COMMISSION MEETING MINUTES
Tuesday, October 11, 2022
I. CALL TO ORDER
Chair Andrew Coates called the Commemorative Beautification Commission
meeting to order at 4:11 p.m. at 105 West Basic Road, Henderson,
Nevada 89015, in the Parks and Recreation Conference Room.
II. CONFIRMATION OF POSTING AND ROLL CALL
Rayna Booker, Administrative Assistant III, confirmed the Commemorative
Beautification Commission meeting had been noticed in compliance with the
Nevada Open Meeting Law.

III. PUBLIC COMMENT
There were no public comments presented.
IV. ACCEPTANCE OF AGENDA
(Motion)
Member Kathryn Park introduced a motion to accept the agenda, as presented.
The vote favoring approval was unanimous. Chair Andrew Coates declared the
motion carried.

COMMEMORATIVE BEAUTIFICATION COMMISSION
SEPTEMBER 13, 2022
PARKS AND RECREATION
Adopt the minutes of the Commemorative Beautification Commission meeting of
September 13, 2022.
(Motion)
Member Kathryn Park introduced a motion to adopt the minutes of the
Commemorative Beautification Commission meeting of September 13, 2022, as
presented. The vote favoring approval was unanimous. Chair Andrew Coates
declared the motion carried.
2 REPLACEMENT FLAGS AND PURCHASE
PARKS AND RECREATION
Commission members will discuss and vote on funds to purchase replacement
flags for our parks in an amount not to exceed $2,500.
Preston Goodman, Municipal Forester, presented a summary of this item and
said these pertain to the American Flags that are located on the four corners of
Boulder Highway and Lake Mead Parkway. Mr. Goodman clarified this item is
separate from the banner budget.
(Motion)
Member Debra Jacobson introduced a motion to approve funds to purchase
replacement flags for our parks in an amount not to exceed $2,500.00. The
vote favoring approval was unanimous. Chair Andrew Coates declared the
motion carried.

3 CHRISTMAS TREE RECYCLING PROGRAM
PARKS AND RECREATION
Commission members will vote on funds for the Christmas Tree Recycling
Program in an amount not to exceed $7,500.
Preston Goodman, Municipal Forester, presented an overview of the Christmas
Tree Recycling Program. He said the recycling sites are located in seven
locations across the City at chain-link lots. He also said staff uses a
woodchipper on the trees and the recycled wood material goes back into the
City parks. He said the chipped wood is not sold to the public; however, it is
made available free of charge to residents at Pecos Legacy Park and the
Whitney Ranch Recreation Center.
Mr. Goodman said staff has requested funds for the program, in an amount not
to exceed $7,500.00, which has remained the same for the past three years.

4 WINTER FEST
PARKS AND RECREATION
Commission members will vote on funds for Winterfest in an amount not to
exceed $1,500.
Preston Goodman, Municipal Forester, presented an overview of Winterfest and
said the funds will be utilized to provide games and craft activities for children
during the event. He said staff is requesting funds, in an amount not to exceed
$1,500.00.
Responding to an inquiry from Member Kathryn Park regarding whether
entertainment is included with the above-mentioned funding, Mr. Goodman
stated the Special Events Department will be responsible for booking
entertainment. Member Park recommended Harmony Handbells for the event
and stated they are quite inexpensive.

in an amount not to exceed $1,500.00. The vote favoring approval was

5 STAFF REPORTS
PARKS AND RECREATION
Staff Representative will provide information on the commission budget,
Municipal Forestry report, Clean-up Trailer program, banners, flags and
announcements and respond to questions from Commission members.
Preston Goodman, Municipal Forester, stated he was recently informed by the
Clark County School District that Arbor Day will be held as a live event this year.
He said trees will be planted for local elementary schools and approximately
500 students, from several schools, will participate in the main presentation at
Morrell Park. Mr. Goodman stated he will obtain a new Master of Ceremonies
(MC) for the event.
Mr. Goodman stated trees and landscaping in the center median are being
removed to prepare for the new Reimagine Boulder Highway Project.
Responding to an inquiry from Member Kathryn Park regarding the installation
of Christmas lights, Mr. Goodman stated that will be discussed at the next
meeting.
Mr. Goodman gave a report on the budget and stated staff has added
Arbor Day to their sponsorship efforts, which could potentially increase the
budget.
A brief discussion ensued the Commission’s current budget and potential MCs
for the Arbor Day event.
VII CHAIRMAN\MEMBER COMMENTS
Chair Andrew Coates thanked everyone for their time and service on this
Commission.
VIII SET NEXT MEETING
The next meeting was set for Tuesday, November 8, 2022, at 4:00 p.m.

IX PUBLIC COMMENT
Responding to an inquiry from Jeanette Van Emon, no ZIP Code provided,
regarding whether the public was aware that the statues located in the Green
Valley area would be sold, Preston Goodman, Municipal Forester, stated they
never belonged to the City and were always privately owned.
X ADJOURNMENT
There being no further business to come before the Commission, Chair Coates
adjourned the meeting at 4:25 p.m.
