CITY OF HENDERSON CITY COUNCIL MINUTES SPECIAL MEETING Tuesday, December 7, 2021 I. CALL TO ORDER (Minutes/Discussion) Mayor Pro Tem Shaw called the Special Meeting to order at 3:00 p.m., in the City Council Chambers, City Hall, 240 South Water Street, Henderson, Nevada 89015. Mayor Pro Tem Shaw announced due to the termination of the State of Nevada Executive Department Declaration of Emergency Directive 006 as of May 31, 2021, in-person attendance will be allowed consistent with CDC guidelines. However, in accordance with Declaration of Emergency Directive 047, individuals shall be required to cover their nose and mouth with a mask or face covering in a manner consistent with the guidance issued by the CDC, and any subsequent guidance issued by the CDC. He requested residents please check www.cdc.gov for additional information. Mayor Pro Tem Shaw said to make it easier for residents to voice their comments, there will be two public comment periods. There will be one at the beginning of the meeting, designated for comments related to items on the agenda, and one at the end of the meeting, for general public comment. Mayor Pro Tem Shaw said the meeting is being video recorded and streamed live to the Internet and on YouTube. II. CONFIRMATION OF POSTING (Minutes/Discussion) The City Clerk confirmed the Special Meeting had been noticed in compliance with the Nevada Open Meeting Law. Marz, Councilman Michelle Romero, Councilwoman Dan H. Stewart, Councilman Absent: Debra March, Mayor Staff Present: Richard Derrick, City Manager/CEO Jose Luis Valdez, City Clerk Nicholas Vaskov, City Attorney Jim McIntosh, Chief Financial Officer Ed McGuire, Director of Public Works Lisa Corrado, Community Development and Services Director Janet Sandifer, Deputy City Clerk IV. PUBLIC COMMENT (Minutes/Discussion) There were no public comments presented. V. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Dan H. Stewart moved to approve the agenda, as presented (Vote) The roll call vote favoring passage was: Those voting aye: Councilman John F. Marz, Councilwoman Michelle Romero, Mayor Pro Tem Dan K. Shaw, Councilman Dan H. Stewart. Those voting nay: (None). Those absent: Mayor Debra March. Those abstaining: (None). Result: Pass. ITEMS OF BUSINESS 1 OATH OF OFFICE JEREMY COOLEY HENDERSON MUNICIPAL COURT JUDGE, DEPARTMENT II CMTS NUMBER(S): N/A CITY CLERK'S OFFICE The City Clerk will administer an Oath of Office to Jeremy Cooley, Henderson Municipal Court Judge, Department II, to fulfill the unexpired term ending on January 3, 2023. (Minutes/Discussion) Jose Luis Valdez, City Clerk, administered an Oath of Office to Jeremy Cooley, Henderson Municipal Court Judge, Department II, to fulfill the unexpired term ending on January 3, 2023, which was followed by a photo opportunity session and a reception. Jeremy Cooley, Henderson Municipal Court Judge, Department II, thanked the Mayor Pro Tem and Council for the opportunity to fulfill the Henderson Municipal Court Judge, Department II, vacancy and stated he is humbled and honored by the trust they have placed in him. Judge Cooley said he is excited to continue the Assistance in Breaking the Cycle (ABC) Drug Court program and thanked the Henderson Municipal Court staff, the City Attorney's Office staff, his family, and friends. VII. MAYOR/COUNCILMEMBER COMMENTS (Minutes/Discussion) Councilman Stewart congratulated Judge Cooley and stated the Council is looking forward to working with him. Councilman Shaw thanked Judge Cooley for his dedication in the past and said he is confident it will continue. Councilman Shaw asked Judge Cooley’s family to stand for a round of applause. VIII.
