COMMISSION MEETING MINUTES
TUESDAY, NOVEMBER 9, 2021
I. CALL TO ORDER
Chairman Andrew Coates called the Commemorative Beautification
Commission meeting to order at 6:00 p.m. at 105 West Basic Road, Henderson,
Nevada 89015, in the Parks and Recreation Conference Room.
II. CONFIRMATION OF POSTING AND ROLL CALL
Rayna Booker, Administrative Assistant III, confirmed the Commemorative
Beautification Commission meeting had been noticed in compliance with the
Open Meeting Law by posting the Agenda three working days prior to the
meeting, and by mailing and emailing a copy of the Agenda to everyone
appearing thereon on the Agenda Master Mailing List and Emailing List.

IV. ACCEPTANCE OF AGENDA (For Possible Action)
(Motion)
Ms. Jacobson introduced a motion to accept the agenda, as presented. The
vote favoring approval was unanimous. Chairman Coates declared the motion
carried.

OCTOBER 12, 2021

For Possible Action.
RECOMMENDATION: Adopt
Adopt the minutes of the Commemorative Beautification Commission meeting of
October 12, 2021.
(Motion)
Ms. Jacobson introduced a motion to adopt the Commemorative Beautification
Commission meeting minutes of October 12, 2021, subject to revision made by
Ms. Jacobson. The vote favoring approval was unanimous. Chairman Coates
declared the motion carried.

Ms. Jacobson said the meeting minutes of October 12, 2021 incorrectly named
her acting chair on agenda item number four and should be amended to reflect
Danielle Gallant as acting chair.
2 WELCOME AND INTRODUCTIONS OF THE NEW COMMEMORATIVE
BEAUTIFICATION COMMISSION MEMBERS

Welcome and introduction of new Commissioners Breanna Jones, Khloe
Churko, and Brian Askins.

AND COMMITMENT REQUIREMENTS
PARKS AND RECREATION
Chris Vasquez, Parks and Recreation Area Manager, will discuss the
responsibilities and commitment requirements for the Commemorative
Beautification Commission members.

Chris Vasquez, Parks and Recreation Area Manager, gave a presentation
summarizing this item and listed the Christmas Tree Recycling Program, Light
Pole Banners, and Winter Fest as the current initiatives of the Commission.
Responding to an inquiry from Ms. Churko regarding the City of Henderson
fiscal year, Mr. Vasquez said the City Fiscal Year runs from July 1st through
June 30th.
4 AMENDMENT TO THE COMMEMORATIVE BEAUTIFICATION COMMISSION
BYLAWS
PARKS AND RECREATION
For Possible Action.
RECOMMENDATION: Adopt
Adopt the amendment to the bylaws for the Commemorative Beautification
Commission to change the meeting time from 6:00 p.m. to 4:00 p.m.
(Motion)
Ms. Jacobson introduced a motion to adopt the amendment to the bylaws for
the Commemorative Beautification Commission to change the meeting time
from 6:00 p.m. to 4:00 p.m. The vote favoring approval was unanimous.
Chairman Coates declared the motion carried.

5 STAFF REPORT
PARKS AND RECREATION
Staff representative will provide information on the Commission budget,
Municipal Forestry report, Clean-Up Trailer program, banners, flags,
announcements, and respond to questions from Commission members.

Chris Vasquez, Parks and Recreation Area Manager, gave a presentation
summarizing this item listing current expenditures against the Commission
Budget and suggested repairing damage to existing banners as the best use of
the remaining budgeted funds.
Responding to inquiries from the Commission regarding Arbor Day, Mr.
Vasquez said the City will not be running an official Arbor Day celebration but
said the Mayor is interested in recording a video to be distributed to Henderson
schools to recognize the holiday.
Mr. Vasquez listed the City of Henderson Christmas Tree recycling drop-off
locations at:
Acacia Park, 50 Casa del Fuego St.
Anthem Hills Park, 2256 N. Reunion Dr.
Arroyo Grande Sports Complex, 298 Arroyo Grande Blvd.
Capriola Park, 2155 Via Firenze
Discovery Park, 2011 Paseo Verde Pkwy.
Madeira Canyon Park, 2390 Democracy Dr.
Mission Hills Park, 551 E. Mission Dr.
Morrell Park, 500 Harris St.
Pecos Legacy Park, 150 Pecos Rd.
Whitney Ranch Recreation Center, 1575 Galleria Dr.
Responding to a question from Ms. Jacobson regarding flag maintenance and
replacement, Rayna Booker, Administrative Assistant III, said the Commission
is responsible for repairing damaged flags or purchasing replacement flags, as
appropriate.
Mr. Vasquez said holiday banners will be installed starting November 15, 2021,
and said the current Be Kind banners are being updated to conform to the
current coloring and design standards.
Mr. Vasquez said WinterFest will be running from December 2, 2021, through
January 2, 2022, and highlighted the following events:

- December 9, 2021, “Arthur Christmas” Movie Night, 5:30 p.m.
- December 10, 2021, Pictures with Santa, 5:00 p.m.
- December 10, 2021, Children’s Holiday Performance Showcase,
6:00 p.m.
- December 11, 2021, Holiday Ornament Walk, 10:00 a.m.
- December 11, 2021, The Barefoot Movement, 7:00 p.m.
- December 16, 2021, “How the Grinch Stole Christmas” Movie Night,
5:30 p.m.
- December 17, 2021, Pictures with Santa, 5:00 p.m.
- December 18, 2021, Ryan Shupe and the Rubberband, 7:00 p.m.
Responding to an inquiry from Ms. Churko regarding alternative methods for
Arbor Day celebrations, Mr. Vasquez said options such as distributing
dehydrated plants or seeds or organizing a virtual poster contest can be
explored.
Ms. Booker explained past Arbor Day celebrations have been a collaboration
between the City and schools where students were bussed to a City park for a
tree-planting ceremony and poster design contest. She said the students
received gift bags containing coloring books and a t-shirt featuring the winning
poster design from the prior year.

Chairman Coates thanked the new members for their willingness to serve on
the Commission.

The next meeting was set for Tuesday, December 14, 2021, at 4:00 p.m.
