COMMISSION MEETING MINUTES
Tuesday, December 10, 2019
I. CALL TO ORDER
Chairman Andrew Coates called the Commemorative Beautification
Commission meeting to order at 6:00 p.m. at 105 West Basic Road, Henderson,
Nevada 89015, in the Facilities Management Conference Room.
II. CONFIRMATION OF POSTING AND ROLL CALL
Rayna Booker, Administrative Assistant III, confirmed the Commemorative
Beautification Commission meeting had been noticed in compliance with the
Open Meeting Law by posting the Agenda three working days prior to the
meeting at the Facilities Management Building, City Hall, the Multigenerational
Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the
Nevada Public Notice Website, the City of Henderson Website, and by mailing
and emailing a copy of the Agenda to everyone appearing thereon on the
Agenda Master Mailing List and Emailing List.

III. PUBLIC COMMENT
Andrew Jacobson, 89015, recommended there be banners installed along
Lake Mead Parkway near Lake Las Vegas so people know they are in
Henderson.
IV. ACCEPTANCE OF AGENDA
(Motion)
Ms. Gallant introduced a motion to accept the agenda, as presented. The vote
favoring approval was unanimous. Chairman Coates declared the motion
carried.
V. UNFINISHED BUSINESS
UB-1 CLEAN-UP TRAILER NEW WRAP DESIGN
PARKS AND RECREATION
Commissioners will review the artwork for the proposed redesign for the new
wrap of the clean-up trailer.
Ray Everhart, Parks Operations Manager, referred to the backup material and
presented four artwork options for the wrapping that will go on the clean-up
trailer.
Following a discussion regarding each of the options, there was a consensus of
the Commission to select Set 1.
(Motion)
Ms. Gallant introduced a motion to approve the artwork titled Set 1 for the
redesign for the new wrap of the clean-up trailer. The vote favoring approval
was unanimous. Chairman Coates declared the motion carried.

Commemorative Beautification Commission meeting minutes of
November 12, 2019.
(Motion)
Ms. Gallant introduced a motion to adopt the Commemorative Beautification
Commission meeting minutes of November 12, 2019, as presented. The vote
favoring approval was unanimous. Chairman Coates declared the motion
carried.
NB-3 STAFF REPORTS
PARKS AND RECREATION
Staff representative will provide information on the Commission budget,
Clean-Up Trailer program, banners, flags, and staff announcements, and
respond to questions from Commission members.
Ray Everhart, Parks Operations Manager, stated last year’s budget is attached
in the backup, as requested by the Commissioners from the November meeting.
He noted that this year’s budget is running low on funds.
Mr. Everhart reported that the clean-up trailer was scheduled three times in
December. He said the winter season is a good time to have the trailer
rewrapped.
Mr. Everhart said the Commemorative Beautification Commission (CBC) logo is
on the Winterfest flyer and CBC funds will be used for a photo op at the event.
Mr. Everhart stated the Christmas tree recycling program will have all the same
sites as last year with the addition of the Capriola Park in the Inspirada
neighborhood.
A discussion ensued regarding sponsors and possible giveaway items for the
2020 Arbor Day event.
Ms. Gallant suggested the sponsorship levels be titled with tree names to align
with the event, for example tier one be titled as Redwoods.

Mr. Everhart stated he will provide a list of tree names to the Commissioners
and each member will pick their top three favorite names to select as the
sponsorship levels.
Mr. Everhart said he will provide of list of sponsors at the January meeting for
the Commissioners to contact for donations.
NB-4 COMMUNITY PRIDE COMMEMORATION PROGRAM DETERMINATION
PARKS AND RECREATION
Commission members will discuss the Community Pride Commemoration
program and determine and vote on any Community Pride Award nominations.
This award is to recognize Henderson residents, organizations or businesses
for their improvement to the appearance of our community, as well as adding to
the beauty and cleanliness of Henderson.
Nancy Savage, Assistant City Attorney III, recommended this item be continued
to the next meeting due to the name of the nominee not being identified in the
title of this item.
Ray Everhart, Parks Operations Manager, stated there was only one nominee
for the Community Pride Award, and said Commissioners may contact other
businesses or homeowner associations to submit an application.
(Motion)
Ms. Galant introduced a motion to continue this item to the January 14, 2020,
meeting. The vote favoring approval was unanimous. Chairman Coates
declared the motion carried.
NB-5 ARBOR DAY SPONSORSHIP
PARKS AND RECREATION
Members will discuss sponsorship options for possible action.
Please refer to item NB-3 for the Arbor Day sponsorship discussion.

VIII. SET NEXT MEETING
The next meeting was set for January 14, 2020.

NOTICE

limited to three (3) minutes and spokespersons for a group will be limited to ten (10) minutes
at the discretion of the Chairman. The Chairman reserves the right to curtail abusive,
offensive, inflammatory or repetitive comments that disrupt, disturb or otherwise impede the
orderly conduct of the meeting. In addition, any person willfully disrupting the meeting may
be removed from the room by the presiding officer. See NRS 241.030(4)(a). Examples of
disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause,
heckling, name calling, use of profanity, personal attacks, physical intimidation, threatening
use of physical force, assault, battery, or any other acts intended to impede the meeting or
infringe on the rights of the board and/or committee members, City staff, or meeting
participants.
