CITY OF HENDERSON CITY COUNCIL WORKSHOP MINUTES Wednesday, December 4, 2019 I. CALL TO ORDER Mayor March called the City Council Workshop to order at 3:36 p.m., in the Green Valley Training Room, City Hall, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL The City Clerk confirmed the City Council Workshop had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing and Emailing List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF THE AGENDA (Motion) Councilman John F. Marz introduced a motion to accept the agenda as presented. The roll call vote favoring passage was: Those voting aye: Debra March, John F. Marz, and Michelle Romero. Those voting nay: None. Those absent: Dan K. Shaw and Dan H. Stewart. Those abstaining: None. Mayor March declared the motion carried. V. NEW BUSINESS NB-1 INTRODUCTIONS AND OVERVIEW OF HOUSING MARKET CONDITIONS COMMUNITY DEVELOPMENT AND SERVICES Michael Tassi, Director of Community Development and Services, will welcome attendees, give a workshop overview, and introduce Jeremy Aguero, Applied Analysis, who will discuss findings from the Henderson Housing Market Study prepared by Applied Analysis in December 2018. Michael Tassi, Director of Community Development and Services, welcomed those present and said this workshop will assist staff with the City’s housing strategy. He explained that the strategy is to increase a variety of housing products, and to assist with housing and community development programs. City of Henderson City Council Workshop Page 3 of 7 Wednesday, December 4, 2019 – Minutes Jeremy Aguero, Applied Analysis, gave a PowerPoint presentation titled Henderson Housing Market Study, which summarized Henderson’s demographics and data detailing household affordability. He said one in five Henderson households fall into the “missing middle”, where people do not make enough money to afford housing but make too much money to receive any assistance or subsidies. NB-2 OVERVIEW OF DRAFT HOUSING AND COMMUNITY DEVELOPMENT STRATEGY COMMUNITY DEVELOPMENT AND SERVICES Lisa Corrado, Assistant Director of Community Development and Services, will provide a brief synopsis of the draft Henderson Housing and Community Development Strategy, stakeholder input to-date, and describe the format for the workshop. Lisa Corrado, Assistant Director of Community Development and Services, gave a PowerPoint presentation titled Henderson Housing and Community Development Strategy, which outlined possible strategies to obtain a variety of housing product. She stated staff relies on the recommendations of community stakeholders for guiding the housing strategy. NB-3 OVERVIEW OF URBAN LAND INSTITUTE ECONOMIC REPORT COMMUNITY DEVELOPMENT AND SERVICES Tyler Bump, ECONorthwest, will summarize a report by the Urban Land Institute and ECONorthwest that discusses the economic considerations of key housing policies and incentives. Tyler Bump, ECONorthwest, gave a PowerPoint presentation titled The Economics of Inclusionary Development, which provided an overview of inclusionary housing in other jurisdictions. He stressed to the Mayor and Council that inclusionary housing policies must be crafted carefully and recommended the City be flexible with any potential guidelines. City of Henderson City Council Workshop Page 4 of 7 Wednesday, December 4, 2019 – Minutes NB-4 EXPERT PANEL DISCUSSION ON HOUSING POLICY APPROACHES COMMUNITY DEVELOPMENT AND SERVICES Panel of housing and community development experts will discuss approaches from other communities on successfully increasing housing choice followed by a roundtable discussion on preferred models, approaches, and barriers. A discussion ensued among the guests/expert panel regarding housing policy approaches. Topics of discussion included:  Homelessness versus housing affordability  Housing density  Market rates  Inclusionary zoning and affordable land  Inclusionary housing definition and flexibly of guidelines  Incentives for inclusionary housing NB-5 COUNCIL DISCUSSION AND DIRECTION ON POLICY OPTIONS AND DRAFTING OF THE HENDERSON HOUSING AND COMMUNITY DEVELOPMENT STRATEGY COMMUNITY DEVELOPMENT AND SERVICES Council will discuss information provided from the findings from the Henderson Housing Market Study, the draft Henderson Housing and Community Development Strategy, the report by the Urban Land Institute and ECONorthwest that discusses the economic considerations of key housing policies and incentives, and the approaches taken from other communities on successfully increasing housing choices, and provide direction to staff on policy options. Councilman Marz talked about the importance of working with home developers to combat housing affordability. He stated he would like to see affordable housing options presented to the Council so he can understand how the City can assist with the problem. Councilwoman Romero expressed the importance of collaborating with home builders and said the City can adjust development requirements as needed for affordable housing projects. She stated affordable housing must be available in all areas of Henderson. Councilman Stewart stated most apartment complexes are at capacity, and that a larger supply of apartments should make the units more affordable; however, he stated Henderson residents typically oppose the high-density projects. City of Henderson City Council Workshop Page 5 of 7 Wednesday, December 4, 2019 – Minutes Mayor March requested a list of affordable housing options for both the east side and west side of Henderson. Councilman Shaw concurred with Councilwoman Romero in regard to affordable housing being available throughout all areas of Henderson. He expressed gratitude for the input given by the expert panel and stated he would like to continue being involved with the home builder community to collaborate on affordability solutions. Councilman Marz reiterated that this strategy is to assist those in the “missing middle”. Lisa Corrado, Assistant Director of Community Development and Services, stated staff will begin to research various approaches towards affordable housing options. (Motion) Mayor March introduced a motion to accept the discussion, direct staff to continue research on affordable housing options, and to present those options before Council at a future City Council Regular meeting. NB-6 CLOSING REMARKS COMMUNITY DEVELOPMENT AND SERVICES Lisa Corrado, Assistant Director of Community Development and Services, will close with a recap of the workshop and anticipated next steps for the Henderson Housing and Community Development Strategy plan development process. Lisa Corrado, Assistant Director of Community Development and Services, stated staff will be researching various options to structure a possible inclusionary housing program. She said the City’s housing strategy document will be modified once that research is complete. VI. PUBLIC COMMENT Alan Molasky, Ovation Development, recommended the City take advantage of designated development areas by building Federal Government low-income tax credit housing. Matt Walker, Greenberg Traurig, 89135, stated the affordable housing issue is a community matter and recommended the City consider establishing low and predictable revenue bonds as a possible solution. Michael Massie, Jamboree Housing Corporation, commended the City for engaging in an affordable housing discussion. He suggested the City calculate the cost of each homeless individual incurred on social services per year so staff can recognize future return on investments by the provision of affordable housing. Todd Stratton, Kavison Homes, 89148, voiced concerns regarding student debt among young couples and the possible declining number of single-family rental units if fees are added to build inclusionary housing. He stated a significant discount on land will assist with attaining affordable housing. Chad Williams, Southern Nevada Regional Housing Authority, stated local governments need to encourage, incentivize, and maintain a partnership with housing developers to take action on the affordable housing crisis. VIII.
