The Chairman reserves the right to hear agenda items out of order, combine two or more agenda items for consideration, remove an item from the agenda, or delay discussion relating to an item on the agenda at any time. Public comment will be taken at the designated Public Comment periods. Individuals will be limited to three (3) minutes and spokespersons for a group will be limited to ten (10) minutes at the discretion of the Chairman. The Chairman reserves the right to curtail abusive, offensive, inflammatory or repetitive comments that disrupt, disturb or otherwise impede the orderly conduct of the meeting. See NRS 241.030(4)(a). Examples of disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause, heckling, name calling, use of profanity, personal attacks, physical intimidation, threatening use of physical force, assault, battery, or any other acts intended to impede the meeting or infringe on the rights of the board and/or committee members, City staff, or meeting participants. PUBLIC COMMENT Public Comment during this portion of the agenda must be limited to matters on the agenda. Individuals will be limited to three (3) minutes and spokespersons for a group will be limited to ten (10) minutes at the discretion of the Chairman. The Chairman reserves the right to curtail abusive, offensive, inflammatory or repetitive comments that disrupt, disturb or otherwise impede the orderly conduct of the meeting. In addition, any person willfully disrupting the meeting may be removed from the room by the presiding officer. See NRS 241.030(4)(a). Examples of disruptive conduct include, without limitation, yelling, stamping of feet, whistles, applause, heckling, name calling, use of profanity, personal attacks, physical intimidation, threatening use of physical force, assault, battery, or any other acts intended to impede the meeting or infringe on the rights of the board and/or committee members, City staff, or meeting participants. Englund 2 ELECT CHAIRMAN FINANCE DEPARTMENT For Possible Action. RECOMMENDATION: Elect Election of one of the Trustees of the Public Improvement Trust to serve as Chairman of the Public Improvement Trust for a one-year term. 3 ELECT VICE-CHAIRMAN FINANCE DEPARTMENT For Possible Action. RECOMMENDATION: Elect Election of one of the Trustees of the Public Improvement Trust to serve as Vice-Chairman of the Public Improvement Trust for a one-year term. Public Improvement Trust Meeting Page 3 of 5 Tuesday, August 24, 2021 - Agenda 4 ELECT TREASURER FINANCE DEPARTMENT For Possible Action. RECOMMENDATION: Elect Jim McIntosh Election of a Treasurer for the Public Improvement Trust to serve for a one-year term. Jim McIntosh currently serves in this role and it is the recommendation of staff to re-elect Jim McIntosh for an additional one-year term. 5 ELECT SECRETARY FINANCE DEPARTMENT For Possible Action. RECOMMENDATION: Elect Rosa Reynolds Election of a Secretary for the Public Improvement Trust to serve for a one-year term. Rosa Reynolds currently serves in this role and it is the recommendation of staff to re-elect Rosa Reynolds for an additional one-year term. 6 MINUTES PUBLIC IMPROVEMENT TRUST AUGUST 27, 2020 FINANCE DEPARTMENT For Possible Action. RECOMMENDATION: Adopt Public Improvement Trust meeting minutes of August 27, 2020. 7 ANNUAL AUDIT REPORT FINANCE DEPARTMENT For Possible Action. RECOMMENDATION: Accept Accept the Annual Audit Report for fiscal year ending June 30, 2021, as prepared by the accounting firm of Ovist and Howard, CPAs and authorize the Chairman to sign the Management Representation letter. Public Improvement Trust Meeting Page 4 of 5 Tuesday, August 24, 2021 - Agenda 8 RESOLUTION 2021 PRIVATE ACTIVITY BOND CAP FINANCE DEPARTMENT For Possible Action. RECOMMENDATION: Approve Resolution of the City of Henderson, Nevada Public Improvement Trust providing for the transfer of $17,714,903.98 of the City of Henderson's 2021 private activity bond volume cap allocation of $17,714,903.98 to the Nevada Rural Housing Authority. 9 FINANCIAL UPDATE FINANCE DEPARTMENT For Possible Action. RECOMMENDATION: Approve Review of the Public Improvement Trust financial documents as compiled by the Treasurer for all financial transactions related to the Trust. 10 PRESENTATION FINANCE DEPARTMENT For Information and Discussion Only Presentation by legal counsel outlining responsibilities of the Trust and various ways the Trust may be used. 11 PRESENTATION FINANCE DEPARTMENT For Information and Discussion Only Presentation by Derek Armstrong, Director of Economic Development to inform the Trust of economic development projects occurring in the City. Chairman and Members may comment on matters including, without limitation, future agenda items, upcoming meeting dates, and meeting procedures.
