CITY OF HENDERSON CITY COUNCIL MINUTES COMMITTEE MEETING Tuesday, October 3, 2023 I. CALL TO ORDER (Minutes/Discussion) Mayor Michelle Romero called the Committee Meeting to order at 3:45 p.m., in the City Council Chambers, City Hall, 240 South Water Street, Henderson, Nevada 89015. Mayor Romero said to make it easier for residents to voice their comments, there will be two public comment periods, one at the beginning of the meeting, designated for comments related to items on the agenda, and one at the end of the meeting, for general public comment. Mayor Romero stated the meeting is being video recorded and streamed live to the Internet and on YouTube. II. CONFIRMATION OF POSTING (Minutes/Discussion) Kristin Harrell, City Clerk Operations Manager, confirmed the Committee Meeting had been noticed in compliance with the Nevada Open Meeting Law. III. ROLL CALL Present and responding to roll call were the following: Michelle Romero, Mayor Carrie Cox, Councilwoman Jim Seebock, Councilman Dan K. Shaw, Councilman Dan H. PUBLIC COMMENT (Minutes/Discussion) There were no public comments presented. V. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Councilman Dan H. Stewart moved to accept the agenda, as presented. (Vote) The roll call vote favoring passage was: Those voting aye: Mayor Michelle Romero, Councilwoman Carrie Cox, Councilman Jim Seebock, Councilman Dan K. Shaw, Councilman Dan H. Stewart. Those voting nay: (None). Those absent: (None). Those abstaining: (None). Result: Pass. VI. ITEMS OF BUSINESS 1 BILL NO. 3746 AUTHORIZING ISSUANCE AND SALE OF GENERAL OBLIGATION VARIOUS PURPOSE BONDS CMTS NUMBER(S): N/A FINANCE DEPARTMENT AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA PROVIDING FOR THE ISSUANCE OF GENERAL OBLIGATION (LIMITED TAX) TAXABLE VARIOUS PURPOSE BONDS (ADDITIONALLY SECURED BY PLEDGED REVENUES), SERIES 2023A-1 IN THE MAXIMUM AGGREGATE PRINCIPAL AMOUNT OF $34,000,000.00 AND GENERAL OBLIGATION (LIMITED TAX) TAX-EXEMPT VARIOUS PURPOSE BONDS (ADDITIONALLY SECURED BY PLEDGED REVENUES), SERIES 2023A-2 IN THE MAXIMUM AGGREGATE PRINCIPAL AMOUNT OF $26,000,000.00 (FOR A COMBINED MAXIMUM AGGREGATE PRINCIPAL OF $60,000,000.00); AND PROVIDING THE FORM, TERMS AND CONDITIONS THEREOF AND COVENANTS RELATING TO THE PAYMENT OF SAID BONDS. Strategic Priority: Economic Vitality (Minutes/Discussion) Robert Herr, Assistant City Manager/CIO, introduced and read this bill by title. (Vote) The roll call vote favoring passage was: Those voting aye: Mayor Michelle Romero, Councilwoman Carrie Cox, Councilman Jim Seebock, Councilman Dan K. Shaw, Councilman Dan H. Stewart. Those voting nay: (None). Those absent: (None). Those abstaining: (None). Result: Pass. VII. PUBLIC COMMENT (Minutes/Discussion) There were no public comments presented. VIII. Individuals will be limited to three (3) minutes and spokespersons for a group will be limited to ten (10) minutes at the discretion of the Mayor/Chair. The Mayor/Chair reserves the right to curtail abusive, offensive, inflammatory, or repetitive comments that disrupt, disturb, or otherwise impede the orderly conduct of the meeting.
