CITY OF HENDERSON COMMEMORATIVE BEAUTIFICATION COMMISSION MINUTES SPECIAL MEETING October 24, 2017 I. CALL TO ORDER Chairman Turcaz called the Commemorative Beautification Commission to order at 5:06 p.m. at 105 W. Basic Road in the Facilities Management Conference Room. II. CONFIRMATION OF POSTING AND ROLL CALL Joanne Wershba, Recording Secretary, confirmed the Commemorative Beautification Commission had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at the Facilities Management Building, City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson Website, and by emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (Motion) Ms. Jacobson introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Turcaz declared the motion carried. V. NEW BUSINESS NB-1 MINUTES COMMEMORATIVE BEAUTIFICATION COMMISSION SEPTEMBER 12, 2017 PUBLIC WORKS, PARKS AND RECREATION Commemorative Beautification Commission minutes of September 12, 2017. (Motion) Ms. Jacobson introduced a motion to adopt the September 12, 2017, minutes as presented. The vote favoring approval was unanimous. Chairman Turcaz declared the motion carried. NB-2 ELECTION OF CHAIRMAN PUBLIC WORKS, PARKS AND RECREATION Commission members will elect a Chairman. (Motion) Mr. Courtney introduced a motion to re-elect Andrew Turcaz as Chairman. The vote favoring approval was unanimous. Chairman Turcaz declared the motion carried. NB-3 ELECTION OF VICE CHAIRMAN PUBLIC WORKS, PARKS AND RECREATION Commission members will elect a Vice Chairman. Mr. Turcaz moved for Gina Denney as Vice Chairman (Motion) Mr. Turcaz introduced a motion to elect Gina Denney as Vice Chairman. The vote favoring approval was unanimous. Chairman Turcaz declared the motion carried. Commemorative Beautification Commission Page 3 of 5 October 24, 2017 – Minutes NB-4 WATER STREET HOLIDAY DECORATING CONTEST PUBLIC WORKS, PARKS AND RECREATION Commission members will discuss details of and choose a theme for the holiday decorating contest, which the Commission discussed naming Water Street Wonderland at the September 12 meeting, to be judged on Monday, December 4, 2017. Commission members will also discuss possible post-judging locations for a Commission member dinner. A discussion ensued regarding the theme for the holiday decorating contest. The two favorites were “Nostalgic” and “Winter Wonderland”. Chairman Turcaz moved to select Water Street Winter Wonderland as a theme for the Holiday Decorating Contest. Mr. Courtney circulated some flyer ideas that he has been working on. Details of the contest include:  Entries must be submitted by 5:00 p.m. on November 30, 2017.  Contest open to all businesses on Water Street.  Judging will take place on Monday, December 4, 2017, 6:00 p.m. to 8:00 p.m.  Only current CBC members are able to cast a vote in the Water Street contest.  Winner will be recognized at the Winter Fest ceremony on Friday, December 8, 2017, at 6:30 p.m. in the Downtown Civic Center Plaza.  Winner will receive possession of the Legacy Trophy for one year. It was noted that dinner will be served at the Parks and Recreation Administration Building. Mr. Casanova suggested acknowledging past participants in the decorating contest and inviting them to attend the Water Street decorating contest awards presentation. A draft of a thank you letter will be on next month’s agenda for approval. (Motion) Chairman Turcaz introduced a motion to select Water Street Winter Wonderland as the theme for the 2017 Holiday Decorating Contest. The vote favoring approval was unanimous. Chairman Turcaz declared the motion carried. Commemorative Beautification Commission Page 4 of 5 October 24, 2017 – Minutes NB-5 WATER STREET HOLIDAY DECORATING CONTEST FUNDS PUBLIC WORKS, PARKS AND RECREATION Commission members will vote on funds for the Water Street holiday decorating contest awards and for the food expenses for the judging members in an amount not to exceed $350. (Motion) Chairman Turcaz introduced a motion to approve the Water Street holiday decorating contest awards funding in an amount not to exceed $350. The vote favoring approval was unanimous. Chairman Turcaz declared the motion carried. NB-6 CHRISTMAS TREE RECYCLING PROGRAM PUBLIC WORKS, PARKS AND RECREATION Commission members will vote on funds for the Christmas Tree Recycling Program in an amount not to exceed $7,500. Preston Goodman updated the members on the Christmas Tree Recycling Program. (Motion) Mr. Casanova introduced a motion to approve the funding for the Christmas Tree Recycling Program in an amount not to exceed $7,500. The vote favoring approval was unanimous. Chairman Turcaz declared the motion carried. NB-7 WINTERFEST PUBLIC WORKS, PARKS AND RECREATION Commission members will vote on funds for Winterfest in an amount not to exceed $1,500. (Motion) Mr. Casanova introduced a motion to approve the funding for Winterfest in an amount not to exceed $1,500. The vote favoring approval was unanimous. Chairman Turcaz declared the motion carried. NB-8 STAFF REPORTS PUBLIC WORKS, PARKS AND RECREATION Staff Representative will provide information on the Commission budget, Municipal Forestry report, Clean-Up Trailer program, banners, flags, and staff announcements and respond to questions from Commission members. Commemorative Beautification Commission Page 5 of 5 October 24, 2017 – Minutes Preston Goodman updated the Commission on the following items:  Make a Difference Day, is Saturday, October 28, 2017, 9:00 a.m., Pond 8 at the Bird Viewing Preserve.  CBC Budget NB-9 COMMUNITY PRIDE COMMEMORATION PROGRAM AND NOMINATIONS PUBLIC WORKS, PARKS AND RECREATION Commission members will discuss the Community Pride Commemoration program and discuss and vote on any Community Pride Award nominations. No nominations were received for the Community Pride Award; therefore, no action was taken. VII. CHAIRMAN\MEMBER COMMENTS Mr. Goodman informed the Commission that he will be out for surgery in November and December. Ms. Gilmore introduced herself to the Commission members VIII. SET NEXT MEETING The next meeting is scheduled for Tuesday, November 14, 2017 at 6:00 p.m. IX. PUBLIC COMMENT There were no public comments presented. X.
