CITY OF HENDERSON CITY COUNCIL MINUTES COMMITTEE MEETING Tuesday, August 1, 2023 I. CALL TO ORDER (Minutes/Discussion) Mayor Michelle Romero called the Committee Meeting to order at 3:45 p.m., in the City Council Chambers, City Hall, 240 South Water Street, Henderson, Nevada 89015. Mayor Romero said to make it easier for residents to voice their comments, there will be two public comment periods, one at the beginning of the meeting, designated for comments related to items on the agenda, and one at the end of the meeting, for general public comment. Mayor Romero stated the meeting is being video recorded and streamed live to the Internet and on YouTube. II. Lisa Corrado, Community Development and Services Director, provided a summary of this item. Andrew Powell, Planning Manager, explained the timeline constraints and regulations for redistricting ward lines as laid out in the City Charter. He displayed maps of each option noting the affected precincts and future development and population projections. He reviewed the benefits and drawbacks of each option and stated staff supports both options; however they believe Option 1 is the best option to account for future growth. Mayor Michelle Romero asked if there was anyone from the public wishing to speak. Daniel Eskue, 89011, spoke in favor of Option 2 and stated the decision should be tabled to allow for a public forum with more public outreach for transparency. Jeff Crampton, 89074, spoke in favor of Option 2 and stated there may be additional options. He said ward specific voting adds a different context to the redistricting of wards. Henderson City Council Committee Meeting Page 6 of 9 Tuesday, August 1, 2023 - Minutes Mayor Michelle Romero said according to the Henderson City Charter, ward boundaries must be changed whenever the population in any ward exceeds another by more than five percent. She stated this is a standard process which is done approximately every two years based on recommendations by City planning professionals and without Council interference. She stated the creation of maps to prioritize self-interest and protect territory could be perceived as an effort to influence future election outcomes. She said even the appearance of gerrymandering is a serious issue, which can result in lawsuits or the loss of trust from constituents. She asked the Council to select the option they feel best meets the criteria set forth by staff. Responding to questions by Councilwoman Carrie Cox regarding the creation of a third option, Mr. Powell stated there was a rough draft created of another option; however, the two options brought to Council were considered the two best options by staff. Councilwoman Carrie Cox said the residents should come first and noted the public comment received on the item. She stated her reasons for supporting Option 2 include future growth, natural dividing roads, and keeping neighborhoods together. Louie Valdez, City Clerk, reviewed the deadlines for redistricting prior to the 2024 election and the timeline if the item were to be re-noticed. Responding to the question of Councilman Jim Seebock regarding the benefits of Option 1, Mr. Powell stated Option 1 does a better job of balancing the wards, keeps communities of interest together, and decreases the likelihood of needing to redistrict again within the next two years. Additionally, Mr. Powell provided clarification on how communities of interest are determined. Councilman Dan H. Stewart stated this process is a common occurrence in the City and is best left in the hands of City professionals who understand the patterns of growth. He said he was disappointed that this devolved into a political issue and stated that while each Councilmember has a responsibility to the constituents in their ward, they also have a responsibility to the residents of Henderson as a whole. He advised that the Council remain vigilant going forward so as not to fall into a ward-based mindset. Councilman Dan K. Shaw said he agreed with Councilman Stewart’s comments and supports letting the professionals recommend the best option. He stated, historically, the Lake Las Vegas area was in Ward 1, so he does not believe the residents would feel opposition to Option 1. Henderson City Council Committee Meeting Page 7 of 9 Tuesday, August 1, 2023 - Minutes Councilwoman Cox said she agreed with not politicizing the issue and respects the efforts of staff; however, she believes the opinions of residents should be considered as this issue affects them. Responding to a question by Mayor Romero regarding how many precincts are disrupted in each option, Mr. Powell provided a summary of the number of precincts and residents that would be affected in each option. Nick Vaskov, City Attorney, provided context and clarification for different motion outcomes based on the discussion of the Councilmembers.
