CITY OF HENDERSON CITIZENS TRAFFIC ADVISORY BOARD REGULAR MEETING MINUTES THURSDAY, JULY 15, 2021 I. CALL TO ORDER Vice Chairman Pat Gallagher called the Citizens Traffic Advisory Board meeting to order at 6:00 p.m. in the Council Chambers Conference Room, 240 Water Street, Henderson, Nevada. II. CONFIRMATION OF POSTING AND ROLL CALL Alainore Stallard, Administrative Assistant III, confirmed the Citizens Traffic Advisory Board meeting had been posted in compliance with the Nevada Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, and the City of Henderson Website, and by electronically mailing a copy of the Agenda to everyone appearing thereon the Agenda Master Electronic Mailing List. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Karen Fabian introduced a motion to accept the agenda, as presented. NEW BUSINESS 1 MINUTES PUBLIC WORKS For Possible Action. RECOMMENDATION: Adopt Minutes of the Citizens Traffic Advisory Board Meeting of January 16, 2020. (Motion) Emily Campbell introduced a motion to adopt the Citizens Traffic Advisory Board Meeting minutes of January 16, 2020, as presented. The roll call vote favoring passage was: Those voting aye: Emily Campbell, Karen Fabian, Pat Gallagher, Jordan Godorov. Those voting nay: None. Vice Chairman Gallagher declared the motion carried. 2 CITY TRAFFIC ENGINEER'S REPORT PUBLIC WORKS For Information and Discussion Only The City Traffic Engineer will update the Board Members on activity in the Traffic Services Section. Eric Hawkins, City Traffic Engineer, gave a presentation explaining Henderson is a roundabout-first community and the installation of new roundabouts at Galleria Drive and Water Street and Galleria Drive and Tuscany. Citizens Traffic Advisory Board Meeting Page 3 of 6 Thursday, July 15, 2021 – Minutes 3 SPEED HUMPS AT MASTER SERIES AT THE LEGACY PUBLIC WORKS For Possible Action. RECOMMENDATION: Deny Board members will discuss speed humps installed without City approval on private roadways at Master Series at the Legacy Community to determine if speed humps should be allowed to remain or must be removed. Eric Hawkins, City Traffic Engineer, introduced the item, explaining speed humps were installed without City approval at Master Series at the Legacy Community and that the 20 mile per hour speed limit and amount of traffic per day are below the threshold to allow the City to approve speed humps in the Community. In response to a question from Vice Chairman Pat Gallagher, Mr. Hawkins explained the speed limit on private residential streets is established by the Community and confirmed that a speed limit of twenty-five miles per hour is the standard speed limit for public residential streets and is the standard used when reviewing speed studies for speed humps. Lynn Nielson, Manager of Plans Examining Services, explained traffic calming devices, such as speed humps, must be approved by the Fire Chief and that the Chief has the authority to order the removal of any devices that impede fire control apparatus. Scott Vivier, Deputy Fire Chief, explained that impeding response time is the deciding factor when the Chief considers traffic calming devices. He stated each speed hump delays response time by up to one-minute and that the survivability rate for a cardiac arrest is decreased by ten percent for each minute beyond four minutes when care is not provided. Deputy Chief Vivier concluded his statements stating the speed humps in the Community were not approved by the Chief and fire engine operators have confirmed the speed humps are sufficient to cause delays to response time. Demetrius Karanikolas from Lochsa Engineering and Craig Erickson of the Master Series Homeowners’ Association gave a presentation explaining the location of the speed humps in the community and explaining that the community purchased and installed the devices at the recommendation of a vendor. Mr. Karanikolas said extra traffic brought to the neighborhood by delivery, food delivery, and ride-sharing services has increased speeding and right-of-way violations and the Community does not have the ability to use Henderson Police Services as it is a private residential neighborhood. Citizens Traffic Advisory Board Meeting Page 4 of 6 Thursday, July 15, 2021 – Minutes In response to a question from Mr. Gallagher, Mr. Erickson stated the community was developed between 1991 and 1994 and the speed humps were installed in September 2020. Responding to a question from Mr. Gallagher, Mr. Hawkins said passive devices, such as those showing drivers’ actual speed, have been demonstrated to be an effective alternative to speed humps. In response to a question from Emily Campbell, Deputy Chief Vivier said he would gather information related to the number of calls for service for vehicle or pedestrian incidents and said with the information available, the community saw an expected number of calls for service based on the number of residents. Responding to a question from Jordon Godorov regarding similar speed humps on public streets in Henderson, such as La Mesa Drive, Mr. Hawkins said the speed humps are likely not to meet standards, but that they were installed prior to the adoption of current regulations and standards. (Motion) Karen Fabian introduced a motion to continue the item to the October 21, 2021, Citizens Traffic Advisory Board meeting to allow the Fire Department to prepare a comparative study of calls for service before and after the installation of the speed humps and the history of the speed humps on La Mesa Drive from Traffic Engineering. The roll call vote favoring continuance was: Those voting aye: Emily Campbell, Karen Fabian, Pat Gallagher, Jordan Godorov. Those voting nay: None. RECOMMENDATION: Elect Board Members will elect a Chairman from the current members. Alainore Stallard, Administrative Assistant III, gave a summary of the bylaws governing nominations and elections for the Board. (Motion) Emily Campbell introduced a motion to elect Pat Gallagher as Chairman. The roll call vote favoring passage was: Those voting aye: Emily Campbell, Karen Fabian, Pat Gallagher, Jordan Godorov. Those voting nay: None. Those absent: Nathan Goldberg, Wayne Horlacher, Kondala Rao Mantri. Those abstaining: None. Vice Chairman Gallagher declared the motion carried. 5 ELECTION OF VICE CHAIRMAN For Possible Action. RECOMMENDATION: Elect Board Members will elect a Vice Chairman from the current members. (Motion) Karen Fabian introduced a motion to elect Nathan Goldberg as Vice Chairman. The roll call vote favoring passage was: Those voting aye: Emily Campbell, Karen Fabian, Pat Gallagher, Jordan Godorov. Those voting nay: None.
