I. CALL TO ORDER
Mayor Hafen called the Committee Meeting to order at 6:54 p.m., in the City
Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015.
II. CONFIRMATION OF POSTING AND ROLL CALL
The Acting City Clerk confirmed the Committee Meeting had been noticed in
compliance with the Open Meeting Law by posting the Agenda three working
days prior to the meeting at City Hall, the Multigenerational Center, the Whitney
Ranch Recreation Center, and Fire Station No. 86, and by mailing a copy of the
Agenda to everyone appearing thereon on the Agenda Master Mailing List.

Jacob Snow, City Manager, introduced and read this Bill by title:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON,
NEVADA, AMENDING CHAPTER 15.08 TO THE HENDERSON MUNICIPAL
CODE ENTITLED “INTERNATIONAL BUILDING CODE” BY ADOPTING THE
2012 VERSION OF SUCH CODE, AND THE “SOUTHERN NEVADA
AMENDMENTS TO THE 2012 INTERNATIONAL BUILDING CODE”
THERETO; AND MATTERS PROPERLY RELATED THERETO.
Mo Jadid, Assistant Director of Building and Fire Safety, provided a history on
the process of updating several building codes. He explained that the process
has been supervised and steered by the Southern Nevada Building Officials
group. He noted that technical committees consisting of representatives from
various jurisdictions and industry were tasked to review the codes and propose
amendments. He said all issues raised at public meetings were satisfactorily
addressed. Mr. Jadid pointed out that staff would like the codes to become
effective July 1, 2014.
Responding to a question by Councilwoman March as to whether staff received
feedback from the National Association of Industrial and Office Properties
(NAIOP) and other developers, Mr. Jadid said there was extensive participation
from several groups and industries on different committees.

AMENDING HMC CHAPTER 15.02
DEVELOPMENT SERVICES SCHEDULE OF FEES
DEVELOPMENT SERVICES CENTER
Jacob Snow, City Manager, introduced and read this Bill by title:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON,
NEVADA, AMENDING SECTION 15.02.010 TO THE HENDERSON
MUNICIPAL CODE ENTITLED “DEVELOPMENT SERVICES CENTER
SCHEDULE OF FEES”, “TABLE M SPECIAL SERVICE FEES” THERETO;
AND MATTERS PROPERLY RELATED THERETO.
Mo Jadid, Assistant Director of Building and Fire Safety, reported that staff has
designed a program to offer customers expedited review services at a fee that is
four times the normal fee. He said upon an expedited review request, staff will
meet with the customer to determine whether we can process the project as an
expedited review. Staff does not want to impact other projects and intends to
maintain excellent service levels. Mr. Jadid noted that this service and fee
currently exists at Clark County.

Responding to a concern by Councilman Marz that offering an expedited
service will impact other projects in the queue if staff personnel is not increased,
Mr. Jadid said the Development Services Center will consider staffing and other
resources to ensure that deadlines are met. He noted that overtime or using
outside consultants will be options to address this issue. He said the revenue
generated from the expedited services may also be utilized to pay for additional
staff.
Mayor Hafen said he would like assurance that regular customers with projects
in the queue are guaranteed to meet the plans check deadlines.
Mr. Jadid replied that staff monitors workflow on a daily basis to ensure timing is
on track to meet the service levels.
Councilman Marz said the City has a reputation we need to maintain, and he
does not want other work to suffer due to expedited projects.
Mr. Jadid pointed out that the expedited service is not guaranteed and staff will
determine if the workload and resources can meet an expedited timeline.
