CITY OF HENDERSON CITY COUNCIL MINUTES COMMITTEE MEETING December 4, 2012 I. CALL TO ORDER Mayor Hafen called the Committee Meeting to order at 6:51 p.m., in the City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL The City Clerk confirmed the Committee Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, and Fire Station No. 86, and by mailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. Present: Andy Hafen, Mayor Debra March, Councilwoman John F. Marz, Councilman Gerri Schroder, Councilwoman Absent: Sam Bateman, Councilman Officers: Jacob Snow, City Manager Sabrina Mercadante, City Clerk Absent: Josh Reid, City Attorney Staff: Christine Guerci-Nyhus, Senior Assistant City Attorney Robert Murnane, Public Works Director Stephanie Garcia-Vause, Director of Community Development and Services Richard Derrick, Finance Director Amber Ellis, Acting Council and Commission Services Coordinator Tedie Jackson, Minutes Clerk Henderson City Council Committee Meeting Page 2 of 4 December 4, 2012 – Minutes III. ACCEPTANCE OF AGENDA (Motion) Councilwoman Debra March moved to moved to accept the agenda as presented. The roll call vote favoring passage was: Those voting aye: Andy Hafen, Debra March, John F. Marz, and Gerri Schroder. Those voting nay: None. Those absent: Sam Bateman. Those abstaining: None. Mayor Hafen declared the motion carried. Mayor Hafen announced that this meeting is being streamed live on the Internet. IV. ITEMS OF BUSINESS C-1 BILL NO. 2689 CREATION OF THE BICYCLE ADVISORY COMMITTEE PUBLIC WORKS DEPARTMENT Bill No. 2689 was introduced and read into title: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, ESTABLISHING THE BICYCLE ADVISORY COMMITTEE, SETTING FORTH THE PURPOSE AND MEMBERSHIP REQUIREMENTS OF THE BICYCLE ADVISORY COMMITTEE, AND OTHER MATTERS RELATING THERETO. (Motion) Councilwoman Debra March moved to refer Bill No. 2689 to the Regular Meeting with a do-pass recommendation. The roll call vote favoring passage was: Those voting aye: Andy Hafen, Debra March, John F. Marz, and Gerri Schroder. Those voting nay: None. Those absent: Sam Bateman. Those abstaining: None. Mayor Hafen declared the motion carried. C-2 BILL NO. 2690 ZCA-06-660020 THE FALLS @ LAKE LAS VEGAS GOLF COURSE/CLUBHOUSE COMMUNITY DEVELOPMENT Bill No. 2690 was introduced and read into title: Henderson City Council Committee Meeting Page 3 of 4 December 4, 2012 – Minutes AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, AMENDING ORDINANCE NO. 2842, THE ZONING MAP, TO RECLASSIFY CERTAIN REAL PROPERTY WITHIN THE CITY LIMITS, DESCRIBED AS PORTIONS OF SECTION 27 AND 34, TOWNSHIP 21 SOUTH, RANGE 63 EAST, M.D.B. & M., CLARK COUNTY, NEVADA, LOCATED ON THE NORTHSIDE OF LAKE MEAD PARKWAY AT LAKE LAS VEGAS PARKWAY FROM RS-6 (LOW-DENSITY RESIDENTIAL) TO RS-6-MP (LOW-DENSITY RESIDENTIAL WITH MASTER PLAN OVERLAY), ON 38 ACRES, AND FROM DH (DEVELOPMENT HOLDING) TO PS-MP (PUBLIC/SEMIPUBLIC WITH MASTER PLAN OVERLAY) ON 187 ACRES AND CM-MP (COMMERCIAL MIXED USE WITH MASTER PLAN OVERLAY) ON 4.3 ACRES; AND OTHER MATTERS RELATING THERETO. Stephanie Garcia-Vause, Director of Community Development and Services, said this is a housekeeping item where the zoning has met its conditions of approval. (Motion) Councilwoman Gerri Schroder moved to refer Bill No. 2690 to the Regular Meeting with a do-pass recommendation. The roll call vote favoring passage was: Those voting aye: Andy Hafen, Debra March, John F. Marz, and Gerri Schroder. Those voting nay: None. Those absent: Sam Bateman. Those abstaining: None. Mayor Hafen declared the motion carried. C-3 BILL NO. 2691 2013/2014 WARD MAP CITY CLERK'S OFFICE Bill No. 2691 was introduced and read into title: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, REPEALING ORDINANCE NO. 2884 IN ITS ENTIRETY AND SETTING FORTH A NEW ORDINANCE ESTABLISHING THE WARDS WITHIN THE CITY OF HENDERSON, NEVADA, ACCORDING TO POPULATION AS DETERMINED BY THE LAST PRECEDING NATIONAL DECENNIAL CENSUS CONDUCTED BY THE BUREAU OF CENSUS OF THE UNITED STATES DEPARTMENT OF COMMERCE AS PROVIDED IN SECTION 1.040, ARTICLE 1, OF THE HENDERSON CITY CHARTER AND UPDATES AS PROVIDED BY THE CITY OF HENDERSON COMMUNITY DEVELOPMENT DEPARTMENT, AND OTHER MATTERS RELATED THERETO. Councilwoman March said she would prefer to select the ward map that has the least amount of change. Henderson City Council Committee Meeting Page 4 of 4 December 4, 2012 – Minutes Sabrina Mercadante, City Clerk, noted that Plan One contains the least amount of changes to the current wards. Councilwoman Schroder commented that Plan Two removes a large section of the downtown area from Councilwoman March’s ward. Councilwoman March said she works very closely with the Downtown Business Association and she wants to keep that area in her ward. (Motion) Councilwoman Debra March moved to refer Bill No. 2691, Plan One (Exhibit A), to the Regular Meeting with a do-pass recommendation. The roll call vote favoring passage was: Those voting aye: Andy Hafen, Debra March, John F. Marz, and Gerri Schroder. Those voting nay: None. Those absent: Sam Bateman. Those abstaining: None. Mayor Hafen declared the motion carried. V. PUBLIC COMMENT There were no public comments presented. VI.
