RECOMMENDATION: Award to First Choice Tree Service, Inc. Award Invitation for Bids (IFB) 104-17 Tree Trimming Services to First Choice Tree Service, Inc., in the estimated amount of $70,000.00 annually for two (2) years with three (3) one-year renewal periods, and authorize the City Manager to execute the contract and subsequent amendments. CA-7 NOTICE OF SALE OF PROPERTIES FOR DELINQUENT ASSESSMENTS LOCAL IMPROVEMENT DISTRICT (LID) T-12 FINANCE DEPARTMENT For Possible Action. RECOMMENDATION: Approve Notice of Sale of Properties for Delinquent Assessments in Local Improvement District (LID) T-12; set the date of the sale for April 25, 2017, accelerate the assessment amounts due on parcels with residential dwelling units and not accelerate on parcels that do not have residential dwelling units. CA-15 LETTER OF AGREEMENT HEALTH PLAN OF NEVADA, INC. CMTS NO. 19449 FIRE DEPARTMENT For Possible Action. RECOMMENDATION: Approve Letter of agreement between the City of Henderson (“City”) and Health Plan of Nevada, Inc., to enable the City to receive enhanced Medicaid payments for the provision of emergency transportation, ground ambulance services. CA-16 TALENT AGREEMENT HUNTSMAN ENTERTAINMENT CMTS NO. 19425 PUBLIC WORKS, PARKS AND RECREATION For Possible Action. RECOMMENDATION: Approve Agreement between the City of Henderson and Huntsman Entertainment to provide producer services for the performance of “Disney’s Little Mermaid”, to be held at the Henderson Pavilion March 24, 25 and 31, 2017, and April 1, 2017, with the option to add two shows on March 26 and April 2, 2017, based on ticket sales, in the total amount of $62,475.00, and authorize the City Manager to execute the agreement for the City. RECOMMENDATION: Approve Participating Provider Agreement for Ancillary Services between the City of Henderson and Amerigroup Nevada, Inc. to enable the City to receive enhanced Medicaid payments, in addition to the standard established ambulance fee schedule, for the provision of emergency transportation, ground ambulance services. CA-18 FIRST AMENDMENT WILDHORSE GOLF CLUB FACILITY MANAGEMENT AGREEMENT CMTS NO. 16825 PUBLIC WORKS, PARKS AND RECREATION For Possible Action. RECOMMENDATION: Approve First Amendment to Wildhorse Golf Club Facility Management Agreement, allowing Par 4 Golf Management, Inc. and Par 4 at Wildhorse Golf Club L.L.C. to assign their rights and responsibilities under the December 9, 2013, Wildhorse Golf Club Facility Management Agreement and authorize the City Manager to execute the First Amendment to Wildhorse Golf Club Facility Management Agreement. RECOMMENDATION: Approve Assignment and Assumption of Wildhorse Golf Club Facility Management Agreement, allowing Par 4 Golf Management, Inc. and Par 4 at Wildhorse Golf Club L.L.C., to assign, and Elite Golf Management LLC to assume, the manager’s responsibilities under the December 9, 2013, Wildhorse Golf Club Facility Management Agreement, including an estoppel from the existing manager, a description of the logistics of the transition of management services as well as the addition of a capital improvement fund of $1.00 per round of golf played at the Wildhorse Golf Club and authorize the City Manager to execute the consent to Assignment and Assumption of Wildhorse Golf Club Facility Management Agreement. RECOMMENDATION: Approve Intrastate interlocal contract between public agencies between the City of Henderson and the State of Nevada acting by and through the Department of Health and Human Services, the Division of Health Care Financing and Policy (DHCFP) for DHCFP to administer the Emergency Transportation, Ground Ambulance Certified Public Expenditure (CPE) reimbursement for Medicaid Fee For Service (FFS) Program and in support of managed care organization enhanced payments to safety net providers.
