CITY OF HENDERSON SENIOR CITIZENS ADVISORY COMMISSION REGULAR MEETING MINUTES Wednesday, December 11, 2019 I. CALL TO ORDER Chairman Steve Boyce called the meeting to order at 4:01 p.m., at the City of Henderson City Hall, Council Chambers Conference Room, 240 Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Joanne Wershba, Administrative Assistant III, confirmed the Senior Citizens Advisory Commission had been noticed in compliance with the Open Meeting Law by posting the Agenda three working days prior to the meeting at City Hall, the Multigenerational Center, the Whitney Ranch Recreation Center, Fire Station No. 86, the Nevada Public Notice Website, the City of Henderson website, and by mailing and emailing a copy of the Agenda to everyone appearing thereon on the Agenda Master Mailing List and Emailing List. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA Chairman Boyce said he would like to give Jonathan Rodriguez, Planner II, ample time for his presentation on NB-3. He stated NB-4 will be continued if the meeting is running long. (Motion) Mr. Potter introduced a motion to accept the agenda as presented. The vote favoring approval was unanimous. Chairman Boyce declared the motion carried. V. NEW BUSINESS NB-1 MINUTES SENIOR CITIZENS ADVISORY COMMISSION MEETING NOVEMBER 13, 2019 PARKS AND RECREATION Senior Citizens Advisory Commission Meeting minutes of November 13, 2019. (Motion) Ms. Landaker introduced a motion to adopt the Senior Citizens Advisory Commission Meeting minutes of November 13, 2019, as presented. The vote favoring approval was unanimous. Chairman Boyce declared the motion carried. NB-2 COMMISSION NEW MEMBER INTRODUCTIONS PARKS AND RECREATION Senior Citizens Advisory Commission members and guests will make introductions for new members. Chairman Boyce welcomed new Commissioners Joanna Gerali-Schwartz and Patricia Landaker. Each Commissioner introduced themselves and provided a brief history of their background. Senior Citizens Advisory Commission Page 3 of 6 Wednesday, December 11, 2019 – Minutes NB-3 AGE-FRIENDLY PLAN PARKS AND RECREATION Jonathan Rodriguez, Planner II, from Community Development and Services, will provide a progress update on the City of Henderson's Age-Friendly Plan. Mr. Rodriguez and the Commissioners will discuss how the Commission can support the City's efforts in the future. Jonathan Rodriguez, Planner II, gave a PowerPoint presentation titled Age-Friendly Plan Updates and provided an overview of the Age-Friendly Action Plan. He noted this plan aligns with the Henderson Strong Comprehensive Plan. Mr. Rodriguez summarized staff’s efforts to implement the action plan and reviewed the following priorities: Outdoor space and buildings, transportation, housing, social participation, respect and social inclusion, civic participation and employment, communication and information, and community support and health services. A discussion ensued regarding the priorities of the action plan and the community resources the City utilizes to implement the plan. Mr. Rodriguez stated he will present updates on the action plan before the Commission on a quarterly basis. Corey Clark, Recreation Services Manager, said the quarterly updates will be a good opportunity for the Commissioners to report on new community resources to staff. NB-4 AARP LIVABILITY INDEX PRESENTATION PARKS AND RECREATION Chairman Steve Boyce will present information about AARP's Livability Index scoring system. In an effort to avoid a lengthy meeting, Chairman Boyce withdrew this item. Senior Citizens Advisory Commission Page 4 of 6 Wednesday, December 11, 2019 – Minutes NB-5 AUTHORIZE ATTENDANCE OR PARTICIPATION IN UPCOMING EVENTS PARKS AND RECREATION Commissioners will review highlights from attendance at previous events and discuss and approve whether Commissioners may officially attend or participate in upcoming community programs or events as a representative of the Commission. Following an inquiry by Corey Clark, Recreation Services Manager, regarding participation at the Senior Summit 2020 event, Ms. Smith, Ms. Landaker, Ms. Belanger, Ms. Nies, Chairman Boyce, and Ms. Gerali-Schwartz stated they will be representatives for the event. Chairman Boyce and Ms. Gerali-Schwartz stated they will attend the Healthy Henderson Fair at the Multigenerational Recreation Center on January 11, 2020. Mr. Clark noted the Senior Citizens Advisory Commission will have an informational table at the Healthy Henderson Fair. (Motion) Chairman Boyce introduced a motion to approve the attendance of Ms. Smith, Ms. Landaker, Ms. Belanger, Ms. Nies, Chairman Boyce, and Ms. Gerali-Schwartz at the Senior Summit 2020, and the attendance of Chairman Boyce and Ms. Gerali-Schwartz at the Healthy Henderson Fair. NB-6 SENIOR AUXILIARY PRESENTATION PARKS AND RECREATION Linda Rauenbuehler of the Henderson Seniors’ Auxiliary will give a report on the activities of the organization. Linda Rauenbuehler, Henderson Seniors’ Auxiliary, reported that the Auxiliary is in the process of creating a new board for the organization. She noted the Henderson Seniors’ Auxiliary will not be charged the $25.00 fee by the State for bingo games. Ms. Rauenbuehler reported on the following upcoming events:  December basket raffle, December 9th through 12th  Bake sale December 19, 2019, and January 16, 2020  Valentine’s Day raffle, February 10th through 13th Senior Citizens Advisory Commission Page 5 of 6 Wednesday, December 11, 2019 – Minutes NB-7 STAFF REPORT PARKS AND RECREATION Corey Clark, Recreation Services Manager, will give an update on the Meals on Wheels program. He will also share valuable information available on the City of Henderson (COH) website. Corey Clark, Recreation Services Manager, stated the Heritage Park Senior Center congregate meals served 300 more meals this October than October of 2018. Mr. Clark reported that he has not received any additional information regarding the meal grant he submitted in September, and the Meals on Wheels waiting list has increased. VI. CHAIRMAN\MEMBER COMMENTS Ms. Landaker thanked Jonathan Rodriguez, Planner II, for his report on the Age-Friendly Plan. Chairman Boyce stated the City of Kansas City has made public transportation free and the City of Minneapolis has eliminated single-residential zoning. Chairman Boyce said he attended the December 3, 2019, Henderson City Council meeting and stated the Mayor and Councilmembers approved a new housing development. He explained that the Mayor and Councilmembers discussed the importance of housing variety and housing affordability in the community. Chairman Boyce stated he attended the City of Las Vegas Senior Citizens Advisory Commission meeting and said each Commissioner reports on happenings in their Ward. He encouraged the Henderson Senior Citizen Advisory Commissioners to visit Las Vegas public recreational centers or public meetings in an effort to network in the larger community. Chairman Boyce requested Steven Whitley, Volunteer Program Coordinator, present before the Commission on his job duties. Corey Clark, Recreation Services Manager, stated he will contact Mr. Whitley for availability. VII.
