CITY OF HENDERSON CITY COUNCIL MINUTES SPECIAL MEETING Tuesday, August 15, 2017 I. CALL TO ORDER Mayor March called the Special Meeting to order at 5:42 p.m., in the City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015. Mayor March announced that this meeting is being recorded and streamed live to the Internet. II. CONFIRMATION OF POSTING AND ROLL CALL The City Clerk confirmed the Special Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. Present: Debra March, Mayor Dan K. Shaw, Councilman Gerri Schroder, Councilwoman John F. Marz, Councilman Dan H. ACCEPTANCE OF AGENDA (Motion) Councilman Dan H. Stewart moved to accept agenda as presented. The roll call vote favoring passage was: Those voting aye: Debra March, John F. Marz, Gerri Schroder, Dan K. Shaw, Dan H. Stewart. Those voting nay: None. Those absent: None. Those abstaining: None. Mayor March declared the motion carried. IV. ITEMS OF BUSINESS S-1 LAND SALE AUCTION 0.41 ACRES LOCATED AT THE NORTHWEST CORNER OF HORIZON RIDGE PARKWAY AND CORONADO CENTER DRIVE PUBLIC WORKS, PARKS AND RECREATION Open and announce all written bids and call for oral bids as noticed in Resolution No. 4260 expressing the City’s intent to sell approximately 0.41 acres, more or less, of real property generally located at the Northwest corner of Horizon Ridge Parkway and Coronado Center Drive, being a portion of Assessor’s Parcel No. 177-25-402-012 located in the South Half of the Southwest Quarter of Section 25, Township 22 South, Range 61 East, M.D.M. pursuant to NRS 268.062 and the Henderson City Charter. Robert Murnane, City Manager, presented a summary of this item. Sabrina Mercadante, City Clerk, reported that one written bid was received by 5:00 p.m. on Monday, August 14, 2017. Upon opening the bid, Ms. Mercadante stated the bid is from Adam Gatan, in the amount of $362,500.00. Ms. Mercadante said no pre-qualified oral bidders registered by the 5:00 p.m. deadline this evening. Staff will review the bid, and the final bid tabulation will be inserted into the record. Mayor March opened public comment at this time; however, no public comments were presented and the public auction was concluded. Henderson City Council Special Meeting Page 3 of 4 Tuesday, August 15, 2017 – Minutes S-2 RESOLUTION ACCEPTANCE OF BID - LAND SALE — 0.41 ACRES LOCATED AT THE NORTHWEST CORNER OF HORIZON RIDGE PARKWAY AND CORONADO CENTER DRIVE PUBLIC WORKS, PARKS AND RECREATION A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HENDERSON, CLARK COUNTY, NEVADA, ACCEPTING THE BID TO PURCHASE APPROXIMATELY 0.41 ACRES, MORE OR LESS, OF REAL PROPERTY GENERALLY LOCATED AT THE NORTHWEST CORNER OF HORIZON RIDGE PARKWAY AND CORONADO CENTER DRIVE IN HENDERSON, NEVADA, IDENTIFIED AS A PORTION OF ASSESSOR PARCEL NUMBER 177-25-402-012 AND LOCATED IN THE SOUTH HALF (5 1/2) OF THE SOUTHWEST QUARTER (SW 1/4) OF SECTION 25, TOWNSHIP 22 SOUTH, RANGE 61 EAST, M.D.M., PURSUANT TO THE PROVISIONS OF NRS 268.062 AND THE HENDERSON CITY CHARTER, SUBMITTED BY ADAM GATAN. Robert Murnane, City Manager, introduced Items S-2 and S-3, and reviewed the Council’s options to address the bid. Sabrina Mercadante, City Clerk, reported that the highest qualified bid received is $362,500.00 from Adam Gatan. Staff confirmed the bid conforms. There were no public comments presented. (Motion) Councilman Dan K. Shaw moved to adopt Resolution No. 4267. The roll call vote favoring passage was: Those voting aye: Debra March, John F. Marz, Gerri Schroder, Dan K. Shaw, Dan H. Stewart. Those voting nay: None. Those absent: None. Those abstaining: None. Mayor March declared the motion carried. Henderson City Council Special Meeting Page 4 of 4 Tuesday, August 15, 2017 – Minutes S-3 REJECT ALL BIDS AND WITHDRAW THE PROPERTY FROM SALE 0.41 ACRES LOCATED AT THE NORTHWEST CORNER OF HORIZON RIDGE PARKWAY AND CORONADO CENTER DRIVE PUBLIC WORKS, PARKS AND RECREATION Rejection of all bids received at public auction August 15, 2017 for 0.41 acres, more or less, of real property generally located at the Northwest corner of Horizon Ridge Parkway and Coronado Center Drive, being a portion of Assessor’s Parcel No. 177-25-402-012 located in the South Half of the Southwest Quarter of Section 25, Township 22 South, Range 61 East, M.D.M. pursuant to NRS 268.062 and the Henderson City Charter, and withdrawal of the property from sale. (Action) This item is moot. V. PUBLIC COMMENT There were no comments presented by the public. VI.
