CITY OF HENDERSON CITY COUNCIL WORKSHOP MINUTES Wednesday, September 16, 2015 I. CALL TO ORDER Mayor Hafen called the Committee Meeting to order at 4:33 p.m., in the Mayor and Council Boardroom, 4th Floor, City Hall, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL The City Clerk confirmed the Committee Meeting had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. ACCEPTANCE OF THE AGENDA (Motion) Mayor Hafen introduced a motion to accept the agenda as presented. The roll call vote favoring passage was: Those voting aye: Sam Bateman, Andy Hafen, Debra March, John F. Marz, and Gerri Schroder. Those voting nay: None. Those absent: None. Those abstaining: None. Mayor Hafen declared the motion carried. IV. ITEMS OF BUSINESS 1 WELCOME & INTRODUCTIONS DIRECTOR OF ECONOMIC DEVELOPMENT AND REDEVELOPMENT BARBRA COFFEE ECONOMIC DEVELOPMENT/REDEVELOPMENT Director of Economic Development and Redevelopment Barbra Coffee will provide brief introductions and review the purpose of this meeting which is to discuss priorities and possible strategies for the future of two "opportunity sites" in West Henderson; Henderson Executive Center and South LTA. Barbra Coffee, Director of Economic Development/Redevelopment welcomed staff and guests in attendance, and provided a brief review of the agenda. 2 PRESENTATION BY COMMUNITY DEVELOPMENT STAFF 1-WEST HENDERSON MASTER PLAN 2-OPPORTUNITY SITES 3-DEVELOPMENT CONTEXT COMMUNITY DEVELOPMENT AND SERVICES Community Development staff will present a review of the West Henderson Land Use Plan; a closer look at the Executive Airport site and the South LTA site; and a review of current proposals in the surrounding area. Sean Robertson, Principal Planner, gave a PowerPoint presentation and reviewed the following slides: Vision, Outreach Summary, Guiding Principles, Economic Development Framework, Balanced Community. Implementation Program: Building Program, Connectivity, Place making, Southern LTA, Executive Airport Site, Current Development Context, Transportation/Access, Utilities, and Ownership. Henderson City Council Workshop Page 3 of 5 Wednesday, September 16, 2015 – Minutes 3 PRESENTATION SUBMARKET REPORT TECHNICAL ADVISORS FROM COLLIERS INTERNATIONAL COMMUNITY DEVELOPMENT AND SERVICES Technical advisors from Colliers International will share a Henderson submarket report related to the office and industrial market. Dan Doherty, Colliers International, reported on a 150-acre tract of land west of Henderson Executive Airport that will be a master-planned industrial park to attract large users to the city of Henderson. He also reviewed several large construction projects currently underway. Comments regarding West Henderson development include:  Advantage with access to I-15  Need more strategic approach to attract higher users  Need more large employment centers in West Henderson  Manufacturing industrial projects create many jobs  Beneficial to attract gaming options  Consider other industrial business that employ engineers Dale Tweedy, representing Levi Strauss, commented that they are struggling to get employees because of public transportation. Councilmember March suggested going through the Regional Transportation Commission to address this issue. She will discuss this concern further with Mr. Tweedy. 4 PRESENTATION AND ACTIVITY ECONOMIC DEVELOPMENT STAFF 1-CURRENT PROSPECT ACTIVITY 2-DISPOSITION OPTIONS 3-MARKETING OPPORTUNITIES ECONOMIC DEVELOPMENT/REDEVELOPMENT Economic Development staff will present the current prospect activities, review the disposition options and discuss marketing opportunities. Jeff Leake, Economic Development Manager, reported on current prospect activities. Henderson City Council Workshop Page 4 of 5 Wednesday, September 16, 2015 – Minutes The following comments and suggestions were made for West Henderson:  LTA needs infrastructure  No electric capacity in West Henderson area  Identify a site for an NV Energy substation  Available revenue is an issue  Work with utilities to provide expedited service for these projects  Job creation  Research partnership opportunities for power and other infrastructure needs  Identify employment centers  Professional business park  Possible ability to capture BLM properties  Explore Request for Proposal (RFP) process  Not enough electric capacity for the south LTA Disposition Options Ms. Coffee reported that staff has responded to interests in the Sage Mountain site. Staff is currently seeking appraisals for a manufacturing business, and considering the overall 87-acre site to be a business park. One option is to solicit a master development partner for the entire area. Mayor Hafen expressed concern regarding the timing, and does not want to lose the potential for a big manufacturing business. Ms. Coffee suggested that these projects should be done concurrently, and a planned approach is an option. A representative from NV Energy stated that the time frame to secure a site and build a transmission facility (15 acres in size) would take approximately 12 to18 months. The cost is estimated at $10 to $12 million at full build-out. He estimated it would take 240 to 280 megawatts of power to adequately serve West Henderson. It was noted that details pertaining to locating a site for the NV Energy substation, corridors of transmission lines, et cetera, will be discussed at an October Workshop. The new owners of NV Energy are governed by a utility commission, but they are still under the same investment constraints. Do not expect NV Energy to fund the substation. Councilman Marz supports long-range planning for West Henderson for people to live, work, and play. He also supports a Request for Proposal process for development. Ms. Coffee distributed and reviewed a handout entitled “Proposed Selection Henderson City Council Workshop Page 5 of 5 Wednesday, September 16, 2015 – Minutes Criteria for Request for Qualifications Process.” It was noted that the City-owned property is currently under consideration. 5 NEXT STEPS AND ACTION ITEMS ECONOMIC DEVELOPMENT/REDEVELOPMENT Discussion to determine appropriate next steps and action items. Staff will prepare a Request for Qualifications (RFQ) in the next few months. Staff will report on results with conversations with the manufacturing client. V. MAYOR/COUNCILMEMBER COMMENTS There were no Mayor or Councilmember comments presented. VI. PUBLIC COMMENT Chris Lager, appraiser, suggested carving out land sites would increase interest and speed up development. Utilities and infrastructure need to be addressed in the entire area. It was noted that BLM land can be dedicated for utilities. Doug Roberts, Panattoni Development, mentioned tax abatement on the site and a discount of the land lease. He believes the West Henderson location will attract distribution-type tenants. VII.
