CITY OF HENDERSON CITY COUNCIL MINUTES COMMITTEE MEETING Tuesday, August 15, 2017 I. CALL TO ORDER Mayor March called the Committee Meeting to order at 5:50 p.m., in the City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015. Mayor March announced that this meeting is being recorded and streamed live to the Internet. II. CONFIRMATION OF POSTING AND ROLL CALL The City Clerk confirmed the Committee Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. ACCEPTANCE OF AGENDA (Motion) Councilwoman Gerri Schroder moved to accept the agenda as presented. The roll call vote favoring passage was: Those voting aye: Debra March, John F. Marz, Gerri Schroder, Dan K. Shaw, Dan H. Stewart. Those voting nay: None. Those absent: None. Those abstaining: None. Mayor March declared the motion carried. IV. ITEMS OF BUSINESS C-1 BILL NO. 3162 AMEND HENDERSON MUNICIPAL CODE TITLE 19 ZOA-16-500601 – DEVELOPMENT CODE UPDATE -MASTER TRANSPORTATION PLAN COMMUNITY DEVELOPMENT AND SERVICES City Manager Murnane introduced and read this bill by title. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, TO AMEND TITLE 19 OF THE HENDERSON MUNICIPAL CODE BY AMENDING SECTIONS OF CHAPTERS 19.3, 19.5, 19.7, 19.9, AND 19.12, TO MAKE VARIOUS CORRECTIONS, REVISIONS AND UPDATES AS NECESSARY TO IMPLEMENT THE NEW MASTER TRANSPORTATION PLAN. Stephanie Garcia-Vause, Director of Community Development and Services, presented a summary of this item. Regarding a comment by Mayor March that this master transportation plan is more of a chart, Ms. Garcia-Vause confirmed that it is more chart based as opposed to map based. (Motion) Councilwoman Gerri Schroder moved to refer Bill No. 3162 to Regular Meeting with a do-pass recommendation. The roll call vote favoring passage was: Those voting aye: Debra March, John F. Marz, Gerri Schroder, Dan K. Shaw, Dan H. Stewart. Those voting nay: None. Those absent: None. Those abstaining: None. Mayor March declared the motion carried. Henderson City Council Committee Meeting Page 3 of 5 Tuesday, August 15, 2017 – Minutes C-2 BILL NO. 3163 ESTABLISH HENDERSON MUNICIPAL CODE CHAPTER 15.80 BABY CHANGING TABLES IN BUILDINGS ACCESSIBLE TO THE PUBLIC CITY ATTORNEY'S OFFICE City Manager Murnane introduced and read this bill by title. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, TO ESTABLISH CHAPTER 15.80 – BABY CHANGING TABLES IN BUILDINGS ACCESSIBLE TO THE PUBLIC – OF THE HENDERSON MUNICIPAL CODE. Josh Reid, City Attorney, presented a summary of this item; and noted a correction in the title to replace baby changing tables “in public buildings” with baby change tables “in buildings accessible to the public.” Councilwoman Schroder commented that these changes will apply to new buildings and not be retroactive for all buildings. Mr. Reid clarified that these changes will apply to new construction as well as remodels. (Motion) Councilwoman Gerri Schroder moved to refer Bill No. 3163, as amended, to Regular Meeting with a do-pass recommendation. The roll call vote favoring passage was: Those voting aye: Debra March, John F. Marz, Gerri Schroder, Dan K. Shaw, Dan H. Stewart. Those voting nay: None. Those absent: None. Those abstaining: None. C-3 BILL NO. 3164 REPEAL AND REESTABLISH HENDERSON MUNICIPAL CODE CHAPTER 15.18 –UNDERGROUNDING UTILITY FACILITIES CITY ATTORNEY'S OFFICE City Manager Murnane introduced and read this bill by title. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, TO REPEAL IN ITS ENTIRETY AND REESTABLISH A NEW CHAPTER 15.18 – UNDERGROUNDING UTILITY FACILITIES – OF THE HENDERSON MUNICIPAL CODE. Josh Reid, City Attorney, presented a summary of this item, and noted the industry is in support of this ordinance. C-4 BILL NO. 3165 ZCA-17-660637 HENDERSON 55 ACRES (FORMERLY CITY CROSSING) COMMUNITY DEVELOPMENT AND SERVICES City Manager Murnane introduced and read this bill by title. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, AMENDING ORDINANCE NO. 2870, THE ZONING MAP, TO RECLASSIFY CERTAIN REAL PROPERTY WITHIN THE CITY LIMITS OF THE CITY, DESCRIBED AS A PORTION OF SECTION 3, TOWNSHIP 23 SOUTH, RANGE 61 EAST, M.D. & M., CLARK COUNTY, NEVADA, LOCATED ON THE WEST SIDE OF EXECUTIVE AIRPORT DRIVE APPROXIMATELY 875 FEET NORTH OF ITS INTERSECTION WITH BRUNER AVENUE, IN THE WEST HENDERSON PLANNING AREA FROM MR-PUD (REGIONAL MIXED USE WITH PLANNED UNIT DEVELOPMENT OVERLAY) ON 56.8 ACRES AND IG (GENERAL INDUSTRIAL) ON 1.1 ACRES TO IL-MP (LIMITED INDUSTRIAL WITH MASTER PLAN OVERLAY) ON 57.9 ACRES.
