CITY OF HENDERSON CITY COUNCIL MINUTES COMMITTEE MEETING Tuesday, September 3, 2019 I. CALL TO ORDER Mayor Pro Tem Shaw called the Committee Meeting to order at 5:45 p.m., in the City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015. Mayor Pro Tem Shaw announced the meeting is being video recorded and streamed live over the Internet. II. CONFIRMATION OF POSTING AND ROLL CALL The City Clerk confirmed the Committee Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List and Email List. ACCEPTANCE OF AGENDA (Motion) Councilman Dan H. Stewart moved to accept the agenda as presented. The roll call vote favoring passage was: Those voting aye: John F. Marz, Dan K. Shaw, Dan H. Stewart, and Michelle Romero. Those voting nay: None. Those absent: Debra March. Those abstaining: None. Mayor Pro Tem Shaw declared the motion carried. IV. ITEMS OF BUSINESS C-1 BILL NO. 3360 ZCA-201100286-A6 RAINBOW CANYON AT LAKE LAS VEGAS APPLICANT: COMMUNITY DEVELOPMENT AND SERVICES, RAINTREE INVESTMENTS, LLC City Manager/CEO Derrick introduced and read this bill by title. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, AMENDING ORDINANCE NO. 2870, THE ZONING MAP, TO RECLASSIFY CERTAIN REAL PROPERTY WITHIN THE CITY LIMITS OF THE CITY, DESCRIBED AS A PORTION OF SECTIONS 14, 15 AND 22, TOWNSHIP 21 SOUTH, RANGE 63 EAST, M.D.M., CLARK COUNTY, NEVADA, GENERALLY LOCATED ON THE NORTH END OF LAKE LAS VEGAS PARKWAY AND MONTELAGO BOULEVARD, IN THE LAKE LAS VEGAS PLANNING AREA, AMENDING A ZONE CHANGE/MASTER PLAN TO REPLACE CONDITION 33 WITH A NEW CONDITION OF APPROVAL REGARDING UNIT COUNT CALCULATION. Michael Tassi, Community Development and Services Director, presented a summary of this item and stated staff recommends referral. (Motion) Councilwoman Michelle Romero moved to refer Bill No. 3360 to the Regular Meeting with a do-pass recommendation. The roll call vote favoring passage was: Those voting aye: John F. Marz, Dan K. Shaw, Dan H. Stewart, and Michelle Romero. Those voting nay: None. Those absent: Debra March. Those abstaining: None. Mayor Pro Tem Shaw declared the motion carried. The Mayor reserves the right to hear agenda items out of order, combine two or more agenda items for consideration, remove an item from the agenda, or delay discussion relating to an item on the agenda at any time. Public comment will be taken on each agenda item as it is heard. If you desire to provide public comment on an agenda item, please complete a yellow speaker card and submit it to the City Clerk prior to the item being heard. Individuals speaking on an item will be limited to three (3) minutes and spokespersons for a group will be limited to ten (10) minutes. The Mayor/Chair reserves the right to curtail abusive, offensive, inflammatory or repetitive comments that disrupt, disturb or otherwise impede the orderly conduct of the Council meeting. In addition, any person willfully disrupting the meeting may be removed from the room by the presiding officer. See, NRS 241.030(4)(a). Examples of disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause, heckling, name calling, use of profanity, personal attacks, physical intimidation, threatening use of physical force, assault, battery, or any other acts intended to impede the meeting or infringe on the rights of the Henderson City Council, City staff, or meeting participants.
