CITY OF HENDERSON CITY COUNCIL MINUTES COMMITTEE MEETING January 03, 2012 I. CALL TO ORDER Mayor Hafen called the Committee Meeting to order at 6:54 p.m., in the City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL The City Clerk confirmed the Committee Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda prior to 9:00 a.m. three working days before the meeting at City Hall, the Paseo Verde Library, the Whitney Ranch Recreation Center, and Fire Station No. 86, and by mailing a copy of the Agenda to everyone appearing thereon and on the Master Agenda mailing list. ACCEPTANCE OF AGENDA (Motion) Councilman Sam Bateman moved to accept the agenda as presented. The roll call vote favoring passage was: Those voting aye: Andy Hafen, Sam Bateman, Gerri Schroder, and Debra March. Those voting nay: None. Those absent: None. Those abstaining: None. Mayor Hafen declared the motion carried. IV. ITEMS OF BUSINESS C-1 BILL NO. 2657 AMEND HMC CHAPTER 2.100 REGISTRATION AND REGULATION OF LOBBYISTS CITY CLERK'S OFFICE Mayor Hafen introduced Bill No. 2657 and City Manager Calhoun read the Bill by title: AMENDING ORDINANCE NO. 1711, ESTABLISH REQUIREMENTS FOR LOBBYISTS, AS WRITTEN IN THE HENDERSON MUNICIPAL CODE SECTIONS 2.100.010 AND 2.100.020; WHICH ESTABLISHES REQUIREMENTS AS TO LOBBYIST REGISTRATION AND PENALTIES FOR VIOLATION; AND OTHER MATTERS RELATED THERETO. Christine Guerci-Nyhus, Senior Assistant City Attorney, reviewed the following changes to the ordinance: Section 2.d., Lobbying, a lobbyist “shall complete” a disclosure form. Section 2.e. reads, “Disclosure form for City staff communication, Time for Filing. Within five working days of the end of every month during which a lobbyist communicated with City staff, a lobbyist shall complete one disclosure form containing the names of all City staff the lobbyist communicated with during the month of each communicated item.” Ms. Guerci-Nyhus noted the following section will also be added to clarify the types of communications: “Communications which are administrative, clerical, or legal discussions between attorneys are not subject to this disclosure form requirement.” Councilman Bateman thanked Ms. Guerci-Nyhus for working with him to incorporate these changes, and he noted that further amendments will be made if necessary. He said he thinks these amendments will help tighten up the lobbyist disclosure requirements. The roll call vote favoring passage was: Those voting aye: Sam Bateman, Andy Hafen, Debra March, and Gerri Schroder. Those voting nay: None. Those absent: None. Those abstaining: None. Mayor Hafen declared the motion carried. C-2 BILL NO. 2658 AMEND CHAPTER 4.04, GENERAL BUSINESS LICENSE PROVISIONS AND CHAPTER 4.05, BUSINESS LICENSE FEE SCHEDULES BUSINESS LICENSE Mayor Hafen introduced Bill No. 2658 and City Manager Calhoun read the Bill by title: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, TO AMEND HENDERSON MUNCIPAL CODE CHAPTER 4.04, GENERAL BUSINESS LICENSE PROVISIONS AND CHAPTER 4.05, BUSINESS LICENSE FEE SCHEDULES, ADDING PROVISIONS TO ALLOW A MULTI-JURISDICTIONAL LICENSE; AND PROVIDING FOR OTHER RELATED MATTERS. Richard Derrick, Finance Director, stated that this amendment is necessary to facilitate compliance with the multijurisdictional licensing requirements of Senate Bill 110, which was approved during the last legislative session. He said the code revisions include the introduction of new language that is unique to multijurisdictional licensing, such as defining a “Primary Jurisdiction,” as well as moving toward the creation of a consistent business license fee schedule for the “Contractors” category. (Motion) Councilwoman Gerri Schroder moved to refer Bill No. 2658 to the Regular Meeting with a do-pass recommendation. The roll call vote favoring passage was: Those voting aye: Sam Bateman, Andy Hafen, Debra March, and Gerri Schroder. Those voting nay: None. Those absent: None. Those abstaining: None.
