COMMITTEE MEETING
Tuesday, October 1, 2019
I. CALL TO ORDER
Mayor March called the Committee Meeting to order at 5:46 p.m., in the
City Council Chambers, City Hall, 240 Water Street, Henderson, Nevada 89015.
Mayor March announced the meeting is being video recorded and will be
available for viewing on the City of Henderson website tomorrow.
II. CONFIRMATION OF POSTING AND ROLL CALL
The City Clerk confirmed the Committee Meeting had been noticed in
compliance with the Open Meeting Law by posting the Agenda three working
days prior to the meeting at City Hall, the Multigenerational Center, the Whitney
Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice
Website, the City of Henderson Website, and by mailing and emailing a copy of
the Agenda to everyone appearing thereon on the Agenda Master Mailing List
and Email List.

III. ACCEPTANCE OF AGENDA
(Motion)
Councilman Dan H. Stewart moved to accept the agenda as presented.
The roll call vote favoring passage was: Those voting aye: Debra March,
Michelle Romero, and Dan H. Stewart. Those voting nay: None. Those
absent: John F. Marz and Dan K. Shaw. Those abstaining: None.
Mayor March declared the motion carried.

APPLICANT: COMMUNITY DEVELOPMENT AND SERVICES,

City Manager/CEO Derrick introduced and read this bill by title.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON,
NEVADA, AMENDING ORDINANCE NO. 2870, THE ZONING MAP, TO
RECLASSIFY CERTAIN REAL PROPERTY WITHIN THE CITY LIMITS OF
THE CITY, DESCRIBED AS A PORTION OF SECTION 10, TOWNSHIP 23
SOUTH, RANGE 61 EAST, M.D.M., CLARK COUNTY, NEVADA, LOCATED
AT THE SOUTHEAST CORNER OF BERMUDA ROAD AND
EAST WELPMAN WAY, IN THE WEST HENDERSON PLANNING AREA, TO
APPLY CITY OF HENDERSON RS-8 (LOW-DENSITY RESIDENTIAL)
ZONING DESIGNATION TO 7.5 ACRES OF PROPERTY WITH NO
ESTABLISHED ZONING.
Michael Tassi, Community Development and Services Director, presented a
summary of this item.
(Motion)
Councilwoman Michelle Romero moved to refer Bill No. 3369 to the
Regular Meeting with a do-pass recommendation.
The roll call vote favoring passage was: Those voting aye: Debra March,
Michelle Romero, and Dan H. Stewart. Those voting nay: None. Those
absent: John F. Marz and Dan K. Shaw. Those abstaining: None.

V. PUBLIC COMMENT
Tim Thomas, 89015, and Peter Federowicz, 89002, orchestra teachers from
Basic Academy of International Studies, said their school received a $70,000.00
grant from the Redevelopment Agency which funded several new instruments
for their music program. They expressed gratitude and thanked the City for
supporting education.
VI. ADJOURNMENT
There being no further business to come before the Council, Mayor March, in
concurrence with the Council, adjourned the Committee Meeting at 5:49 p.m.

NOTICE

interpreter or services necessary for effective communication for qualified persons with

scheduled meeting. Listening devices are available for persons with hearing impairments.

The Mayor reserves the right to hear agenda items out of order, combine two or more
agenda items for consideration, remove an item from the agenda, or delay discussion
relating to an item on the agenda at any time.
Public comment will be taken on each agenda item as it is heard. If you desire to provide
public comment on an agenda item, please complete a yellow speaker card and submit it to
the City Clerk prior to the item being heard. Individuals speaking on an item will be limited to
three (3) minutes and spokespersons for a group will be limited to ten (10) minutes. The
Mayor/Chair reserves the right to curtail abusive, offensive, inflammatory or repetitive
comments that disrupt, disturb or otherwise impede the orderly conduct of the Council
meeting. In addition, any person willfully disrupting the meeting may be removed from the
room by the presiding officer. See, NRS 241.030(4)(a). Examples of disruptive conduct
include, without limitation, yelling, stamping of feet, whistles, applause, heckling, name
calling, use of profanity, personal attacks, physical intimidation, threatening use of physical
force, assault, battery, or any other acts intended to impede the meeting or infringe on the
rights of the Henderson City Council, City staff, or meeting participants.
