CITY OF HENDERSON COMMEMORATIVE BEAUTIFICATION COMMISSION AGENDA REGULAR MEETING November 10, 2015 I. CALL TO ORDER Chairman John Casanova called the Commemorative Beautification Commission Meeting to order at 6:14 p.m., at 105 W. Basic Road, in Facilities Management Conference Room. II. CONFIRMATION OF POSTING AND ROLL CALL Joanne Wershba, Recording Secretary, confirmed the meeting had been posted in accordance with the Open Meeting Law by posting the agenda three working days prior to the meeting at City Hall, Multigenerational Center, Whitney Ranch Recreation Center, and Fire Station No. 86. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Ms. Olsen introduced a motion to accept the agenda as presented, seconded by Ms. Lewis. The vote favoring approval was unanimous. Chairman Casanova declared the motion carried. V. UNFINISHED BUSINESS 1 ARBOR DAY SPONSORSHIP PACKET PUBLIC WORKS, PARKS AND RECREATION Members will review the sponsorship levels for Arbor Day. Joanne Wershba, Recording Secretary, distributed and reviewed a one-page handout outlining current and new proposed sponsor levels for Arbor Day. (Motion) Ms. Lewis introduced a motion to approve the new proposed sponsor levels for Arbor Day, seconded by Mr. Turcaz. The vote favoring approval was unanimous. Chairman Casanova declared the motion carried. VI. NEW BUSINESS 2 MINUTES OCTOBER 13, 2015 PUBLIC WORKS, PARKS AND RECREATION Adopt the minutes of October 13, 2015 meeting. (Motion) Ms. Olsen introduced a motion to adopt the minutes of October 13, 2015, as presented, seconded by Ms. Lewis. The vote favoring approval was unanimous. Chairman Casanova declared the motion carried. Commemorative Beautification Commission Page 3 of 5 November 10, 2015 – Minutes 3 WINTERFEST PUBLIC WORKS, PARKS AND RECREATION Members will vote on funds for Winterfest not to exceed $1,500. Ray Everhart, Park Operations Manager, explained that Winterfest is an annual holiday program hosted by the Cultural Arts and Tourism Department. This event includes a tree-lighting ceremony, awards for the holiday decorating contest, vendors, and many activities. He reported that staff is requesting funding in an amount not to exceed $1,500.00 to support the program this year. (Motion) Mr. Turcaz introduced a motion to approve an amount not to exceed $1,500.00 for Winterfest, seconded by Ms. Lewis. The vote favoring approval was unanimous. Chairman Casanova declared the motion carried. 4 HOLIDAY DECORATING CONTEST PUBLIC WORKS, PARKS AND RECREATION Vote on funds for food expenses for the Holiday Decorating Contest judging tour. Joanne Wershba, Recording Secretary, asked members to let her know what food to order for the Holiday Decorating Contest judging bus tour. (Motion) Chairman Casanova introduced a motion to approve an amount not to exceed $100.00 to purchase food for the Holiday Decorating Contest judging tour, seconded by Mr. Turcaz. The vote favoring approval was unanimous. Chairman Casanova declared the motion carried. 5 CHRISTMAS TREE RECYCLING PROGRAM PUBLIC WORKS, PARKS AND RECREATION Vote on funds for the Christmas Tree Recycling Program not to exceed $7,500. Joanne Wershba, Recording Secretary, reported that the City will offer the Christmas Tree Recycling Program in eight different locations this year. Funds are needed for fencing and miscellaneous items associated with this program. Ray Everhart, Park Operations Manager, noted that $7,500.00 was the lowest amount of three quotes. Commemorative Beautification Commission Page 4 of 5 November 10, 2015 – Minutes (Motion) Ms. Olsen introduced a motion to approve an amount not to exceed $7,500.00 for the Christmas Tree Recycling Program, seconded by Ms. Lewis. The vote favoring approval was unanimous. Chairman Casanova declared the motion carried. 6 STAFF REPORTS PUBLIC WORKS, PARKS AND RECREATION Staff representative will provide information on the Commission Budget, Urban Forestry Report, Clean-up Trail Program, Banners and Flags, Arbor Day Sponsorship and Staff Announcements. Ray Everhart, Park Operations Manager, reported the trash cans that were approved at the last meeting were delivered. Staff is reviewing the Urban Forester position to possibly add responsibilities to the job description. Several staff members will take on different responsibilities associated with Arbor Day to ensure all aspects of the program are covered. The Clean-up Trailer is scheduled for a special outdoor recreation event in November. 7 COMMUNITY PRIDE AWARD PUBLIC WORKS, PARKS AND RECREATION Discuss and approve Community Pride Award nominations. Staff explained that the Community Pride Award is recognition to an individual, business, an association, for doing a good deed or going above and beyond related to beautification efforts. It has been difficult getting nominations submitted to the City. Ms. Lewis mentioned nominating Debra Jacobson for the work she did with her homeowners’ association or the Master Gardeners of Southern Nevada. A brief discussion ensued regarding establishing criteria to nominate businesses. It was determined that more research will be done pertaining to nominating Ms. Jacobson or possibly the homeowners’ association. Commemorative Beautification Commission Page 5 of 5 November 10, 2015 – Minutes 8 VOLUNTEER HOURS PUBLIC WORKS, PARKS AND RECREATION Commission members will report the number of volunteer hours they completed for the month. Chairman Casanova reported two volunteer hours; Ms. Olsen reported one hour; Ms. Lewis reported one hour, and Mr. Turcaz reported 3 hours. VII. CHAIRMAN\MEMBER COMMENTS Ms. Lewis encouraged commission members to go to the Henderson Strong meeting at the Henderson Convention Center to provide community input on the Comprehensive Plan. VIII. SET NEXT MEETING The next meeting will be held on Monday, December 7, 2015, at 5:30 p.m. The holiday judging tour for the Outdoor Holiday Decorating Contest will follow immediately after a short meeting. IX. PUBLIC COMMENT There were no public comments presented. X.
