I. CALL TO ORDER
The meeting of the Eldorado Valley Regional Public Safety Training Facility
Executive Committee was called to order by Deputy Police Chief Todd Peters at
2:03 p.m. in the Council Chamber Conference Room, 240 Water Street,
Henderson, Nevada.
II. CONFIRMATION OF POSTING AND ROLL CALL
Tedie Jackson, Official Records Reporter, confirmed posting. confirmed the
meeting had been posted in accordance with the Open Meeting Law by posting
the agenda three working days prior to the meeting at City Hall, Emergency
Services Facility, Green Valley Police Substation, and Fire Station No. 96.

There were no public comments presented.
IV. ACCEPTANCE OF AGENDA
(Motion) Mr. Murnane introduced a motion to accept the agenda as
presented. The vote favoring approval was unanimous. Chairman
Peters declared the motion carried.

Eldorado Valley Regional Training Facility Executive Committee Meeting
Minutes of September 15, 2016.
(Motion) Mr. Shea introduced a motion to adopt the minutes of
September 15, 2016, as presented. The vote favoring approval
was unanimous. Chairman Peters declared the motion carried.
NB-2 FY19 OPERATING BUDGET
DAVID FURBER/POLICE
Approve FY19 Operating Budget.
DeeAnn Bill, Police Admin Specialist III, distributed and reviewed the new
operating budget handout entitled “Eldorado Valley Regional Public Safety
Training Facility FY 2017-2018 Operating Budget-Revised”, Pending.
There were no questions or comments.
(Motion) Mr. Spyer introduced a motion to approve the FY19 Operating
Budget as presented. The vote favoring approval was unanimous.

NB-3 FY18 OPERATING BUDGET
DAVID FURBER/POLICE
Discuss current budget and funding for capital improvements.
DeeAnn Bill, Police Admin Specialist III, reviewed the new operating budget.
David Furber, Financial Services Manager, explained that a capital line was
added for the Moser Building and possible location for the simulator. This item
establishes the budget to ensure the funds are available.
(Motion) Mr. Murnane introduced a motion to approve the FY18 Operating
Budget as presented. The vote favoring approval was unanimous.
Chairman Peters declared the motion carried.
NB-4 ELECTRONIC SWITCH GEAR/CANOPY BOX
JAMES HAGEN/FACILITIES MAINTENANCE
Acceptance and approval to allow staff to obtain a contract to build a chain-link
fence with signage around the switch gear power control box to not exceed a
total cost of $8,000.00; and to authorize the Henderson Police Chief to execute
the contract.
Staff presented a summary of this item, and noted the chain-link fence will be
enclosed to address safety concerns.
(Motion) Mr. Murnane introduced a motion to approve staff obtaining a
contract to build a chain-link fence with signage around the
switch gear power control box, in an amount not to exceed
$8,000.00; and authorize the Henderson Police Chief to
execute the contract. The vote favoring approval was unanimous.
Chairman Peters declared the motion carried.
NB-5 AGENCY INCREASE IN CONTRIBUTION
MICHAEL DENNING/POLICE
Approval to increase each agency’s contributions by $5,000.00 per year to
properly budget and offset the cost to eventually replace the switch gear power
box.
Acting Captain Michael Denning reported that the life cycle of the switch gear
power box is ten years, and will cost approximately $50,000.00 to replace it.
Staff proposes that each agency increase their fiscal year contribution by
$5,000.00 to budget for this expense.

(Motion) Mr. Shea introduced a motion to approve an increase in each
agency’s contributions by $5,000.00 per year to properly
budget and offset the cost to eventually replace the switch gear
power box. The vote favoring approval was unanimous.
Chairman Peters declared the motion carried.
NB-6 ARREST AND CONTROL BUILDING
MICHAEL DENNING/POLICE
Approval to obtain bids and augment the FY18 budget for the renovation of
existing warehouse space within the COH Building and Fire Safety facility
located at 2101 Moser Drive for construction of an Arrest and Control Defensive
Tactics Training Room and Virtra Simulator Training Room.
Captain Michael Denning presented a summary of this item, and reviewed the
options provided in the packet. He noted the estimated cost of this renovation
project is $140,000.00.
A discussion ensued regarding building size options, building type costs
(modular, pre-fab, steel), prevailing wage costs, bathroom requirements, and
possible requirements of the American Disabilities Act.
There was a consensus that staff research ways to stay at the Eldorado Valley
Training Facility rather than utilize the Moser Building. A concern was also
noted that further delay of this item may increase construction costs.
Mr. Shea will review options under the Boulder City Building Codes regarding
this issue, and report at the next meeting.
(Motion) Mr. Shea introduced a motion to continue this item to the next
meeting. The vote favoring approval was unanimous.

NB-7 UPDATES TO EVRPSTF RENTAL FEE SCHEDULE
BRYAN HARTSHORN/POLICE
Proposal to increase the fees for usage by outside entities. The areas available
for fees are the shooting ranges, EVOC Track, classrooms, officer coverage
and the VirTra Simulator.
Acting Lt. Bryan Hartshorn presented a summary of this item, and reviewed the
information in the packet.

Michael Oh, Assistant City Attorney III, commented that a business impact
statement may be needed for this item. He stated this committee is the
governing body, which would approve a business impact statement. The
business impact statement and fee proposal schedule should be presented at
the same meeting.
(Motion) Mr. Murnane introduced a motion to direct staff to prepare a
business impact statement in relation to the proposal to increase
fees for usage by outside entities. The vote favoring approval was
unanimous. Chairman Peters declared the motion carried.

There were no Chairman\member comments presented.

The next meeting date will be determined at a later time.

IX. ADJOURNMENT
