to Whitney Ranch Drive and consider recommendations for possible actions. Alyssa Rodriguez, City Traffic Engineer, gave a PowerPoint presentation on the proposed item. Areas of discussion included: Roadway Characteristics, History, Latest Efforts, Data Collection Locations, Speed Analysis Results, Updated Crash Data, and Recommendations. It was the consensus of the Board that the speed at the location is not excessive. (Motion) Mr. Mantri introduced a motion to keep the intersection as status quo. The vote favoring approval was unanimous. Chairman Horlacher declared the motion carried. UB-2 SPEEDING CONCERNS ON SAN GABRIEL AVENUE PUBLIC WORKS, PARKS AND RECREATION Board members will continue discussion of speeding concerns and the speed analysis performed on San Gabriel Avenue and consider recommendations for possible actions. Ms. Rodriguez, City Traffic Engineer, gave a PowerPoint presentation on the proposed item. Areas of discussion included: Roadway Characteristics, Data Citizens Traffic Advisory Board Page 3 of 4 Thursday, December 21, 2017 – Minutes Collection Locations, and Recommendations. Discussion ensued regarding the utilization of traffic mitigation versus neighborhood outreach. (Motion) Ms. Fabian introduced a motion to initiate neighborhood outreach to see how the neighborhood responds. The vote favoring approval was unanimous. Chairman Horlacher declared the motion carried. VI. NEW BUSINESS NB-3 MINUTES CITIZENS TRAFFIC ADVISORY BOARD MEETING SEPTEMBER 21, 2017 PUBLIC WORKS, PARKS AND RECREATION Citizens Traffic Advisory Board Meeting Minutes of September 21, 2017 (Motion) Ms. Fabian introduced a motion to adopt the minutes as presented. The vote favoring approval was unanimous. Chairman Horlacher declared the motion carried. NB-4 SPEEDING CONCERNS ON MOHAWK PUBLIC WORKS, PARKS AND RECREATION Board members will discuss speeding concerns on Mohawk Drive between Pueblo Place and Lake Mead Parkway and consider recommendations for possible actions. Ms. Rodriguez, City Traffic Engineer, gave a brief summary of the Lake Las Vegas Speed Limit Study. Chairman Horlacher opened the public hearing at 6:28 p.m., asking if there was anyone present wishing to speak for or against this item. Ron and Claudia Tillman, 205 Mohawk Drive; and Rhonda and Orlando Gonzalez, 210 Mohawk Drive; voiced their concerns on the proposed item. Areas of concern included: fatal accidents at the location, the need for additional signage, street racing, speeding, and safety of children in the neighborhood. There being no one else wishing to speak, the public hearing was closed at 6:36 p.m. Citizens Traffic Advisory Board Page 4 of 4 Thursday, December 21, 2017 – Minutes Discussion ensued regarding width of the road, striping, visibility, and posted speed limits. (Motion) Chairman Horlacher introduced a motion to request staff to evaluate the issues: crash information, sketches of alternatives, road diet, channelization around the corner and sight distance, and make recommendations. The vote favoring approval was unanimous. Chairman Horlacher declared the motion carried. VI. CHAIRMAN\MEMBER COMMENTS There were no comments presented. VII. SET NEXT MEETING The next meeting was set for January 18, 2018, at 6:00 p.m. VIII. PUBLIC COMMENT There were no public comments presented. IX.
