CITY OF HENDERSON COMMEMORATIVE BEAUTIFICATION COMMISSION MINUTES REGULAR MEETING September 13, 2016 I. CALL TO ORDER Staff Liaison, Preston Goodman, (in the absence of Chairman Casanova) called the Commemorative Beautification Commission Meeting to order at 6:17 p.m. at 105 W. Basic Road, In the Parks and Facilities Management Conference Room. II. CONFIRMATION OF POSTING AND ROLL CALL Joanne Wershba, Recording Secretary, confirmed the Commemorative Beautification Commission had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at the Facilities Management Building, City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Ms. Olsen introduced a motion to accept the agenda as presented, seconded by Ms. Jacobson. The vote favoring approval was unanimous. Staff Liaison Goodman declare the motion carried. V. NEW BUSINESS NB-1 MINUTES, JULY 27, 2016 PUBLIC WORKS, PARKS AND RECREATION Adopt the minutes from the July 27, 2016 Special Meeting. (Motion) Ms. Olsen introduced a motion to accept the minutes of July 27, 2016, as presented, seconded by Ms. Jacobson. The vote favoring approval was unanimous. Staff Liaison Goodman declared the motion carried. NB-2 MINUTES MAY 10, 2016 PUBLIC WORKS, PARKS AND RECREATION Adopt the minutes from the May 10, 2016 Regular Meeting. (Motion) Ms. Olsen introduced a motion to adopt the minutes of May 10, 2016, meeting, as presented. The vote favoring approval was unanimous. Staff Liaison Goodman declared the motion carried. NB-3 HOLIDAY DECORATING CONTEST PUBLIC WORKS, PARKS AND RECREATION Commission members will discuss and vote on the theme as well as the categories for the 2016 Holiday Decorating Contest. The members discussed possible themes and categories. The consensus was to choose the theme: “Lights of Hope and Joy.” In addition, the categories that were chosen were: Patriotic, Children’s, Griswold, and Old Fashioned. Commemorative Beautification Commission Page 3 of 5 Tuesday, September 13, 2016 – Minutes (Motion) Ms. Olsen introduced a motion to approve the theme “Lights of Hope and Joy” and the categories, Patriotic, Children’s Griswold, and Old Fashioned for the 2016 Holiday Decorating Contest, seconded by Ms. Jacobson. The vote favoring approval was unanimous. Staff Liaison Goodman declared the motion carried. NB-4 PRESENTATION, DISCUSSION, AND RECOMMENDATION REGARDING AMENDMENTS TO THE COMMEMORATIVE BEAUTIFICATION COMMISSION BYLAWS. Presentation, review and discussion of recommended amendments to the Commemorative Beautification Commission's Bylaws to be presented and discussed again, with the day of the week regular meetings are typically held changed from Wednesday back to Tuesday, and then adopted at the meeting. Mr. Goodman reviewed the outlines of the bylaws with the proposed changes. The final amendment to the bylaws was the decision to designate Tuesday as a regular meeting day. With that change incorporated into the bylaws, it was determined that all changes that were previously made were acceptable. (Motion) Ms. Olsen introduced a motion to accept all of the amendments discussed previously and incorporate the meeting day as Tuesday into the bylaws, seconded by Ms. Trujillo. Staff Liaison Goodman declared the motion passed. NB-5 PURCHASE STREET BANNERS PUBLIC WORKS, PARKS AND RECREATION The Commission members will vote on funds up to $5,000 to purchase street banners and hardware for the new fiscal year. After a short discussion, the members decided to continue this item to the next meeting since they were under the impression that there was still a number of banners in storage. Mr. Goodman will research this matter and report this at the next meeting. (Motion) Ms. Jacobson introduced a motion to continue the discussion regarding the purchase of new banners until the October meeting, seconded by Ms. Olsen. Staff Liaison, Goodman declared the motion passed. Commemorative Beautification Commission Page 4 of 5 Tuesday, September 13, 2016 – Minutes NB-6 STAFF REPORTS PUBLIC WORKS, PARKS AND RECREATION Staff representative will provide information on the Commission Budget, Municipal Forestry Report, Clean-up Trailer Program, Banners and Flags, and Staff Announcements. Staff Liaison Goodman presented information about the CBC cleanup trailer reservations. The trailer will be used for Make a Difference Day at the Bird Viewing Preserve on October 22, 2016, where a number of volunteers will assist in planting over 100 trees. Ms. Wershba also reported that the CBC trailer came in handy for a citizen who used the trailer and the tools and bags to clean up after a major fire had destroyed her home. NB-7 NAME BADGES AND SHIRTS FOR COMMEMORATIVE BEAUTIFICATION COMMISSION (CBC) MEMBERS AND STAFF PUBLIC WORKS, PARKS AND RECREATION For Possible Action. RECOMMENDATION: Approve Members will vote on purchasing name badges and shirts with Commemorative Beautification Commission (CBC) logo for CBC Members and City Staff. (Motion) Ms. Olsen introduced a motion to purchase new badges for those that do not have one and continue the discussion regarding the shirt order until the next meeting, seconded by Ms. Jacobson. Staff Liaison Goodman declared the motion passed. NB-8 COMMUNITY PRIDE PUBLIC WORKS, PARKS AND RECREATION For Possible Action. RECOMMENDATION: Approve Commission members will discuss and approve Community Pride Award nominations. Staff did not receive any nominations for the Community Pride Award. Commemorative Beautification Commission Page 5 of 5 Tuesday, September 13, 2016 – Minutes NB-9 VOLUNTEER HOURS PUBLIC WORKS, PARKS AND RECREATION Commission members will report the number of volunteer hours they completed over the past 3 months. Ms. Trujillo reported three hours; Ms. Olsen reported two hours; Ms. Jacobson reported three hours. VI. CHAIRMAN\MEMBER COMMENTS Ms. Jacobson mentioned that she had a number of points to discuss regarding Arbor Day. Mr. Goodman indicated that these comments will be considered when we get closer to the Arbor Day celebration. VII. SET NEXT MEETING The next meeting will be held on Tuesday, October 11, 2016 at 6:00 p.m. VIII. PUBLIC COMMENT There were no comments presented by the public. IX.
