CA-2 COOPERATIVE AGREEMENTS NEVADA DEPARTMENT OF TRANSPORTATION CMTS NO. 131-11-EN-001-001 PUBLIC WORKS DEPARTMENT For Possible Action. RECOMMENDATION: Approve Authorization for City Manager to execute cooperative agreements with the Nevada Department of Transportation (NDOT) for Congestion Mitigation Air Quality (CMAQ) Transportation Projects. City Council Regular Meeting Page 3 of 11 Tuesday, April 3, 2012 - Agenda CA-3 PROFESSIONAL SERVICES AGREEMENT THIRD PARTY CONSTRUCTION MANAGEMENT CONSULTING SERVICES CMTS NO. 131-11-PR-046-004 PUBLIC WORKS DEPARTMENT For Possible Action. RECOMMENDATION: Ratify Ratify staff action approving third party construction management consulting services between the City of Henderson and Jacobs Engineering Group, Inc., for construction of the Cornerstone Park and the Arroyo Grande Park Renovation Project, in the amount of $152,971.00. CA-4 INTERLOCAL AGREEMENT BUS STOP SIGN INSTALLATION CMTS NO. 131-12-ES-004 PUBLIC WORKS DEPARTMENT For Possible Action. RECOMMENDATION: Approve Interlocal Agreement by and between the City of Henderson, City of Boulder City, City of Las Vegas, City of Mesquite, City of North Las Vegas and County of Clark, collectively referred to as Member Entities, and the Regional Transportation Commission (RTC) of Southern Nevada for reimbursement to Member Entities for the cost of bus stop sign installation, removal or replacement. CA-5 FIRST AMENDMENT TO LAND PURCHASE AND SALE AGREEMENT UNION VILLAGE, LLC NORTHEAST CORNER OF US 93/95 AND GALLERIA DRIVE ECONOMIC DEVELOPMENT/REDEVELOPMENT For Possible Action. RECOMMENDATION: Approve Amend the Land Purchase and Sale Agreement with Union Village, approved by the Henderson City Council on June 14, 2011, to extend the closing date of escrow by four months to August 13, 2012. The approximately 150.72 net acres is located at the northeast corner of US 93/95 and Galleria Drive. City Council Regular Meeting Page 4 of 11 Tuesday, April 3, 2012 - Agenda CA-6 AMENDMENT NO. 1 LIFT STATIONS EASEMENT AND TRANSFER AGREEMENT CMTS NO. 124-12-U9019-002 DEPARTMENT OF UTILITY SERVICES For Possible Action. RECOMMENDATION: Approve Amendment to Lake Las Vegas Lift Stations Easement and Transfer Agreement between the City of Henderson, Lake Las Vegas Joint Venture, LLC (LLVJV), and Lake Las Vegas SouthShore Residential Community Association, Inc. (Association), whereby the City will assume ownership of the Association lift stations and receive quarterly payments from the Association in the amount of $25,000.00 to total two million dollars ($2,000,000.00). CA-7 EQUIPMENT PURCHASE COMPUTER NETWORKING HARDWARE CMTS NO. 124-12-U0009-006 DEPARTMENT OF UTILITY SERVICES For Possible Action. RECOMMENDATION: Approve Purchase of computer networking hardware for the Supervisory Control and Data Acquisition (SCADA) Master Plan Program Implementation Project from Mountain States Networking, under NRS 332.115, Contracts Not Adapted to Award by Competitive Bidding, in the amount of $67,443.40. CA-8 GRANT AWARD SOUTHERN NEVADA CHAPTER - INTERNATIONAL CODE COUNCIL GRANT FREE TODDLER SWIM LESSONS CMTS NO. 411-12-REC-257 PARKS AND RECREATION For Possible Action. RECOMMENDATION: Accept Accept a grant from the Southern Nevada Chapter - International Code Council (SN-ICC) for the City of Henderson to provide free toddler swim lessons in the amount of $1,500.00. RECOMMENDATION: Approve Job description for Office Support Assistant and wage assignment to range 320 of the Teamsters Clerical/Technical Wage Schedule, $13.100 to $15.000/hour. CA-10 AMEND STAFF COMPLEMENT ADD THREE (3) ASSISTANT POOL MANAGERS DELETE TWO (2) AQUATICS SUPERVISORS DEPARTMENT OF HUMAN RESOURCES For Possible Action. RECOMMENDATION: Approve Amend the Parks and Recreation staff complement by adding three (3) Assistant Pool Managers and deleting two (2) Aquatics Supervisors, effective April 16, 2012, providing a cost savings to the general fund of $7,164.53 for the remainder of fiscal year 2011/2012 and full year cost savings of $34,389.72. CA-11 AMEND STAFF COMPLEMENT ADD ONE (1) CITY ATTORNEY INVESTIGATOR DELETE ONE (1) LEGAL SUPPORT SPECIALIST DEPARTMENT OF HUMAN RESOURCES For Possible Action. RECOMMENDATION: Approve Amend the City Attorney staff complement by adding one (1) City Attorney Investigator and deleting one (1) Legal Support Specialist effective April 16, 2012, resulting in a cost savings of $810.14 for the remainder of fiscal year 2011/2012, and full year savings of $3,888.66. RECOMMENDATION: Accept with condition Acceptance of right-of-way ROW-019-12, for the connection of the Lake Mead Parkway Trail to the River Mountain Loop Trail in Section 34, Township 21 South, Range 63 East, M.D.M., generally located northeast of Lake Mead Parkway and Golda Way in the Foothills and Lake Las Vegas Planning Area. RECOMMENDATION: Accept with condition Acceptance of real property RP-002-12, of Parcel 2 of File 118, Page 25 of Parcel Maps for the Horizon Crest (formerly known as Mission View) Park in the Southeast Quarter of Section 30, Township 22 South, Range 62 East, M.D.M., generally located southwest of Horizon Ridge Parkway and Green Valley Parkway in the MacDonald Ranch Planning Area. RECOMMENDATION: Accept with condition Acceptance of real property RP-003-12, of Parcel 20-2B of Book 142, Page 64 of Plats (SouthShore Parcels 20 and 24) for Lift Station 19 in the Northwest Quarter of Section 23, Township 21 South, Range 63 East, M.D.M., generally located northeast of Lake Las Vegas Parkway and Grand Mediterra Boulevard in the Lake Las Vegas Planning Area. RECOMMENDATION: Approve with condition Rezone from Clark County Zoning (CNTY and CNTY-AE) to PS-AE (Public/Semipublic with Airport Environs Overlay) on 50 acres, generally located northeast of Bermuda Road and Liberty Heights Avenue, in the Westgate Planning Area.
