CITY OF HENDERSON CITY COUNCIL MINUTES COMMITTEE MEETING Tuesday, August 2, 2016 I. CALL TO ORDER Mayor Hafen called the Committee Meeting to order at 5:52 p.m., in the City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL The City Clerk confirmed the Committee Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. ACCEPTANCE OF AGENDA (Motion) Councilwoman Gerri Schroder moved to accept the agenda as amended. C-1 was withdrawn at the request of staff. C-2 was withdrawn at the request of staff. The roll call vote favoring passage was: Those voting aye: Sam Bateman, Andy Hafen, Debra March, John F. Marz, and Gerri Schroder. Those voting nay: None. Those absent: None. Those abstaining: None. Mayor Hafen declared the motion carried. IV. ITEMS OF BUSINESS C-1 BILL NO. 3083 AMEND HENDERSON MUNICIPAL CODE CHAPTER 2.40 ETHICAL STANDARDS FOR PUBLIC SERVANTS CITY ATTORNEY'S OFFICE AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, TO AMEND CHAPTER 2.40 – ETHICAL STANDARDS FOR PUBLIC SERVANTS - OF THE HENDERSON MUNICIPAL CODE AND MATTERS PROPERLY RELATED THERETO. (Continued from the July 19, 2016, City Council Committee Meeting.) This item was withdrawn at the request of staff. C-2 BILL NO. 3084 AMEND HENDERSON MUNICIPAL CODE CHAPTER 2.100 REGISTRATION AND REGULATION OF LOBBYISTS CITY ATTORNEY'S OFFICE AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, TO AMEND CHAPTER 2.100 – REGISTRATION AND REGULATION OF LOBBYISTS - OF THE HENDERSON MUNICIPAL CODE AND MATTERS PROPERLY RELATED THERETO. (Continued from the July 19, 2016, City Council Committee Meeting.) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, DESIGNATED AS THE “2016 MEDIUM-TERM BOND ORDINANCE”; PROVIDING FOR THE ISSUANCE BY THE CITY OF ITS GENERAL OBLIGATION (LIMITED TAX) MEDIUM-TERM VARIOUS PURPOSE AND REFUNDING BONDS, SERIES 2016; PROVIDING COVENANTS, CONDITIONS, AND OTHER DETAILS CONCERNING THE BONDS, THE IMPROVEMENT PROJECT, THE REFUNDING PROJECT AND GENERAL TAX PROCEEDS; RATIFYING ACTION PREVIOUSLY TAKEN AND PERTAINING TO THE FOREGOING BY THE CITY AND ITS OFFICERS AND EMPLOYEES; AND PROVIDING MATTERS RELATING THERETO. Richard Derrick, Chief Financial Officer, presented a summary of this item, and stated this medium-term bond has been approved by the Department of Taxation. He also noted that the City’s bond rating was recently upgraded to AA Plus by Standard and Poors. Councilwoman March commented on the significant accomplishment of the upgraded bond rating. (Motion) Councilwoman Debra March moved to refer Bill No. 3085 to the Regular Meeting with a do-pass recommendation. The roll call vote favoring passage was: Those voting aye: Sam Bateman, Andy Hafen, Debra March, John F. Marz, and Gerri Schroder. Those voting nay: None. Those absent: None. Those abstaining: None. T-18 (INSPIRADA) REFUNDING BONDS FINANCE DEPARTMENT City Manager Murnane introduced and read this bill by title. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, AUTHORIZING THE ISSUANCE OF THE CITY OF HENDERSON, NEVADA, LOCAL IMPROVEMENT DISTRICT NO. T-18 (INSPIRADA), LIMITED OBLIGATION REFUNDING BONDS, SERIES 2016, TO REFUND, TOGETHER WITH OTHER AVAILABLE MONIES, ALL OF THE OUTSTANDING CITY OF HENDERSON, NEVADA, LOCAL IMPROVEMENT DISTRICT NO. T-18 (INSPIRADA), LIMITED OBLIGATION IMPROVEMENT BONDS; AUTHORIZING THE EXECUTION AND DELIVERY OF SPECIFIED AGREEMENTS, DOCUMENTS AND INSTRUMENTS IN CONNECTION THEREWITH, AND APPROVING MATTERS RELATING THERETO; AMENDING ORDINANCE NO. 2457, AS AMENDED BY ORDINANCE NO. 3087; AND PROVIDING THE EFFECTIVE DATE HEREOF.
