COMMISSION MEETING MINUTES
Tuesday, September 13, 2022
I. CALL TO ORDER
Chair Andrew Coates called the Commemorative Beautification Commission
meeting to order at 4:03 p.m. at 105 West Basic Road, Henderson,
Nevada 89015, in the Parks and Recreation Conference Room.
II. CONFIRMATION OF POSTING AND ROLL CALL
Rayna Booker, Administrative Assistant III, confirmed the Commemorative
Beautification Commission meeting had been noticed in compliance with the
Nevada Open Meeting Law.

There were no public comments presented.
IV. ACCEPTANCE OF AGENDA
(Motion)
Member Jacobson introduced a motion to accept the agenda, as presented.
The vote favoring approval was unanimous. Chair Coates declared the motion
carried.

MAY 10, 2022
PARKS AND RECREATION
Adopt the minutes of the Commemorative Beautification Commission meeting of
May 10, 2022.
(Motion)
Member Park introduced a motion to adopt the minutes of the Commemorative
Beautification Commission meeting of May 10, 2022, as presented. The vote
favoring approval was unanimous. Chair Coates declared the motion carried.
2 ELECTION OF CHAIRMAN
PARKS AND RECREATION
Commission members will elect a Chairman.
(Motion)
Member Park introduced a motion to re-elect Andrew Coates as Chair of the
Commemorative Beautification Commission. The vote favoring approval was
unanimous. Chair Coates declared the motion carried.
3 ELECTION OF VICE CHAIRMAN
PARKS AND RECREATION
Commission members will elect a Vice Chairman.
(Motion)
Member Jacobson introduced a motion to re-elect Kathryn Park as Vice-Chair of
the Commemorative Beautification Commission. The vote favoring approval
was unanimous. Chair Coates declared the motion carried.

4 STAFF REPORTS
PARKS AND RECREATION
Staff Representative will provide information on the Commission budget,
Municipal Forestry report, Clean-up Trailer program, banners, flags and
announcements, and respond to questions from Commission members.
Preston Goodman, Municipal Forester, updated the Commissioners on the turf
removal project currently underway at various City of Henderson parks and the
condition of the Commission’s banners and Clean-up trailer.
Mr. Goodman said the Commission’s annual Arbor Day event is still on hold
until City staff receives confirmation from the Clark County School District
(CCSD) regarding whether they are going to allow students to attend the event.
A brief discussion ensued regarding the Commission’s current budget.
Following the inquiry of Member Churko regarding the process of obtaining
donations for the Commission, Rayna Booker, Administrative Assistant III, said
Commissioners are able to request the donation forms and donation tax
information from City staff, when needed.
VI. CHAIRMAN\MEMBER COMMENTS
Chair Coates thanked his fellow Commissioners for reappointing him as Chair.
Responding to the suggestion of Member Park to have the City plant more
milkweed along swamp areas in the City, Preston Goodman, Municipal
Forester, said City staff is actually planning on planting milkweed in the butterfly
garden being installed at the Henderson Bird Viewing Preserve (HBVP). He
said the butterfly garden should be completed by the end of November.
Following an inquiry by Member Park regarding whether the Committee could
request donations for advertisement at the butterfly garden’s grand opening
event, Mr. Goodman said he would ask staff to research that possibility.
VII. SET NEXT MEETING
The next meeting was set for Tuesday, October 11, 2022, at 4:00 p.m.

VIII. PUBLIC COMMENT
Responding to the question by Ms. Coates, no Zip code provided, regarding the
type of milkweed being planted at the butterfly garden in the Henderson Bird
Viewing Preserve, Preston Goodman, Municipal Forester, said he is not sure;
however, he will find out from City staff and refer the answer back to the
Commission.
IX. ADJOURNMENT
There being no further business to come before the Commission, Chair Coates
adjourned the meeting at 4:22 p.m.

comments that disrupt, disturb or otherwise impede the orderly conduct of the meeting. See
NRS 241.030(4)(a). Examples of disruptive conduct include, without limitation, yelling,
stamping of feet, whistles, applause, heckling, name calling, use of profanity, personal
attacks, physical intimidation, threatening use of physical force, assault, battery, or any other
acts intended to impede the meeting or infringe on the rights of the board and/or committee
members, City staff, or meeting participants.
