CITY OF HENDERSON CITY COUNCIL MINUTES COMMITTEE MEETING Tuesday, September 18, 2018 I. CALL TO ORDER Mayor March called the Committee Meeting to order at 5:45 p.m., in the City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015. Mayor March announced the meeting is being video recorded and streamed live to the Internet. II. CONFIRMATION OF POSTING AND ROLL CALL The City Clerk confirmed the Committee Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. ACCEPTANCE OF AGENDA Item C-2 was pulled for discussion, at the request of a constituent. (Motion) Councilwoman Gerri Schroder moved to accept the agenda as presented. ITEMS OF BUSINESS C-1 BILL NO. 3261 AMEND HENDERSON MUNICIPAL CODE SECTION 4.05.130 – APARTMENT HOUSE OR APARTMENT COMPLEX BUSINESS OPERATIONS DIVISION, CITY ATTORNEY’S OFFICE City Manager/CEO Derrick introduced and read this bill by title. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, TO AMEND SECTION 4.05.130 – APARTMENT HOUSE OR APARTMENT COMPLEX OF TITLE 4 – BUSINESS REGULATIONS AND LICENSES - OF THE HENDERSON MUNICIPAL CODE. Michael Cathcart, Business Operations Manager, provided an overview of this item. He stated that this Henderson Municipal Code revision would add a requirement for multi-family housing establishments to designate a property manager, and that the manager must attend a landlord training program. Mr. Cathcart advised that the program is offered by the Henderson Police Department (HPD) and the Las Vegas Metropolitan Police Department (LVMPD), and that it is free of charge. Responding to a question by Mayor March regarding how often training occurs, Mr. Cathcart said, if approved, they would have trainings as often as possible within the first 180 days of the Code revision. Steven Brown, HPD Police Officer, informed the Council that the course is offered monthly between LVMPD and HPD. In addition, Mr. Brown said that the property manager may take the training through LVMPD or Clark County, and it would be valid for the City of Henderson. Councilwoman Schroder inquired if other jurisdictions in Southern Nevada require multi-family property managers to have landlord training. Mr. Cathcart stated that Clark County and City of Las Vegas do require this training. Patti Jesinoski, 89011, stated she is opposed to this project, and expressed concerns regarding property values in the area, along with traffic congestion along Lake Mead Parkway. A discussion ensued regarding the Lake Las Vegas community, and Councilwoman Schroder noted residents support the Rainbow Canyon development. (Motion) Councilman Dan H.
