I. CALL TO ORDER
Member Derrick Williams called the City of Henderson Development Services
Center Advisory Committee meeting to order at 7:46 a.m. in the Westgate
Conference Room, 240 South Water Street, Henderson, Nevada.
II. CONFIRMATION OF POSTING AND ROLL CALL
Wesley Pratt, Senior Administrative Analyst, confirmed the City of Henderson
Development Services Center Advisory Committee meeting had been noticed in
compliance with the Nevada Open Meeting Law.

Member John Stewart introduced a motion to accept the agenda, as presented.

The vote favoring approval was unanimous. Member Derrick Williams declared

Center Advisory Committee Special Meeting minutes of June 11, 2025.
(Vote)
The vote favoring approval was unanimous. Member Derrick Williams declared
the motion carried.
2 DEVELOPMENT SERVICES CENTER (DSC)
QUARTERLY PERFORMANCE REPORT
BUILDING AND FIRE SAFETY/DEVELOPMENT SERVICES CENTER
Christopher Barnes, DSC Manager, reviewed the Development Services Center
Quarterly Performance Report and noted improvements to the average number
of days to process submittals.
Member Neil Sansone requested additional detail in the report to break down
data by submittal category.

Maria Gamboa, Director of Finance, provided an update of the Development
Services Center's quarterly financials.

A discussion ensued regarding the budget deficit, anticipated impact of the rate
increase in October, potential cost-cutting measures, staffing levels, changes in
industry practices due to market slowdown, future market forecasting, and
monitoring the enterprise fund.
David Weiser, Assistant Director of Finance, noted that certain expenses are
tied to permit activity and would decline if permit activity declines.

ANNUAL REPORT FOR FISCAL YEAR 2024-2025
BUILDING AND FIRE SAFETY/DEVELOPMENT SERVICES CENTER
Christopher Barnes, DSC Manager, discussed with Committee Members the
draft Development Services Center Advisory Committee Annual Report for
Fiscal Year 2024-2025 required by Henderson Municipal Code 2.50.360.C.

Maria Gamboa introduced a motion to approve the Development Services
Center Advisory Committee Annual Report for Fiscal Year 2024-2025.
(Vote)
The vote favoring approval was unanimous. Member Derrick Williams declared
the motion carried.
VI. CHAIRMAN\MEMBER COMMENTS
Majid Pakniat, Director of Building & Fire Safety/DSC, announced his upcoming
retirement and expressed his gratitude to the Committee. The Committee
members thanked him for his service.
VII. SET NEXT MEETING
The next meeting was set for Tuesday, October 28, 2025.
VIII. PUBLIC COMMENT
Lance Olson, Director of Public Works, spoke regarding balancing staffing with
budget constraints.

IX. ADJOURNMENT
There being no further business to come before the Committee,
Member Derrick Williams adjourned the meeting at 8:20 a.m.

stamping of feet, whistles, applause, heckling, name calling, use of profanity, personal
attacks, physical intimidation, threatening use of physical force, assault, battery, or any other
acts intended to impede the meeting or infringe on the rights of the board and/or committee
members, City staff, or meeting participants.

Christopher Barnes, DSC Manager, or his designee, will discuss with
Committee Members the draft Development Services Center Advisory
Committee Annual Report for Fiscal Year 2024-2025 required by Henderson
Municipal Code 2.50.360.C and seek the Committee’s approval of that annual
report.

agenda. Chairman and Members may comment on matters including, without
