CITY OF HENDERSON CITY COUNCIL MINUTES COMMITTEE MEETING Wednesday, November 6, 2024 I. CALL TO ORDER (Minutes/Discussion) Mayor Michelle Romero called the Committee Meeting to order at 3:45 p.m., in the City Council Chambers, City Hall, 240 South Water Street, Henderson, Nevada 89015. Mayor Romero said to make it easier for residents to voice their comments, there will be two public comment periods, one at the beginning of the meeting, designated for comments related to items on the agenda, and one at the end of the meeting, for general public comment. Mayor Romero stated the meeting is being video recorded and streamed live to the Internet and on YouTube. II. CONFIRMATION OF POSTING (Minutes/Discussion) Jose Luis Valdez, City Clerk, confirmed the Committee Meeting had been noticed in compliance with the Nevada Open Meeting Law III. ROLL CALL Present and responding to roll call were the following: Michelle Romero, Mayor Carrie Cox, Councilwoman Jim Seebock, Councilman Dan K. Shaw, Councilman Dan H. PUBLIC COMMENT There were no public comments presented. V. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Councilman Dan H. Stewart moved to accept the agenda as amended. Items 1 and 2 were opened together and voted on separately. (Vote) The roll call vote favoring passage was: Those voting aye: Mayor Michelle Romero, Councilwoman Carrie Cox, Councilman Jim Seebock, Councilman Dan K. Shaw, Councilman Dan H. Stewart. Those voting nay: (None). Those absent: (None). Those abstaining: (None). Result: Pass. VI. ITEMS OF BUSINESS 1 BILL NO. 3800 AMEND HENDERSON MUNICIPAL CODE CHAPTER 11.03 – OBSTRUCTIONS OR ENCROACHMENTS WITHIN CITY RIGHTS-OF-WAY CMTS NUMBER(S): N/A COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT PUBLIC WORKS DEPARTMENT AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, TO AMEND THE HENDERSON MUNICIPAL CODE CHAPTER 11.03, SECTION 11.03.010 – OBSTRUCTIONS OR ENCROACHMENTS WITHIN CITY RIGHTS-OF-WAY. (Minutes/Discussion) Stephanie Garcia-Vause, Assistant City Manager/CSO, introduced and read this bill by title. Ian Massy, Public Response Manager, provided information regarding the proposed changes. (Motion) Councilman Jim Seebock moved to refer Bill No. 3800 to the Regular Meeting of November 6, 2024, with a do-pass recommendation. Result: Pass. 2 BILL NO. 3801 AMEND HENDERSON MUNICIPAL CODE CHAPTER 10.06 - PARKING REGULATIONS ADOPTED CMTS NUMBER(S): N/A COMMUNITY DEVELOPMENT AND SERVICES DEPARTMENT PUBLIC WORKS DEPARTMENT AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA, TO AMEND HENDERSON MUNICIPAL CODE CHAPTER 10.06 – PARKING REGULATIONS ADOPTED TO ADD RESTRICTIONS AND ADMINISTRATIVE ENFORCEMENT PROVISIONS REGARDING THE PARKING OF COMMERCIAL AND RECREATIONAL VEHICLES. (Minutes/Discussion) Stephanie Garcia-Vause, Assistant City Manager/CSO, introduced and read this bill by title. Ian Massy, Public Response Manager, provided information regarding the proposed changes. Responding to a question asked by Mayor Michelle Romero, Mr. Massey stated the proposed changes would take effect immediately. Councilwoman Carrie Cox expressed her concerns about this bill negatively affecting the snowbirds and retirees. (Motion) Councilwoman Carrie Cox moved to Refer Bill No. 3801, excluding Section 2, to the Regular Meeting of November 6, 2024, with a do-pass recommendation. (Vote) The roll call vote favoring passage was: Those voting aye: Mayor Michelle Romero, Councilwoman Carrie Cox, Councilman Jim Seebock, Councilman Dan K. Shaw, Councilman Dan H. Stewart. Henderson City Council Committee Meeting Page 4 of 5 Wednesday, November 6, 2024 - Minutes 3 BILL NO. 3802 AMEND HENDERSON MUNICIPAL CODE CHAPTER 5.17 - SOLID WASTE MANAGEMENT CMTS NUMBER(S): N/A PUBLIC WORKS DEPARTMENT AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HENDERSON, NEVADA TO AMEND HENDERSON MUNICIPAL CODE CHAPTER 5.17 - SOLID WASTE MANAGEMENT OF TITLE 5 - HEALTH AND SANITATION. (Minutes/Discussion) Stephanie Garcia-Vause, Assistant City Manager/COO, introduced and read this bill by title. Lance Olson, Director of Public Works, provided information regarding the proposed amendments and answered questions from the Council. (Motion) Councilman Dan H. Stewart moved to refer Bill No. 3802 to the Regular Meeting of November 6, 2024, with a do-pass recommendation. (Vote) The roll call vote favoring passage was: Those voting aye: Mayor Michelle Romero, Councilwoman Carrie Cox, Councilman Jim Seebock, Councilman Dan K. Shaw, Councilman Dan H. Stewart.
