RECOMMENDATION: Accept Grant Award from the State of Nevada, Office of Public Safety, Office of Traffic Safety, Joining Forces 2015 Grant for the City of Henderson Police Department to continue statewide, multi-jurisdictional traffic enforcement events that focus on reducing fatalities and serious injury accidents in Nevada, and to enforce safety belt, child safety seat, speed enforcement, pedestrian safety and DUI laws, in the amount of $107,500.00. CA-7 GRANT AWARD BLACK MOUNTAIN SENIOR NUTRITION PROGRAM FUNDING SOURCE: PARKS AND RECREATION GENERAL FUND CMTS NO. 17460, 17461 PUBLIC WORKS, PARKS AND RECREATION For Possible Action. RECOMMENDATION: Ratify Ratify the grant award from the State of Nevada, Aging and Disability Services Division for the Black Mountain Senior Nutrition Program for homebound and congregate meals in the amount of $511,761.00, and the City required matching funds in the amounts of $42,268.00 for the home delivered meals and $47,053.00 for the congregate meals. CA-8 GRANT AWARD BLACK MOUNTAIN SENIOR NUTRITION PROGRAM FUNDING SOURCE: PARKS AND RECREATION GENERAL FUND CMTS NO. 17465 PUBLIC WORKS, PARKS AND RECREATION For Possible Action. RECOMMENDATION: Ratify Ratify the grant award from the State of Nevada, Aging and Disability Services Division for the Black Mountain Senior Nutrition Program for equipment in the amount of $16,413.00, and the City required matching funds in the amount of $2,897.00. RECOMMENDATION: Award to Paso Robles Tank, Inc. Award Contract No. 2014-78-0017, Reservoir 3A Rehabilitation Project to Paso Robles Tank, Inc. with a submitted bid amount of $915,270.00., approve a Budget Augmentation in the amount of $1,140,270.00 for the project budget, authorize the City Manager to execute the contract for the City, and authorize the Director and/or her designee to execute associated change orders within the approved project budget. RECOMMENDATION: Approve Interlocal agreement between the City of Henderson, County of Clark, the City of Las Vegas, the City of North Las Vegas, and the City of Boulder City, to share funding of regional homeless coordination and inclement weather shelter efforts, with the City of Henderson’s portion of the shared funding to be in the amount of $120,979.72. CA-13 AGREEMENT GOVERNMENT RELATIONS (LEGISLATIVE LOBBYIST SERVICES) THE PERKINS COMPANY FUNDING SOURCE: INTERGOVERNMENTAL RELATIONS CMTS NOS. 17413 INTERGOVERNMENTAL RELATIONS For Possible Action. RECOMMENDATION: Approve Agreement between the City of Henderson and The Perkins Company for Government Relations (legislative lobbyist services) for the period of November 1, 2014, through October 31, 2016, in the amount of $114,000.00, annually for a total amount not to exceed $228,000.00. RECOMMENDATION: Approve Agreement between the City of Henderson and the State of Nevada, State Historic Preservation Office to allow the City to conduct a Historic Resources Survey which will be paid for in part by a 2015 Historic Preservation Funds (Federal Grant) in the amount of $6,300.00 and a City of Henderson General Fund salaries match in the amount of $4,200.00, and authorize the department director to execute the agreement. RECOMMENDATION: Approve Retainer Agreement for Legal Services with Snell and Wilmer, L.L.P. for the term of three years beginning October 7, 2014, and continuing through October 6, 2017, and authorize the City Manager to execute the agreement. RECOMMENDATION: Approve First Amendment to the Land Purchase and Sale Agreement between the City of Henderson and South 15 Partners, LLC, originally approved by Henderson City Council on February 19, 2013, removing 10 acres from the property to be acquired by developer, extending the closing dates for purchase of the balance of the property to October 15, 2015, and October 15, 2016, permitting earlier purchase of portions of the subject property, providing for the execution and recording of an amendment to the deed of trust securing developer's obligations to allow for partial releases of the encumbered property, and other revisions as outlined in the amendment, and authorize the City Manager on behalf of the City to approve requests by developer to purchase portions of the property prior to October 15, 2015, and October 15, 2016, as set forth in the amendment. CA-17 AMENDMENT NO. 2 ADJUSTMENT OF UTILITY FACILITIES AGREEMENT STATE OF NEVADA - DEPARTMENT OF TRANSPORTATION FUNDING SOURCE: WATER FUNDS AND SEWER FUNDS CMTS NO. 15044 DEPARTMENT OF UTILITY SERVICES For Possible Action. RECOMMENDATION: Approve Amendment No. 2 to the agreement for Adjustment of Utility Facilities between the City of Henderson and the State of Nevada Department of Transportation (NDOT) for reimbursement of construction costs associated with NDOT Project DE-NH-MG-093-1(010) in the amount of $885,345.00, for an estimated total construction cost of $2,605,750.00.
