CITY OF HENDERSON ELDORADO VALLEY REGIONAL TRAINING FACILITY EXECUTIVE COMMITTEE Thursday, December 7, 2023 I. CALL TO ORDER Chair Hollie Chadwick called the Eldorado Valley Regional Training Facility Executive Committee meeting to order at 3:03 p.m. in the Westgate Conference Room, 240 South Water Street, Henderson, Nevada 89015. II. CONFIRMATION OF POSTING AND ROLL CALL April Parra, Council and Commission Services Manager, confirmed the Eldorado Valley Regional Public Safety Training Facility Executive Committee meeting had been noticed in compliance with the Nevada Open Meeting Law. PRESENT: Chair Hollie Chadwick, Chief of Police, Henderson Tiffany Driscoll, Police Sergeant, Boulder City Aaron Johnson, Police Commander, Boulder City Jim McIntosh, Chief Financial Officer/Assistant City Manager (arrived at 3:06 p.m.) Timothy Shea, Chief of Police, Boulder City ABSENT: None. STAFF: Jonathan Boucher, Deputy Police Chief Brandon Brooks, Police Captain, Henderson Harmony Cole, City Clerk Services Specialist Craig Mancuso, Police Sergeant, Henderson Pilar Muana, Senior Police Business Analyst, Henderson Michael Oh, Assistant City Attorney April Parra, Council and Commission Services Manager Kalli Tackett, Police Administrative Specialist III, Henderson Haven Tillmon, Police Lieutenant, Henderson III. PUBLIC COMMENT There were no public comments presented. IV. ACCEPTANCE OF AGENDA (For Possible Action) (Motion) Member Aaron Johnson made a motion to accept the agenda as amended. NEW BUSINESS 1 MINUTES ELDORADO VALLEY REGIONAL TRAINING FACILITY EXECUTIVE COMMITTEE MEETING MAY 22, 2023 CITY OF HENDERSON - POLICE DEPARTMENT Eldorado Valley Regional Public Safety Training Facility Executive Committee Meeting Minutes of May 22, 2023. (Motion) Member Aaron Johnson introduced a motion to accept the meeting minutes of May 22, 2023. The vote favoring approval was unanimous. Chair Hollie Chadwick declared the motion carried. 2 SHOOTING RANGE BULLET TRAP REPAIR CITY OF HENDERSON - POLICE DEPARTMENT Discuss update on the scheduled repair of the bullet trap systems. Craig Mancuso, Henderson Police Sergeant, and Haven Tillmon, Henderson Police Lieutenant, presented a summary of this item. A discussion ensued regarding the status of scheduled repair, training rounds used at the range, maintenance of the bullet trap system, and debris removal. Another discussion ensued regarding lead mitigation. Staff stated they will look into this. Eldorado Valley Regional Training Facility Meeting Page 3 of 5 Thursday, December 7, 2023 – Minutes 3 US DEPARTMENT OF JUSTICE EQUIPMENT GRANT CITY OF HENDERSON - POLICE DEPARTMENT CITY OF BOULDER CITY - POLICE DEPARTMENT Update on grant approval and first quarter grant report and RFP processes. Sergeant Tiffany Driscoll, Boulder City Police Department, presented a summary of this item. A brief discussion ensued regarding the turf being lead based and a recommendation for compacted dirt was made. Pilar Muana, Senior Police Business Analyst, stated she would look at the grant contract to verify if an amendment is needed or not. Ms. Driscoll stated the goal is to have equipment delivery complete by September 2024. 4 FY23 OPERATING BUDGET FOR ELDORADO VALLEY REGIONAL PUBLIC SAFETY TRAINING FACILITY (EVRPSTF) CITY OF HENDERSON - POLICE DEPARTMENT Discuss and approve FY23 operating budget. Pilar Muana, Senior Police Business Analyst, gave a presentation on the FY23 operating budget. (Motion) Member Timothy Shea made a motion to approve the FY23 operating budget, as presented. The vote favoring approval was unanimous. Chair Hollie Chadwick declared the motion carried. 5 FY24 OPERATING BUDGET FOR ELDORADO VALLEY REGIONAL PUBLIC SAFETY TRAINING FACILITY (EVRPSTF) CITY OF HENDERSON - POLICE DEPARTMENT Discuss and approve FY24 operating budget. Pilar Muana, Senior Police Business Analyst, gave a summary of this item. (Motion) Member Timothy Shea made a motion to approve the FY24 operating budget, as presented. The vote favoring approval was unanimous. Chair Hollie Chadwick declared the motion carried. Eldorado Valley Regional Training Facility Meeting Page 4 of 5 Thursday, December 7, 2023 – Minutes 6 EXPLOSIVE DETONATION CITY OF BOULDER CITY - POLICE DEPARTMENT Proposal to allow outside partners to utilize facility for explosive training, testing, and detonation. Sergeant Tiffany Driscoll, Boulder City Police Department, gave a summary of this item. A discussion ensued regarding outside partners requesting to utilize the facility for the detonation of explosives. It was the consensus of the Board that the range is not designed for detonations and the purpose of the range is for shooting. The Board further determined that they need to continue this item to allow further discussion with partners. (Motion) Member Aaron Johnson made a motion to continue this item. The vote favoring approval was unanimous. Chair Hollie Chadwick declared the motion carried. 7 EMERGENCY VEHICLE OPERATION COURSE (EVOC) TRACK REPAIR CITY OF BOULDER CITY - POLICE DEPARTMENT Discuss maintenance costs for EVOC track and need for slurry. Discuss striping costs. Request to approve re-slurry in the amount not to exceed $250,000. Sergeant Tiffany Driscoll, Boulder City Police Department, gave a summary of this item and reviewed the options including timeframes and funding sources. A discussion ensued regarding options for EVOC track maintenance, timelines, budget, and costs for maintenance. (Motion) Member Timothy Shea made a motion to strip and resurface EVOC track for $250,000.00. The vote favoring approval was unanimous. Chair Hollie Chadwick declared the motion carried. VI. CHAIRMAN\MEMBER COMMENTS Member Timothy Shea inquired about the shooting ranges rates and fees being adequate. He requested that this be placed on the next agenda for discussion. An exact date and time are to be determined. VIII. PUBLIC COMMENT Pilar Muana, Senior Police Business Analyst, asked that the FY25 budget be placed on the next agenda for discussion. IX. RECOMMENDATION: Approve Discuss maintenance costs for EVOC track and need for slurry. Discuss striping costs. Request to approve re-slurry in the amount not to exceed $250,000. VI.
