CITY OF HENDERSON ELDORADO VALLEY REGIONAL PUBLIC SAFETY TRAINING FACILITY EXECUTIVE COMMITTEE REGULAR MEETING MINUTES Tuesday, August 24, 2021 I. CALL TO ORDER Chairman Thedrick Andres called the Eldorado Valley Regional Public Safety Training Facility Executive Committee meeting to order at 2:01 p.m. in the Council Chambers Conference Room, 240 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL Andre Dixon, Deputy City Clerk, confirmed the Eldorado Valley Regional Public Safety Training Facility Executive Committee meeting had been noticed in compliance with the Nevada Open Meeting Law by posting the Agenda three working days prior to the meeting at the Henderson City Hall; the Multigenerational Recreation Center; the Whitney Ranch Recreation Center; Fire Station No. 86; the Nevada Public Notice website; the City of Henderson website; the City of Boulder City website; the Boulder City Hall; the United States Post Office, 1101 Colorado Street; the Boulder City Senior Center; the Boulder City Parks and Recreation Center; and by electronically mailing a copy of the Agenda to everyone appearing thereon the Agenda Master Electronic Mailing List. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Chief Shea introduced a motion to adopt the agenda, as presented. The vote favoring approval was unanimous. Chairman Andres declared the motion carried. V. UNFINISHED BUSINESS 1 REJECTION OF ALL FIREARM SIMULATOR EQUIPMENT REPLACEMENT PROPOSALS CITY OF HENDERSON - HENDERSON POLICE DEPARTMENT Review and Discuss proposals received for the firearms simulator equipment replacement and discuss next steps. Matthew Murnane, Henderson Police Lieutenant, presented a summary of this item. He stated after reviewing two firearms simulator systems with Tiffany Driscoll, Boulder City Police Sergeant, they did not believe either system offered the cost-to-benefit factor they were looking for; therefore, they recommend not moving forward with either system and exploring other options. A discussion ensued regarding other viable options that could be considered rather than purchasing a new virtual firearms simulator. Eldorado Valley Regional Training Facility Page 3 of 6 Tuesday, August 24, 2021 – Minutes 2 FEE SCHEDULE FOR NON-PARTNERING LAW ENFORCEMENT AGENCY FACILITY USE EFFECTIVE JULY 1, 2021 CITY OF HENDERSON - HENDERSON POLICE DEPARTMENT Approve fee schedule, effective from July 1, 2021, charging $100.00 for daily use of each individual area of the training facility to non-partnering law enforcement agencies approved at the Executive Committee meeting December 17, 2020, and approve changes to the Operations Manual to reflect the inclusion of the Fee Schedule. Matthew Murnane, Henderson Police Lieutenant, stated this item is to approve changes to the Operations Manual to reflect the inclusion of the fee schedule charges that were approved by the Committee at the December 17, 2020, meeting. (Motion) Chief Shea introduced a motion to approve the changes to the Operations Manual to reflect the inclusion of the fee schedule, effective July 1, 2021, that were approved by the Committee at the December 17, 2020, meeting. The vote favoring approval was unanimous. Chairman Andres declared the motion carried. VI. NEW BUSINESS 3 MINUTES ELDORADO VALLEY REGIONAL TRAINING FACILITY EXECUTIVE COMMITTEE MEETING DECEMBER 17, 2020 CITY OF HENDERSON - HENDERSON POLICE DEPARMENT Eldorado Valley Regional Public Safety Training Facility Executive Committee Meeting Minutes of December 17, 2020. (Motion) Deputy Chief Denning introduced a motion to adopt the Eldorado Valley Regional Public Safety Training Facility Executive Committee Meeting minutes of December 17, 2020, as presented. The vote favoring approval was unanimous. Chairman Andres declared the motion carried. Eldorado Valley Regional Training Facility Page 4 of 6 Tuesday, August 24, 2021 – Minutes 4 EMERGENCY VEHICLE OPERATION COURSE (EVOC) TRACK REPAIR UPDATE CITY OF HENDERSON - HENDERSON POLICE DEPARTMENT Update on completion of the EVOC track repair. Matthew Murnane, Henderson Police Lieutenant, stated the EVOC track repairs have been completed and the track is ready for use. Following an inquiry by Chief Shea regarding whether the repairs are guaranteed for a certain length of coverage, Aaron Johnson, Boulder City Police Commander, stated he will follow up with Lance Olson, Henderson Assistant Director Public Works, to find out. 5 PROPOSAL TO HAVE STRIPING ADDED TO THE EMERGENCY VEHICLE OPERATIONS COURSE (EVOC) TRACK CITY OF HENDERSON - HENDERSON POLICE DEPARTMENT Discuss and approve a proposal to have traffic rated paint added to the EVOC track through collaboration with City of Henderson Public Works in an amount not to exceed $20,000.00. Matthew Murnane, Henderson Police Lieutenant, presented a summary of this item. He stated the initial estimate for the painting he received from Henderson staff was approximately $16,000.00; however, he said staff could provide a more exact amount once the Committee decides they are ready to move forward. Following an inquiry by Chief Shea regarding the largest benefit of adding the traffic paint, Lieutenant Murnane stated the biggest benefit would be providing a more realistic environment for pursuit training. A discussion ensued regarding discussing striping services and costs with other agencies. It was the consensus of the Committee to hold off on approving the budget for striping until other considerations are further explored. (Motion) Chairman Andres introduced a motion to continue this item to the next Eldorado Valley Regional Training Facility Executive Committee meeting. The vote favoring approval of the continuance was unanimous. Chairman Andres declared the motion carried. Eldorado Valley Regional Training Facility Page 5 of 6 Tuesday, August 24, 2021 – Minutes 6 CHANGES TO THE OPERATIONS MANUAL CITY OF HENDERSON - HENDERSON POLICE DEPARTMENT Discuss and approve changes made to the operations manual, including revision date, spelling and grammatical errors throughout. Matthew Murnane, Henderson Police Lieutenant, stated staff noticed minor spelling and grammatical errors and dates that needed updating when reviewing the operations manual for the fee schedule update for or Item 2 on the agenda. He said this item is to approve the updates and corrections. (Motion) Chief Shea introduced a motion to approve the changes to the Operations Manual including revisited dates and spelling and grammatical corrections throughout. The vote favoring approval was unanimous. Chairman Andres declared the motion carried. 7 PROPOSAL TO CREATE TRAINING VILLAGE USING EXISTING SHIPPING CONTAINERS CITY OF HENDERSON - HENDERSON POLICE DEPARTMENT Discuss and approve the use and movement of existing shipping containers currently located at Eldorado Valley to create a training village, in an amount not to exceed $5,000.00. Matthew Murnane, Henderson Lieutenant, presented a summary of this item. Michael Oh, Henderson Senior Assistant City Attorney, recommended researching any potential city code or OSHA requirements that may have to be considered if creating a training village at the site. A discussion ensued regarding the potential of increasing the amount budgeted towards creating a more expansive training village due to the money the Committee is saving by not purchasing a new firearms simulator and to research what else needs to be considered. It was the consensus of the Committee to hold off on approving a budget for a potential training village until other considerations are further explored. (Motion) Deputy Chief Denning introduced a motion to deny the use and movement of existing shipping containers currently located at Eldorado Valley to create a training village, in an amount not to exceed $5,000.00. The vote favoring denial was unanimous. Chairman Andres declared the motion carried. Eldorado Valley Regional Training Facility Page 6 of 6 Tuesday, August 24, 2021 – Minutes 8 FY21 OPERATING BUDGET FOR ELDORADO VALLEY REGIONAL PUBLIC SAFETY TRAINING FACILITY (EVRPSTF) CITY OF HENDERSON - HENDERSON POLICE DEPARTMENT Discuss and approve FY21 Operating Budget. Due to the operating budget materials not being available at the meeting, it was the consensus of the Committee to continue this item to the next meeting. (Motion) Chiarman Andres introduced a motion to continue this item to the next Eldorado Valley Regional Training Facility Executive Committee meeting. The vote favoring approval of the continuance was unanimous. Chairman Andres declared the motion carried. VII. CHAIRMAN\MEMBER COMMENTS Deputy Chief Denning suggested having an item on a future agenda to potentially increase each agency’s contribution to the Eldorado Valley Regional Training Facility to address the eventual need of replacing the switch gear and more track paving at the training facility. VIII. SET NEXT MEETING A date for the next meeting was not set. Henderson staff stated they will follow up with the Committee members to set another meeting before the end of 2021. IX. PUBLIC COMMENT There were no public comments presented. X. ADJOURNMENT There being no further business to discuss, Chairman Andres adjourned the meeting at 2:40 p.m..
