CITY OF HENDERSON COMMEMORATIVE BEAUTIFICATION COMMISSION MINUTES REGULAR MEETING September 9, 2014 I. CALL TO ORDER Chairman John Casanova called the Commemorative Beautification Commission Meeting to order at 6:00 p.m., at 105 W. Basic Road, in the Parks and Recreation Administrative Office Conference Room. II. CONFIRMATION OF POSTING AND ROLL CALL Monica Rivera, Recording Secretary, confirmed the meeting had been posted in accordance with the Open Meeting Law by posting the agenda three working days prior to the meeting at City Hall, Multigenerational Center, Whitney Ranch Recreation Center, and Fire Station No. 86. Present: Chairman John Casanova Rosa Herwick Debra Jacobson Jennifer Lewis Absent: Ed Long (excused) Kapua Maruyama (excused) Denise Olsen (excused) Guests: Cassie Rice, GYMCATS Staff: Kirk Niemand, Park Operations Manager Monica Rivera, Recording Secretary Commemorative Beautification Commission Page 2 of 5 September 9, 2014 – Minutes III. PUBLIC COMMENT No comments were presented by the public. IV. ACCEPTANCE OF AGENDA (Motion) Ms. Lewis introduced a motion to accept the agenda as presented, seconded by Ms. Herwick. The vote favoring approval was unanimous. Chairman Casanova declared the motion carried. V. NEW BUSINESS 1 MINUTES MAY 13, 2014 PUBLIC WORKS, PARKS AND RECREATION Adopt the minutes of September 9, 2014 meeting. (Motion) Ms. Jacobson introduced a motion to adopt the minutes of September 9, 2014, as presented, seconded by Ms. Lewis. The vote favoring approval was unanimous. Chairman Casanova declared the motion carried. 2 STAFF REPORTS PUBLIC WORKS, PARKS AND RECREATION Staff representative will provide information on the Commission Budget, Urban Forestry Report, Clean-up Trailer Program, Arbor Day, Banners and Flags, Alternative Sentencing Report, and Staff Announcements. Kirk Niemand, Park Operations Manager, reviewed the CBC FY14 Final Budget Summary and the CBC FY15 Budget Summary. He noted that $6,095 was rolled forward from donations. Ms. Herwick questioned if the funds that were previously approved by the Commission were spent? Mr. Niemand clarified that the total funds spent was less then what was requested by staff. Mr. Niemand announced that Ian Massy from the Alternative Sentencing Program will be attending the next meeting as a guest speaker to discuss the program and to thank the Commission for their help. Regarding the Urban Forestry Report, Mr. Niemand reported that during the summer, as part of the Beautification of Water Street Project, a contractor removed eleven palm trees out of the corner of Water Street and Boulder Highway and relocated them to the Henderson Multigenerational Center. He noted that the palm trees changed the landscaping of the facility and has made Commemorative Beautification Commission Page 3 of 5 September 9, 2014 – Minutes it look beautiful. Mr. Niemand reported that the Clean-up Trailer was reserved a few times during the summer. He predicts that the schedule will begin to fill up, once the weather changes. Mr. Niemand announced that the Commission would be voting on a theme for Arbor Day at the next meeting. Mr. Niemand provided information on Banners and Flags. He reported that the Summer banners will being taken down on September 27. It will take about two weeks to get the Fall banners up. Regarding the Banner Contest for the schools, Mr. Niemand said that he would provide an update at the next meeting. Mr. Niemand announced that the Commission will have elections for Chair and Vice-Chair at the next meeting. Ms. Herwick questioned if the Alternative Sentencing group are responsible for working on the trails now. She mentioned that the trail that she walks is looking sad. Some areas look like they are not getting enough water, and others look like they are being overwatered. Mr. Niemand noted the problem and invited the members to report any issues through Contact Henderson. 3 HOLIDAY DECORATING PUBLIC WORKS, PARKS AND RECREATION Vote on a theme for Holiday Decorating contest. Ms. Herwick questioned if there was a list of ideas for possible themes. Kirk Niemand, Park Operations Manager, provided a few ideas. (Motion) Ms. Herwick introduced a motion to approve Spread the Holiday Cheer as the theme for the Holiday Decorating Contest, seconded by Ms. Jacobson. The vote favoring approval was unanimous. Chairman Casanova declared the motion carried. 4 COMMUNITY PRIDE PUBLIC WORKS, PARKS AND RECREATION Discuss and approve Community Pride Award nominations. There were no nominations for the Community Pride Award. Commemorative Beautification Commission Page 4 of 5 September 9, 2014 – Minutes 5 VOLUNTEER HOURS PUBLIC WORKS, PARKS AND RECREATION Commission members report the number of volunteer hours they completed for the month. Ms. Herwick reported two volunteer hours; Ms. Jacobson, two hours; Mr. Lewis, half an hour; and Mr. Casanova, zero volunteer hours. VI. CHAIRMAN\MEMBER COMMENTS Ms. Herwick voiced concern that the Commemorative Beautification Commission was being abolished. Ms. Lewis advised that she read an agenda item that stated that the Commission was not being abolished, but was being moved to another section. Staff advised that the Commission was not being abolished, but changes were coming. Ms. Lewis thanked Community Pride Award recipient, Ms. Cassie Rice from GYMCATS for attending the meeting. Ms. Herwick asked if we received the calendars from Arbor Day. Staff representative advised that Tronox did not provide the Commission with calendars this year. Chairman Casanova welcomed the Commission members back from their break and mentioned that he was looking forward to a productive year. VII. SET NEXT MEETING The next meeting was set for October 14, 2014. VIII. PUBLIC COMMENT No comments were presented by the public. IX.
