CITY OF HENDERSON CITY COUNCIL MINUTES COMMITTEE MEETING Tuesday, October 16, 2018 I. CALL TO ORDER Mayor March called the Committee Meeting to order at 5:45 p.m., in the City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015. Mayor March announced this meeting is being video recorded and streamed live over the Internet. II. CONFIRMATION OF POSTING AND ROLL CALL The City Clerk confirmed the Committee Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. ITEMS OF BUSINESS C-1 BILL NO. 3269 ZOA-18-001462 – DEVELOPMENT CODE UPDATE DEVELOPMENT AND DESIGN STANDARDS TO ADDRESS OFFSTREET PARKING REQUIREMENTS AND PARKING LOT LANDSCAPE AND DESIGN COMMUNITY DEVELOPMENT AND SERVICES City Manager Derrick introduced and read this bill by title. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, TO AMEND TITLE 19 OF THE HENDERSON MUNICIPAL CODE – HENDERSON DEVELOPMENT CODE - BY AMENDING PORTIONS OF SECTIONS OF CHAPTERS 19.5 AND 19.7 TO ADDRESS MINIMUM PARKING REQUIREMENTS AND PARKING LOT LANDSCAPE AND DESIGN. Annamarie Smith, Planner, and Andrew Roether, Principal Planner, reviewed the following PowerPoint slides: Supporting Plans, Methodology and Outreach, and Proposed Changes. Councilwoman Schroder said she likes that the parking spaces are closer and more convenient for residents. Responding to questions, Mr. Roether explained that the code provides flexibility to do infill development by lowering some of the requirements to address areas that are overparked. Councilman Shaw noted the importance of ensuring parking requirements are appropriate for new types of developments and employment centers. Mr. Roether replied that high densities of people working in office buildings will be considered in parking requirements. C-2 BILL NO. 3270 DEV-2018000450 SECOND AMENDED AND RESTATED UNION VILLAGE DEVELOPMENT AGREEMENT APPLICANT: COMMUNITY DEVELOPMENT AND SERVICES, UNION VILLAGE, LLC City Manager Derrick introduced and read this bill by title. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, ADOPTING A MAJOR MODIFICATION TO AMEND AND RESTATE THAT CERTAIN AMENDED AND RESTATED DEVELOPMENT AGREEMENT BETWEEN THE CITY OF HENDERSON, VALLEY HEALTH SYSTEM, LLC, AND UNION VILLAGE, LLC, FOR THE DEVELOPMENT OF APPROXIMATELY 155 ACRES GENERALLY LOCATED NORTHWEST OF GIBSON ROAD AND GALLERIA DRIVE IN THE EASTSIDE REDEVELOPMENT AREA AND MIDWAY PLANNING AREA, TO ADDRESS CERTAIN ADMINISTRATIVE ISSUES AND CLERICAL REVISIONS AND TO MODIFY REQUIREMENTS FOR BILLBOARDS AND THE MASTER SIGN PLAN. Michael Tassi, Director of Community Development and Services, presented a summary of this item. He noted a memorandum in the backup material dated October 15, 2018, that addresses changes made to the bill at the request of Valley Health Systems, after it was read into title at the last meeting. The clean copy of the final version is attached to that memorandum. Responding to a question by Councilman Shaw regarding a signage issue, Mr. Tassi confirmed that staff is still working with parties to dress up the signs per the Master Sign Plan. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, APPROVING AN AMENDMENT AND MINOR MODIFICATION TO THE AMENDED AND RESTATED DEVELOPMENT AGREEMENT AND AMENDMENT TO THE PARK AGREEMENT, EACH FOR THE INSPIRADA PLANNED COMMUNITY, GENERALLY LOCATED SOUTH OF THE INTERSECTION OF VOLUNTEER BOULEVARD AND EXECUTIVE AIRPORT DRIVE IN SOUTHWEST HENDERSON, TO ADD ASSESSOR’S PARCEL NO. 191-22-511-002, TOTALING APPROXIMATELY 5.5 ACRES, INTO THE BOUNDARY OF THE PLANNED COMMUNITY FOR DEVELOPMENT AS A PUBLIC PARK AND PRIVATE POOL, GENERALLY LOCATED NORTHWEST OF THE INTERSECTION OF VIA INSPIRADA AND VIA CENTRO, IN THE WEST HENDERSON PLANNING AREA. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON CONCERNING THE PECOS ROBINDALE NEIGHBORHOOD IMPROVEMENT DISTRICT, PROVIDING FOR PAYMENT OF THE COSTS AND EXPENSES OF THE PROJECT TO IMPROVE AND MAINTAIN PERIMETER LANDSCAPING, AND ASSESSING THE COST OF SUCH IMPROVEMENTS, MAINTENANCE AND RELATED EXPENSES AGAINST THOSE PROPERTIES IN THE DISTRICT.
