CITY OF HENDERSON CITY COUNCIL MINUTES COMMITTEE MEETING February 19, 2013 I. CALL TO ORDER Mayor Hafen called the Committee Meeting to order at 7:11 p.m., in the City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL The City Clerk confirmed the Committee Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, and Fire Station No. 86, and by mailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. Present: Andy Hafen, Mayor Sam Bateman, Councilman Debra March, Councilwoman John F. ACCEPTANCE OF AGENDA (Motion) Councilwoman Gerri Schroder moved to accept the agenda as presented. The roll call vote favoring passage was: Those voting aye: Sam Bateman, Andy Hafen, Debra March, John F. Marz, and Gerri Schroder. Those voting nay: None. Those absent: None. Those abstaining: None. Mayor Hafen declared the motion carried. IV. ITEMS OF BUSINESS C-1 BILL NO. 2702 GENERAL OBLIGATION SEWER REFUNDING BONDS SERIES 2013A FINANCE DEPARTMENT Bill No. 2702 was introduced and read by title: AN ORDINANCE AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION (LIMITED TAX) SEWER REFUNDING BONDS (ADDITIONALLY SECURED BY PLEDGED REVENUES), SERIES 2013A, PROVIDING FOR THE LEVY AND COLLECTION OF ANNUAL GENERAL (AD VALOREM) TAXES FOR THE PAYMENT OF THE BONDS; ADDITIONALLY SECURING THEIR PAYMENT BY A PLEDGE OF REVENUES DERIVED FROM THE OPERATION OF THE CITY'S UTILITY SYSTEM AND PROVIDING THE EFFECTIVE DATE OF THE ORDINANCE. Richard Derrick, Finance Director, stated that as part of the City’s efforts to maintain financial sustainability and provide value to our residents, staff has determined that the refunding of general obligation sewer bonds would result in a savings to the utility fund over the life of the bonds of approximately $1.6 million based on current market conditions. He said this ordinance would allow staff to proceed with the refunding and take advantage of the favorable market conditions to capture the savings for the utility fund and customers. Councilwoman March stated that $1.6 million is a significant savings. (Motion) Councilwoman Debra March moved to refer Bill No. 2702 to the Regular Meeting with a do-pass recommendation. The roll call vote favoring passage was: Those voting aye: Sam Bateman, Andy Hafen, Debra March, John F. Marz, and Gerri Schroder. Those voting nay: None. Those absent: None. Those abstaining: None. Henderson City Council Committee Meeting Page 3 of 5 February 19, 2013 – Minutes C-2 BILL NO. 2703 GENERAL OBLIGATION (LIMITED TAX) VARIOUS PURPOSE REFUNDING BONDS SERIES 2013B AND 2013C FINANCE DEPARTMENT Bill No. 2703 was introduced and read by title: AN ORDINANCE AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION (LIMITED TAX) VARIOUS PURPOSE REFUNDING BONDS (ADDITIONALLY SECURED BY PLEDGED REVENUES), SERIES 2013B AND SERIES 2013C (TAXABLE) FOR THE PURPOSE OF REFUNDING CERTAIN OUTSTANDING BONDS OF THE CITY; PROVIDING FOR THE FORM, TERMS, CONDITIONS AND SALE OF SUCH BONDS; AND PROVIDING OTHER MATTERS RELATING THERETO. C-3 BILL NO. 2704 ZCO-02-670046-A3 THE DISTRICT AT GREEN VALLEY RANCH PHASE I COMMUNITY DEVELOPMENT Bill No. 2704 was introduced and read by title: Henderson City Council Committee Meeting Page 4 of 5 February 19, 2013 – Minutes AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, AMENDING ORDINANCE NO. 2869, THE ZONING MAP, TO RECLASSIFY CERTAIN REAL PROPERTY WITHIN THE CITY LIMITS OF THE CITY, DESCRIBED AS A PORTION OF SECTION 19, TOWNSHIP 22 SOUTH, RANGE 62 EAST, M.D. & M., CLARK COUNTY, NEVADA, GENERALLY LOCATED AT THE NORTHWEST CORNER OF GREEN VALLEY PARKWAY AND PASEO VERDE PARKWAY TO AMEND A ZONE CHANGE TO REVISE VILLAGE WALK DRIVE TO ALLOW FOR VEHICULAR TRAFFIC, AND OTHER MATTERS RELATING THERETO. Stephanie Garcia-Vause, Director of Community Development and Services, stated that this is a housekeeping item that was approved at the last City Council meeting. C-4 BILL NO. 2705 ZCA-12-500391 BARNDT ZONE CHANGE COMMUNITY DEVELOPMENT Bill No. 2705 was introduced and read by title: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, AMENDING ORDINANCE NO. 2869, THE ZONING MAP, TO RECLASSIFY CERTAIN REAL PROPERTY WITHIN THE CITY LIMITS OF THE CITY, DESCRIBED AS A PORTION OF SECTION 09, TOWNSHIP 23 SOUTH, RANGE 61 EAST, M.D.B. & M., CLARK COUNTY, NEVADA, LOCATED AT 12720 DAVIS WRIGHT COURT, ON 0.47 ACRES, TO APPLY RS-2 (LOW-DENSITY RESIDENTIAL) ZONING ON CURRENTLY UN-ZONED PROPERTY AND OTHER MATTERS RELATING THERETO.
